IMPORTANT CORONAVIRUS (COVID-19) INFORMATION

NEW CORONAVIRUS BIOBANK TO SUPPORT RESEARCH

Victorian scientists will be able to get a better understanding of the effectiveness of COVID-19 vaccines through the creation of a ground-breaking coronavirus biobank – backed by $5 million from the Andrews Labor Government.

Innovative research conducted at the Doherty Institute will involve collecting blood and tissue samples from Victorians at different intervals before and after they receive vaccines, to analyse their effects.

Samples will be taken from up to 1,500 people, including the elderly, indigenous Australians, people living with HIV, healthcare workers and people with prior coronavirus infections.

The work will build up knowledge of the efficacy of vaccinations and help preparations for future strains. The samples will be collected prior to the first and second vaccines and at three, six, 12 and 24 months after vaccination.

Once samples are stored in the biobank, an open registry will be established for Victorian researchers to access them and related clinical data.

The Doherty Institute will house the biobank and lead the project, with input from the University of Melbourne, the Royal Melbourne Hospital and the Australian Partnership for Research in Infectious Diseases.

Recruitment is expected to be completed within 12 months, with scientists calling on Victorians to do their bit for research as part of the rollout.

The work is possible due to the Labor Government’s $31 million COVID-19 Research Fund, which has backed almost 20 coronavirus research projects.

RENOWNED SCIENTISTS LEAD mRNA VICTORIA ADVISORY GROUP

Leading global vaccine experts have been enlisted to provide advice on mRNA manufacturing capability in Victoria, with an international pioneer to team up with local leaders to form mRNA Victoria’s new Scientific Advisory Group.

The Victorian Government announced the members of the Group, including Dr Barney Graham, whose ground-breaking research into the spike protein was a key part of the mRNA COVID-19 vaccine breakthrough.

Dr Graham is the Deputy Director of the Vaccine Research Center at the US National Institutes of Health (NIH) and worked with American company Moderna to create their mRNA vaccine.

The award-winning immunologist and virologist has worked closely with Dr Anthony Fauci – the leader of the United States’ coronavirus response and chief medical adviser to President Joe Biden – during the pandemic and has hosted presidents Biden and Trump at his laboratory.

Dr Graham is one of nine members of the Scientific Advisory Group, which also features Melbourne-based, world-leading infectious disease experts such as Professor Sharon Lewin and Professor Brendan Crabb.

The members of the group are:

  • Dr Amanda Caples – Victoria’s Lead Scientist and Chair of the Group
  • Professor Sharon Lewin – Director, Doherty Institute
  • Dr Barney Graham – Deputy Director, Vaccine Research Center, US National Institutes of Health
  • Professor William Charman – Sir John Monash Distinguished Professor, Faculty of Pharmacy and Pharmaceutical Sciences, Monash University
  • Professor Brendan Crabb – Director, Burnet Institute
  • Professor Doug Hilton – Director, Walter and Eliza Hall Institute of Medical Research
  • Professor Terry Nolan – Head, Infectious Diseases, University of Melbourne
  • Professor John Carroll – Director, Monash Biomedicine Discovery Institute
  • Professor Andrew Steer – Director, Infection and Immunity, Murdoch Children’s Research Institute.

Operating for an initial term of two years, the Scientific Advisory Group will harness the expertise of its members and, in consultation with mRNA Victoria, support the development of mRNA vaccine manufacturing and research.

mRNA Victoria will also work with industry associations such as AusBiotech and BioMelbourne Network to establish a panel of industry experts and service providers to complement the expertise of the Advisory Group.

The Victorian Government is investing $50 million to build mRNA capability, which will equip Australia with vaccine support for protection against coronavirus and future pandemics, and capabilities for new research breakthroughs.

The creation of the new body solidifies the Government’s commitment to driving innovation and research, building on the establishment of the $2 billion Breakthrough Victoria Fund.

CHERRY STREET LEVEL CROSSING REMOVAL PROJECT UPDATE

Werribee – say hello to your new car parking spaces!

We’ve built 130 new and upgraded spaces near Werribee Station as part of the Car Parks for Commuters Program, making it easier for passengers to find a car park in the morning and easing pressure on nearby local streets.

