Ronald Harris

£750 fine - A breach of Rule (J)24 of the Rules of Racing in that he did not complete the BHA’s mandatory online Safeguarding training which all trainers are required to complete in order to comply with the licensing requirements imposed on them.  Reminder letters were sent to all trainers on 24 September 2020, 17 November 2020 and 8 December 2020.  Also, the National Trainers Federation published in their newsletter reminders to all trainers on 30 September 2019, 31 January 2020, 6 November 2020 and 3 December 2020.  On 27 January 2021 a final letter was sent to him advising that the training had to be completed by yourself by 3 February 2021.

Ben Haslam

£250 fine - A breach of Rule (D)22 of the Rules of Racing in that the BHA were sent pictures that were posted on social media showing a member of his staff riding out whilst not wearing a body protector.  He had accepted that the horses were in his care and control and that he therefore had a responsibility in ensuring that staff wore the correct safety equipment when riding his horses.

Tony Coyle

£100 fine - A breach of Rule (D)28 of the Rules of Racing in that when INTERNATIONAL TIGER ran at Newcastle on 25 May 2021 he had not informed the Racing Calendar Office that the horse had been gelded before the deadline as required.  The Chairman noted that notification had been given but not until after declarations.

Liam Bailey

£100 - A breach of Rule (D)28 of the Rules of Racing in that when HARSWELL DUKE (IRE) ran at Redcar on 17 May 2021 he had not informed the Racing Calendar Office that the horse had been gelded before the deadline as required.  The Chairman noted that notification had been given but not until after declarations.

Stratford-on-Avon Racecourse Co. Ltd

£5,000 fine - A breach of Rule (B)46 of the Rules of Racing, with reference to BHAGI 1.4 (Duties of Racecourse Managing Executives) para 1(f) in that on 16 May 2021 it had been reported that an obstruction had been left in front of the third last hurdle during the running of The Stratford Touring Park is Open Mares’ Handicap Hurdle Race (Class 4).  It was ascertained that the ground staff had mistaken the distance of the race and as they were removing the hurdle, they had heard shouting ‘put the hurdle back in’, at which point the ground staff rushed to put the hurdle back in but forgot to remove a metal bar that they used as an aid to help them lift the hurdles out of the ground.  The Chairman accepted that this was an isolated and unfortunate error but it was one that could have had very serious consequences.

£100 fine - A breach of Rule (D)28 of the Rules of Racing in that when RED WALLS ran at Wolverhampton on 5 April 2021 she had not informed the Racing Calendar Office that the horse had been gelded before the deadline as required.  The Chairman noted that notification had been given but not until after declarations.

David Brown

£100 fine - A breach of Rule (D)28 of the Rules of Racing in that when MAGIC GEM ran at Redcar on 5 April 2021 he had not informed the Racing Calendar Office that the horse had been gelded before the deadline as required. The Chairman noted that notification had been given but not until after declarations.
