$2.2 million Emergency Centre Build
gets underway in Gingin
|

On Wednesday, 23 June in Gingin the official sod turning ceremony for the construction of the Gingin Emergency Services Centre took place.
The Hon Reece Whitby MLA, Minister for Emergency Services, led proceedings for this together with DFES Commission, Mr Darren Klemm and Shire President, Cr Wayne Fewster.
Minister Whitby commented that “this brand-new facility will bring Gingin volunteer firefighters together and encourage closer collaboration among emergency service agencies. Local firefighters were integral in combating the Red Gully Bush Fire in January – our volunteers go above and beyond and this building is part of our commitment to support their efforts.”
The centre is slated to finish construction in June 2022 and when finished, will have the capacity to serve as an Incident Control Centre to manage major incidents throughout not only the Shire of Gingin, but the entire regional area.
Commissioner Klemm remarked that “at the recent Red Gully Fire we saw transportable facilities brought up here (Gingin) but more and more we are seeing with these significant bush fires that it takes more and more people to manage that and we need those facilities spread throughout Western Australia.”
Shire President, Cr Wayne Fewster, himself a Deputy Chief Bush Fire Control Officer, commented that “the new Emergency Services Centre will be a terrific asset for the region. Large bush fires are tough to fight because they require huge resources so to have this large facility located here to support our region – there’s just no underestimating the boost this is going to give to our local firefighting resources. We all contribute across Western Australia to the Emergency Services Levy annually so it’s extremely rewarding to see that funding put to such a valuable use.”
This new facility is set to be the future headquarters of the Gingin VFRS and Gingin South VBFB and it will have the capacity for six vehicles, equipment rooms, multiple office spaces, a kitchen and multi-purpose training rooms. A communications room, equipment for intelligence officers and logistics management space that can accommodate up to 72 personnel will operate from the centre during large-scale emergencies, i.e. for reference incidents such as the Red Gully Bush Fire, the Yanchep Bush Fire or the Wooroloo Bush Fire.
Other notable attendees for the sod turning ceremony on Wednesday morning included the Hon Martin Aldridge (also a local fire brigade member with Gingin South), the Captain of the Gingin Volunteer Fire & Rescue Brigade – Nikki Woods and the Captain of the Gingin South Bush Fire Brigade – Craig Hyne, in addition to Shire CEO – Aaron Cook, Deputy Shire President – Cr Kim Rule and fellow Cr James Morton, DFES Northern Districts Officer – Shaun Champ and local CESM/Chief Bush Fire Control Officer – Phil Barrett. Other Shire staff and local fire fighter brigade members were also in attendance.

Gingin is turning 150 this year!
This anniversary event offers a unique and time sensitive opportunity to display and celebrate the founding history of Gingin and the Shire’s other communities by extension.
A Project Team has been established with key community representatives and the planning of this event is well underway. Planned activities are expected to include a billy cart race, history and interactive displays, market stalls, competitions, live demonstrations and entertainment, an evening sundowner plus lots more.

Next Council Meeting
The Shire's next Ordinary Council Meeting is scheduled to be held on Tuesday, 17 July 2021 at 3:00pm. This meeting is open to the public at this stage but dependent upon the Perth lockdown situtation, this may change if it is extended.

Coastal Planning Consultation - Have Your Say

The Shire of Gingin is undertaking a project to understand how changes to the coastline will impact the future of Lancelin, Ledge Point, Seabird and Guilderton and we want to hear from you!
Our coastline is such an important feature of our lifestyle, identity and community and balancing our desire to live near the coast and managing the impacts of coastal processes is becoming more important.
JOIN THE CONVERSATION!
From the 11 June to 9 July 2021 head online and complete the Community Values Survey, Mapping Exercise or register for a workshop. It's a really easy platform to use and the data you input here will help us to fill in a lot of gaps in the existing CHRMAP.
We will also be holding two community workshops at:
- Guilderton Community Hall, 31 July 2021, 1 - 4.30pm (Lower Coastal Region)
- Lancelin Sporting Complex, 1 August 2021, 1 - 4.30pm (Upper Coastal Region)
The workshops will provide some information on coastal processes and you will be able to share your thoughts and values on that section of the coast in addition to having opportunities to help us make decisions.
Why are we doing more coastal planning when we have already done a CHRMAP and Inundation study?
In 2019 Cardno prepared a CHRMAP for Lancelin, Ledge Point and Seabird that examined erosion risks and adaptation options. In 2020 Baird prepared an Inundation study for Lancelin, Ledge Point, Seabird and Guilderton.
However, there are some pieces of the puzzle missing so the Shire is now working to fill those gaps. This includes risk assessment and adaptation options for Guilderton and an assessment of what else has changed across the four coastal towns. This will give us a comprehensive and integrated understanding of how our coastline will be impacted in the future and how we can plan for and manage these changes in the four coastal town sites.
In addition, CHRMAPs contain a significant amount of technical information which can be difficult to understand. As a result, we will be producing a summary document that provides this information in an easy-to-read document using simple language.

