This month's update contains news about some important forthcoming Hampshire County Council Consultations as well as information on upgrades and maintenance work in the Parish. Eryl and Clive Thompsett have provided information about the Open Gardens event which will take place in Littleton on 11th June 2021 (please note the revised date).

Parish Council News Updates

Littleton Recreation Ground - Playground
The Parish Council is very pleased to announce that the new multi-play equipment will be opening very soon in Littleton playground. The installation safety inspection is being carried out on 22nd June 2021, and the playground contractors will be removing the heras fencing on Friday 2nd July 2021.

Littleton Recreation Ground – Conservation Field
The conservation field is looking really beautiful at the moment, and the council would like to remind all walkers to be careful of ticks due to the risk of Lyme Disease. For more information please refer to www.lymediseaseaction.org.uk
The Conservation Field entrance/exit nearest the Sir John Moore Barracks land is still closed after the work to reseed the area. Due to the hot weather the seed has not taken as well as we would like and another layer of seed has been added to hopefully take advantage of the expected rainy weather.
Please can everyone continue to avoid the seeded area and use one of the other entrances/exits. The council would also be grateful if walkers only use the cut grass paths and avoid the wildflower areas.

New Notice Board
The council is pleased to announce the installation of a brand new notice board at the North Drive/Main Rd junction in Littleton. We have five council owned notice boards and these are open to Littleton and Harestock residents to advertise local community events (dependant on available space). Please contact the Clerk for further details.

Harestock Speed Camera Data
The Speed Camera was placed in Harestock over the past eight weeks. At Harestock Rd, near Hickory Drive, going in the direction towards Stockbridge Rd the camera recorded an average of 3,016 cars per day of which only 1.49% were travelling above the 40mph speed limit. Going the other way near Kennel Lane an average of 3,189 cars per day were recorded with 2.07% going over the speed limit.
In Bradley Rd, an average of 567 cars were recorded per day with 5.6% going over the 30 mph speed limit, and in Priors Dean Rd going in the direction towards the shops, 6.27% of cars went over the 30 mph speed limit with an average of 1,941 cars per day.
The Parish Council speed camera does not record vehicle number plates, however, we will continue to investigate trends and report our data to the Winchester Community Speed Watch team.

A34 Three Maids Hill (Winchester, Hampshire) – Bridge Repairs
Highways England has provided an update on the closure dates for the bridge repair work taking place at the Three Maids Hill junction. The latest progress report shows that closures on the A34 southbound (between the A303 and Kings Worthy) will finish on the morning of Wednesday 14 July.
Then from Friday 16 July to Wednesday 29 September, the A34 northbound carriageway will be closed overnight between the exit and entry slip roads at Three Maids Hill only. Traffic will be diverted off the A34 via the exit slip road at the junction, around the Three Maids Hill roundabout, then re-join the A34 via the northbound entry slip road.
All closures will be between 9pm and 6am, Monday to Friday nights only.

Hampshire County Council – Balancing the Budget consultation
Hampshire County Council has launched a consultation to understand the views of residents and stakeholders across Hampshire on options to help the Authority deliver a balanced budget up to 2023/24.
The consultation runs until 11:59pm on 18 July 2021 and Hampshire County Council would like to hear from as many people as possible via the online response form on the Balancing the Budget webpage. There is also a full information pack about the proposals in the consultation on this webpage.

Hampshire County Council – Public Health Services consultation
Hampshire County Council are seeking views of those who use the County Council’s services and other interested stakeholders on a number of proposed changes to specific services.
This consultation outlines proposals that could enable Hampshire County Council’s Public Health Service to re-focus its ring-fenced budget to fund a broader range of Public Health support across the County Council by delivering savings ina number of areas.

Six Open Gardens In Littleton.
Sunday 11th July 2021. (NOTE CHANGE OF DATE)
From 2 PM until 5 30 PM
Admission is £6. per adult covering all six gardens
(school-aged children are FREE)
Purchase your ticket at the first garden that you visit. Just show it at the other gardens. Cream teas can be purchased at Windsmere, New Road (£5 per person)
Parking for cars opposite the Running Horse (by kind agreement of Mrs Hayes)
A flyer showing the locaton of each garden and the teas will be circulated to every house in Littleton w/c 20th June.
The event will comply with the restrictions of level 3 set by the Government.

Community Celebration of Her Majesty the Queen’s Platinum
(70 Years) Jubilee - June 2022
The Littleton community has enjoyed imaginative celebrations of the Queen’s Jubilees. 1977 was Silver, 2002 Golden, 2012 Diamond and in June 2022 the Nation will celebrate Her Majesty’s Platinum Jubilee.
Will Littleton be celebrating? Only if planning starts now!
In June 2012, the celebration weekend included such things as:
- 6.5 mile walk around the parish boundary followed by a BBQ lunch at the pavilion. There were 262 walkers.
- Scarecrows competition with a royal theme with Waitrose hampers as prizes.
- Children’s activities in the afternoon; Circus tricks, games, relays, races, craft, Army assault course, hockey, short tennis, and fun. Goody bags for the children and a bar and teas for parents. Circa 120 children attended.
- A communal picnic, (BYO gazebos), band for dancing, spectacular fireworks and the lighting of the Jubilee Beacon, part of a national chain. 720 attendees.
- Open Gardens in Littleton and Harestock, with cream teas available.
The 2012 organising committee was just four ‘old codgers’ (their own words), but they were able to recruit lots of volunteers who brought their own ideas and made the whole programme happen. Useful logistical notes, risk assessments and financial data are available for a 2022 organising committee.
Volunteers, with their own imaginative ideas, from Littleton and Harestock, are needed to form a new Jubilee 2022 Organising Committee and coordinate events.