Additionally, the new Cherry Street underpass has now opened for pedestrians and cyclists, safely connecting them to either side of the rail track.

This follows the removal of two dangerous and congested level crossings at Cherry Street and Werribee Street earlier this year, boosting safety and improving reliability in the area.

Construction is also progressing to remove the Old Geelong Road level crossing further down the Werribee line, with this crossing set to be removed next year.

OLD GEELONG ROAD LEVEL CROSSING REMOVAL PROJECT UPDATE

Construction progress at Old Geelong Road!

Two flights of 3m wide stairs for the new pedestrian and cyclist overpass were recently lifted in by a 500-tonne crane at Hoppers Crossing Station.

The precast stairs were manufactured by Westkon in Sunshine and weigh around 30 tonnes each.

It’s part of the level crossing removal at Old Geelong Road, which will see a new road bridge built over the rail to boost safety and ease congestion in the area.

Major construction is underway and the project is expected to be completed in 2022.

Along with the level crossing removals at Werribee Street and Cherry Street, our travels will be safer with less delays on our local Wyndham road network.

WORKS START ON WERRIBEE SECONDARY COLLEGE UPGRADES

Students at Werribee Secondary College are a step closer to getting the facilities they need for a great start in life, with an architect appointed to design the school’s exciting upgrade.

VTAS Architecture has been appointed to design the school’s $723,500 upgrade.

The project will upgrade the school’s performing arts theatre to enable it to function as a fully operational, small scale theatre for school and community use.

In the past seven years, the Victorian Government has invested more than $10.9 billion in building new schools and more than 1,700 school upgrades, creating around 13,500 jobs in construction and associated industries.

We are now ahead of schedule in our commitment to open 100 new schools by 2026, with 62 new schools opening between 2019 and 2024.

The Labor Government is building the Education State to ensure that every student can access a great local school and get a quality education.

WERRIBEE SCHOOLS SUPPORTED WITH MAINTENANCE PROJECTS

Schools in Werribee are among more than 250 across the state to receive a boost to essential maintenance projects, thanks to the Victorian Government.

Werribee schools are among 282 schools across Victoria to share in $12.48 million in Term 2 funding for projects under the Planned Maintenance Program (PMP).

The schools include Thomas Chirnside Primary School and Werribee Secondary College.

The program ensures schools can undertake essential work to grounds and classrooms such as fixing roofs and windows, painting, resurfacing floors and replacing windows, as well as external landscaping works like pathways and lighting.

The funding is on top of $10.4 million already provided to 230 schools through Term 1 PMP allocations and ensures existing buildings at Victoria’s 1,500 state schools are safe, modern and properly maintained.

In the past seven years, the Government has invested more than $10.9 billion in building new schools and more than 1,700 school upgrades, creating around 13,500 jobs in construction and associated industries.

SUPPORTING STUDENTS WITH DISABILITY IN WERRIBEE

More students with disability in Werribee will receive the support they need to learn, contribute and participate in their schools and classrooms, thanks to the Victorian Government.

Riverwalk Primary School and Riverbend Primary School will receive over $134,000 in funding in Term 3 this year to make their schools more inclusive for all students.

This new funding support is ongoing and is in addition to support already provided through the current Program for Students with Disabilities.

This is the biggest change in disability support in our schools Victoria has ever seen, and it will make a difference in classrooms and to kids across the state.

Disability Inclusion will be rolled out progressively over the next five years, reaching all Victorian government schools by 2025.

Our almost $1.6 billion Disability Inclusion package will transform funding and support for students with a disability in Victorian government schools, to ensure every student at every ability can thrive at school and in life.

SUPPORTING MECHANICS' INSTITUTES AND THEIR PUBLIC LIBRARIES

Mechanics' Institutes have played an important role in Victorian communities for more than 180 years, providing free education and a meeting place for the community.

Today, 562 Mechanics’ Institutes remain in Victoria – including at Little River.

And thanks to the Andrews Labor Government, the Little River Mechanics' Institute will share in $100,000 from the Public Libraries Funding Program.