To Our Community: Stay Safe
|

Throughout the whole pandemic, our state has been very lucky to continue to enjoy many freedoms that other parts of the country and world haven’t been able to.
The Delta variant however, is highly contagious. Although the Premier has advised that there have been no more new cases in the past 24 hours as of 11.20am today, we still need to be cautious.
Council recommends that even if you have not been to Perth, given we are a peri-urban Shire and we have a large number of people moving to and from the metro area and into our Shire daily, it is advisable to wear a mask for your own protection.
If you have been to the metro area or Peel region since midday on Sunday, 27 June then you are definitely required to wear a mask.
Everyone is urged to continue to make sure you are registering whenever you visit a shop, etc. via the WA Safe App or by filling in the COVID-19 register. This is one of our State’s best methods of protection to help quickly and effectively track confirmed cases and if you may have come into contact with them.
All Shire services remain as per usual in the meantime, however we are deferring in person meetings for the preference of tele/video conferencing.

The following roadworks are due to commence shortly in the Shire of Gingin:
- Resealing works for Edwards St (Seabird), Mullins Way (Guilderton) and Weld St (Gingin). Awaiting sealing contractor

Temporary Water Interruption - Ocean Farms, 7 July
|
|
|
On behalf of the Water Corporation, please be advised that there will be a scheduled temporary water service supply interruption on Wednesday, 7 July from 8am – 2pm in Ocean Farm Estate, Nilgen.
The Water Corporation is upgrading the water tanks in Nilgen and connecting new pipework. To carry out this work, they will need to temporarily turn off the water supply to the town (see map below).
The Water Corporation encourages customers in the affected areas to manage their water supply needs during this time by planning ahead for the interruption.
Customers with special water requirements should contact the Water Corporation's Community Engagement Officer, Dan Rychter, on (08) 6330 6427 (office hours) or Dan.Rychter@watercorporation.com.au.
Once the water supply is restored, you may have to run your water taps for a minute or two to clear them of any air pockets and discoloured water which can sometimes occur.

COVID-19 Vaccine Now Available
from Gingin Medical Centre

The Gingin Medical Centre has gained approval to administer the Astrazeneca COVID-19 vaccine.
This commenced from Monday, 28 June 2021.
Unfortunately you cannot book via the HotDoc App to receive the vaccine so please contact the Medical Centre directly on (08) 9575 2300 to make a booking.

Report your Planned Burn to DFES
|
|
|
The Shire of Gingin is now in the Unrestricted Burning Period until the end of September 2021. You may now burn without obtaining a permit.
However, as a courtesy to our fire fighters it would be appreciated that if you intend to burn you still contact DFES to notify them of your planned burn. Call (08) 9395 9209.
Members of the public may still make triple 0 calls when they see a fire even at this time of year. By notifying DFES, you will assist us in preventing unnecessary call outs to our local fire fighters.

SPECIAL MEETING OF COUNCIL - 6 JULY
The Shire of Gingin hereby gives notice that a Special Meeting of Council will be held at 12.30pm on Tuesday, 6 July 2021 in the Council Chambers at the Shire of Gingin's Administration Centre, 7 Brockman Street, Gingin.
Purpose: To consider:
1) Tenders received for the lease of the Guilderton Store and Café/Restaurant;
2) Assignment of lease - Portion of Lot 301 (13) King Drive, Woodridge - verge café.
3) Duckworth Estate - outstanding rates
Closure to Public: The meeting will be closed to the public for the duration of debate in accordance with s.5.23 of the Local Government Act 1995, which permits all or part of a meeting to be closed to the public while dealing with:
(c) a contract entered into, or which may be entered into, by the local government and which relates to a matter to be discussed at the meeting; and
(e) a matter that if disclosed would reveal -
(i) information that has a commercial value to a person; or
(ii) information about the business, professional, commercial or financial affairs of a person.
