SUBJECT: Follow-up to the cooperation project with the French DSAC

Dear IS-BAO operators,

Back in the pre-Covid era, many of you generously volunteered to participate in a joint experiment with the French DSAC (Directorate for Civil Aviation Safety) to demonstrate the value of IS-BAO. We are very grateful for all your inputs. For the first time, IBAC could connect hundreds of aircraft registrations with dozens of air operators from several continents. Although IBAC has collected information since that time, it was obviously out of question to share it without a formal, signed agreement on the confidentiality and protection of your data. With the return to operations progressing well, the project with DSAC can finally enter the next phase. As you have probably heard or read in previous communications, the Memorandum of Cooperation between DSAC and IBAC is now formally signed. The ultimate goal is to validate the pertinence of IS-BAO in the context of the Ramp Inspection Programme and in turn to allow EU Ramp inspectors to concentrate on operators that do not have a recognized and functioning SMS. 

On the one hand, IBAC will soon provide the information given in confidence by participating operators to DSAC. This will allow DSAC to compare this data with theirs and assess the value of Stage 2 or 3 audits. On the other hand, DSAC will provide us with aggregated, deidentified safety intelligence on the performance of business aviation operators during their ramp checks. This will allow us to better engage with the industry on any trend or topic requiring the attention of the entire community. 

Perhaps there have been changes in your fleet since the original Aircraft Registration Survey was issued in 2019 or maybe you missed out on registering your fleet or are simply new to the programme. To accommodate these scenarios and allow more operators to volunteer and participate in this project, IBAC has upgraded and reopened this opportunity. It is easy to participate by using your operator credentials on the IBAC portal. You can update your data, include new aircraft and confirm your authorization to share this information by navigating to the Profile section of the portal, once logged in. 


Also, please keep in mind if you did provide us information in 2019 for this project we consider the information as authorized for sharing in this programme, but if you wish, you can remove the authorization via the IBAC portal. Again, this information will not be used outside of the EU Ramp Inspection Program nor transferred to any other third party. It is important that our community transmits the largest database possible. We are very grateful for your participation and look forward to receiving your up-to-date information very soon!