This funding will help this local service install audio-visual and theatrical lighting facilities and undertake minor repairs to heritage collection books.

SUPPORTING FESTIVALS AND EVENTS HERE IN WERRIBEE

The Victorian Government is celebrating the diversity that makes our state great with grants to support multicultural community festivals and events, including here in Werribee.

Through the Multicultural Festival and Events program, funding of $24,000 will go towards Karen Cultural Events. $12,000 funding will also go towards the Dreaming of a Wyndham Christmas 2021 event.

These are two of 252 festivals and events of cultural significance to share in $1.45 million in funding.

The Government announced an additional $1.1 million for the Multicultural Festivals and Events Program in the Victorian Budget 2021/22 to help meet increased program demand over the next 12 months.

The grants will assist multicultural community organisations across the state to celebrate and share their culture with all Victorians.

All events will adhere to COVIDSafe settings, with a majority of events taking place in person.

Events will be held between July and the end of December 2021.

A list of other events funded through this program in the Werribee District can be found at vic.gov.au/multicultural-festivals-and-events-program.

MULTICULTURAL MEDIA STIMULUS PROGRAM

The Andrews Labor Government has recently announced funding for 58 multicultural media outlets, which play a vital role by sharing up-to-date, culturally appropriate information to diverse audiences, particularly in emergency situations.

Grants of up to $50,000 will support organisations like Channel 31, 3ZZZ FM, Il Globo, Australian Chinese News, Neos Kosmos, G’Day India, Australian Jewish News and the National Ethnic and Multicultural Broadcasters’ Council to invest in equipment and training, and cover operational and production costs.

This funding also supports RusTalk Incorporated here in Werribee, for staffing and production costs to ensure sustainability, as well as the purchase of new equipment.

This second round of the Multicultural Media Stimulus Program takes the government’s support of multicultural media outlets this year to an unprecedented $2.9 million for 70 organisations.

KICKING GOALS FOR WERRIBEE FOOTBALL CLUB

The Werribee Football Club have a long and famous history and are a much-loved part of the community.

And the Tigers have been given a boost to help it recover from the impact of the pandemic and thrive in the restructured VFL competition.

The club has scored a $130,000 grant from the Victorian Government’s Strengthening Victoria’s AFL Development Pathways Program.

The near $1 million program is helping nine Victorian clubs to manage the extra costs of staying COVIDSafe and playing games in New South Wales and Queensland as part of the expanded competition.

Funding of $130,000 has been granted to the six stand-alone VFL clubs, also including Coburg, Frankston, Northern Bullants, Port Melbourne and Williamstown. Funding of $65,000 has been granted to three AFL-affiliated VFL clubs Box Hill Hawks, Casey Demons and Sandringham.

Victoria’s VFL clubs have been significantly impacted by the cancellation of the 2020 VFL season and disruption to the 2021 season because of necessary health restrictions.

This funding will help the Werribee Football Club and other Victorian VFL clubs with the interstate travel costs required as part of the restructured competition, and the costs of staying COVID Safe.

The new VFL competition is designed to enhance the pathway to the AFL for players, coaches and administrators along the east coast, optimising opportunities for participants to reach their potential.

VICTORIA'S BIG HOUSING BUILD

Work on the biggest investment in social housing in Victoria’s history continues.

We're excited to be commencing construction on several new homes in Werribee ready to be handed over to those who need them most.

Family violence is the number one reason women become homeless in Australia. These homes will be suitable for families, helping victim survivors escape unsafe relationships and build a new life with a stable home for their kids.

Find out more about this landmark program at homes.vic.gov.au.

NIGHT BUS NETWORK CHANGES

New changes are coming to our Night Bus network that will increase service coverage, reduce travel times and, most importantly, getting people where they need to go – faster.

The current 21-route Night Bus network which operates after midnight on Friday and Saturday nights is expanding to 34 routes.

The new network will include 21 busy regular routes extended to operate a 24-hour service on weekends, and 13 special routes that will only operate after midnight on weekends.

These changes include bus services here in Wyndham, such as Route 180: Tarneit - Werribee, Route 190: Werribee - Wyndham Vale, and Route 150: Williams Landing - Tarneit.

