Accessing State & Local Fiscal Recovery Funds

In March, Congress made it clear that states, local governments, Tribes, and territories can invest any portion of the $350 billion in funds allocated to them in charitable nonprofits. But Congress did not require governments to provide nonprofits relief and recovery assistance; that was left up to each individual state, county, and city to decide.

Comes now a special report from the National Council of Nonprofits designed to guide governments and nonprofits through the process and toward partnerships for the public good:
Strengthening State and Local Economies in Partnership with Nonprofits: Principles, Recommendations, and Models for Investing Coronavirus State and Local Fiscal Recovery Funds. This new resource contains principles and recommendations that can be shared with state and local officials on the importance of working with nonprofits to restore local economies. It also offers nearly four dozen different models of programs that are being used across the country to provide funding for nonprofits to serve local communities.

Take a look and see what how you can apply the
principles, recommendations, and models within your own communities. Share it with your elected officials to build relationships and partnerships between the sectors. When we all work together, we all win.

PPP Processing Deadline

The deadline for the Small Business Administration to complete processing of new Paycheck Protection Program applications expired at the end of June (6/30). SBA is still processing loan forgiveness applications. SBA continues to update its PPP web pages.

COVID-19 Relief Options

SBA offers several relief options to help nonprofits, and faith-based organizations recover from the impacts of COVID-19.

  • SBA Community Navigator Pilot Program: Deadline July 12, 2021
    • The American Rescue Plan Act authorizes SBA to establish the Community Navigator Pilot Program to make grants to, or enter into contracts or cooperative agreements with, private nonprofit organizations, SBA Resource Partners, States, Tribes, and units of entities.  The Administration is committed to ensuring that the nation’s small businesses receive the support they need to access federal relief programs that can help them weather the economic downturn caused by the COVID-19 pandemic. The focus of this program is to reach, and support underserved small businesses, including micro and rural businesses, with emphasis and those owned by women, veterans and socially and economically disadvantaged individuals.
  • COVID-19 Economic Injury Disaster Loan (EIDL)- This loan provides economic relief to small businesses and nonprofit organizations that are currently experiencing a temporary loss of revenue.
  • Shuttered Venue Operators Grant (SVOG)- This grant provides emergency assistance for eligible venues affected by COVID-19.
In addition to programs offered by the SBA, nonprofits can take advantage of the:
  • Employee Retention Credit- The Employee Retention Credit under the CARES Act encourages businesses to keep employees on their payroll. The refundable tax credit is 50% of up to $10,000 in wages paid by an eligible employer whose business has been financially impacted by COVID-19.

Total charitable giving grew 5.1 percent on a year-over-year basis in 2020 (3.8 percent, adjusted for inflation), the latest edition of the Giving USA report finds.

Produced by the Giving USA Foundation and the Indiana University Lilly Family School of PhilanthropyGiving USA 2021: The Annual Report on Philanthropy for the Year 2020 (key findings, 5 pages, PDF) estimates that charitable giving totaled $471.44 billion last year, up from a revised $448.66 billion in 2019.

Michigan Gov. Whitmer announces ‘MI Shot to Win Sweepstakes’ for Chance to Win Cash, College Scholarships

Gov. Gretchen Whitmer announced Thursday the launch of the ‘MI Shot to Win Sweepstakes’ -- a new incentive program to encourage more Michiganders to get vaccinated.

The sweepstakes will give vaccinated residents a chance to win a combined total of more than $5 million in cash and nine $55,000 college scholarship via a lottery raffle.

As of Wednesday, June 30, about 61% of adults in the state received at least one vaccine dose.