Changes to the network will go live in September 2021.

VICTORIAN GOVERNMENT ANNOUNCEMENTS, PROGRAMS, AND INITIATIVES

VICTORIA'S BUS PLAN

Victoria's Bus Plan sets out how we will deliver a modern, productive, environmentally sustainable bus network that increases the number of people choosing to take the bus by delivering simple, safe, reliable and comfortable journeys.

The plan doesn't just focus on bus network changes, it prioritises the system as a whole, bringing together opportunities across the network, bus fleet, performance, commercial, innovation and customer experience.

It includes actions the Andrews Labor Government is already delivering together with industry and the reform objectives that will provide a bus system that is more attractive and useful for all Victorians.

To read more about Victoria’s Bus Plan, visit transport.vic.gov.au/getting-around/public-transport/buses.

VICTORIA'S CRIME PREVENTION STRATEGY

A new strategy will tackle the root causes of crime to build safer, more connected Victorian communities with the Andrews Labor Government’s Crime Prevention Strategy.

The Strategy provides a framework for government to partner with local communities and organisations to deliver solutions that address the underlying causes of crime and improve safety for all Victorians.

By intervening early to prevent crime we can help to reduce the significant economic, social and personal costs of crime. This is part of the Victorian Government’s broader work in health, housing and employment to support communities to recover from the COVID-19 pandemic.

To read the Strategy and find out more about the grants, visit crimeprevention.vic.gov.au.

GETTING WERRIBEE READY FOR NEW FOUR BIN RECYCLING SYSTEM

The Andrews Labor Government has recently announced $127 million in funding to help support all 79 Victorian councils roll out our new four bin recycling system, which includes a new purple bin for separate glass recycling.

This funding will help councils to buy new bins, improve drop-off facilities, deliver education campaigns and ensure that they have the infrastructure in place to transition to the new statewide waste and recycling system.

Councils will share in more than $86 million to deliver the new four bin services with standardised bin-lid colours, making it easier for Victorians to recycle. An additional $40.9 million will support councils, business and communities maximise recycling, creating new jobs and supporting local manufacturing. The recycling sector creates 9.2 jobs for every 10,000 tonnes of waste recycled, compared to 2.8 jobs for the same volume sent to landfill.

This funding will make sure our regional communities, in particular, are ready for these reforms, with improved drop off facilities at resource recovery centres to collect food organics, garden organics and glass.

This is all part of the Andrews Labor Government’s $515 million investment to deliver the biggest transformation and reform of Victoria’s waste and recycling system in our states history.

THREE NEW NATIONAL PARKS FOR VICTORIA

The Andrews Government has announced that we are creating three new National Parks.

Over 65,000 hectares will protect our precious biodiversity. We are creating over 5,000 hectares of nature conservation reserves, expanding Regional Parks and creating new nature and bushland reserves in the central west of the state.

The new Wombat-Lerderderg National Park will be created from the Lerderderg State Park and Wombat State Forest, bringing together more than 44,000 hectares between Daylesford and Bacchus Marsh.

There will be a new 15,000 hectare Pyrenees National Park near Avoca and the Mount Buangor National Park, doubling the size of the existing State Park to over 5,000 hectares.

In Bendigo, the Wellsford area will be added to the Bendigo Regional Park, growing the park by 7,000 hectares.

Victoria has the most accessible public land in the country, we love to camp, four-wheel drive, ride our horses and go hiking in our parks. This announcement ensures that we will be able to continue to do the things we love with our families in the great outdoors.

The creation of these parks and reserves will also protect habitat for rare and threatened species, ensuring our environment continues to thrive.

Closer to home, there is also an exciting investment in natural parks in the Werribee area with a new regional park in Werribee Township and refresh of the existing Werribee River Regional Park.

The parks are part of the Government’s $154 million Suburban Parks Program, which will create more than 6500 hectares of new and upgraded, accessible green space for communities in our growing outer suburbs.

Community members in Werribee were asked to submit their ideas about the look of the new regional park in Werribee Township, and the upgrade of Werribee River Regional Park – and consultation recently closed.

To stay up to date about the progress of these parks, visit engage.vic.gov.au/western-regional-parks.

CONSULTATION BEGINS ON WORKPLACE SEXUAL HARASSMENT REFORM AGENDA

Victorians are encouraged to have their say on how to better prevent and respond to workplace sexual harassment.

Consultation on sexual harassment in the workplace has started, with submissions encouraged from the community, businesses, workers and organisations on how to help shape the Victorian Government’s upcoming reforms.

Victorians can provide feedback on a range of issues – from prevention and raising awareness, through to supporting workers to make reports and enforcement action.

Feedback is also being sought on ways to remove the burden on victims of sexual harassment to report inappropriate behaviour, instead looking at what employers can do to create harassment-free workplaces.

The launch of the consultation paper coincides with the third meeting of the Ministerial Taskforce on Workplace Sexual Harassment – co-chaired by Parliamentary Secretary for Workplace Safety Bronwyn Halfpenny and Liberty Sanger – which is responsible for exploring ways to strengthen the state’s occupational health and safety framework to address sexual harassment.

Advice from the Taskforce along with community feedback on the consultation paper will help inform Victoria’s workplace sexual harassment reform agenda.

Written and audio submissions for the consultation paper are open until 26 July 2021 via engage.vic.gov.au.

CREATING MORE JOBS, BOOSTING LOCAL BUSINESSES AND CONNECTING MORE VICTORIANS TO LOVED ONES

The Government is fast-tracking better mobile coverage and broadband across the state through the record $550 million Connecting Victoria program.

Connecting Victoria will enable more businesses to take advantage of digital opportunities with more reliable, better value broadband in more places, including popular shopping streets and business parks.

The program builds on the state’s $130 million investment in connectivity projects since 2014 and will bolster the state’s economic recovery.

Businesses and individuals can have their say on priority locations through a dedicated website. Businesses and individuals will be able to pinpoint on an interactive map where they are experiencing a problem with mobile coverage or internet access by adding a marker. They will also be able to describe the problem.

The program will focus on getting more Victorians access to business-grade broadband and upgrading mobile coverage, improving 4G mobile coverage, helping more places become 5G ready, and improving access to safety information during bushfires and other emergencies.

The first locations to receive upgrades or new infrastructure are expected to be announced later this year, with more to follow across the state. Insights gained through consultation will help deliver better connectivity in more places across regional Victoria and outer suburban Melbourne.

The Victorian Government will encourage the Commonwealth Government and telecommunications providers to co-invest in the delivery of new infrastructure.

New mobile and broadband infrastructure will mean more jobs and a boost for local businesses and will help Victorians stay connected to loved ones. It will give more Victorians the opportunity to participate in the online world, with better mobile coverage at home and when out and about.

To have your say, visit vic.gov.au/connectingvictoria.

MORE ELECTRIC VEHICLE CHARGERS ACROSS VICTORIA

THE FUTURE OF AGRICULTURE TRAINING IN VICTORIA REVIEW

The Andrews Government has recently announced The Future of Agriculture Training in Victoria Review.

Victoria’s agricultural sector produces more than $15.9 billion worth of meat, milk and produce – supporting a $41.5 billion food processing industry.

Since coming to office, the Andrews Labor Government has introduced a number of initiatives to ensure the sector has the training it needs to deliver jobs, including:

  • Returned training to Glenormiston after it closed under the previous government
  • Free TAFE courses in Agriculture and Horticulture
  • Additional courses in sheep shearing and investments to grow the number of shearers
  • Investment in agricultural college upgrades across the state.

This Review is the next step in ensuring that Victoria offers the very best training in agriculture.

The Review will identify how TAFEs, Learn Locals and other training providers can continue to meet the changing needs of the local agricultural industry and provide opportunities for Victorians.

It will be led by the Member for Buninyong Michaela Settle. Michaela went to TAFE and owned and operated a family sheep farm for more than a decade.

The Review will involve extensive consultation with industry, employers, TAFE and other training providers and students to develop a series of recommendations to ensure the sector has the training needed to grow the agricultural industry.

More information, and registering interest in the review, can be found education.vic.gov.au/about/department/Pages/agriculture-review.aspx.
