L’axe 2 du Plan National pour la Science Ouverte préconise parmi les actions de structuration d’ « engager un processus de certification des infrastructures de données ». Le collège Données de la recherche du Comité pour la science ouverte et le noeud national RDA France ont ainsi mis en place un groupe de travail commun pour organiser les activités nationales autour de la certification des entrepôts et services de données de recherche. Le groupe de travail Certification des entrepôts et services de données souhaite apporter un soutien aux entrepôts et services de données qui s’engagent dans un processus de certification CoreTrustSeal, en prenant en charge les frais administratifs de soumission d’un dossier. « Empowering research by connecting libraries and facilitating access to knowledge; the international HERMES project responds with research, training, and brand new software. (…)
The project has just begun and will last 18 months, during which the group will work with the dual objective of refining the document sharing tools that libraries already use in Italy and around the world, making them more stable and efficient, and facilitating their use.
In complement to this, it will educate professionals on issues around wider access to knowledge. In this training , in addition to learning about the technicalities of operation of the software for librarians, crucial topics such as how to find quality scientific documentation, how to orient users with respect to open science, what ethical and legal implications are to be considered when using and sharing scientific documentation.
HERMES will produce open source software, strictly open educational materials and free training courses for librarians, university students and researchers in order to provide high quality, fast and free access to knowledge through the development of specific skills on the topic of digital resource sharing. « This study examines trends in open access article processing charges (APCs) from 2011 – 2021, building on a 2011 study by Solomon & Björk (2012). Two methods are employed, a modified replica and a status update of the 2011 journals. Data is drawn from multiple sources and datasets are available as open data (Morrison et al, 2021). Most journals do not charge APCs; this has not changed. The global average per-journal APC increased slightly, from 906 USD to 958 USD, while the per-article average increased from 904 USD to 1,626 USD, indicating that authors choose to publish in more expensive journals. Open science in Horizon Europe
Open science is an approach based on open cooperative work and systematic sharing of knowledge and tools as early and widely as possible in the process. It has the potential to increase the quality and efficiency of research and accelerate the advancement of knowledge and innovation by sharing results, making them more reusable and improving their reproducibility. It entails the involvement of all relevant knowledge actors.
Horizon Europe moves beyond open access to open science for which it features a comprehensive policy implemented from the proposal stage to project reporting. The Horizon Europe Regulation sets the legal basis for the open science obligations and incentives that apply to Horizon Europe beneficiaries. The Annotated Grant Agreement provides guidance on how to comply with the open science obligations required in the Model Grant Agreement. The present guide complements the information provided in the Annotated Model Grant Agreement, with a particular focus on the preparation of proposals.
In Horizon Europe, open science practices are considered in the evaluation of proposals, under ‘excellence’ and under the ‘quality and efficiency of implementation’. (…) »

« Le groupe Normalisation de la Transition bibliographique a analysé le contenu de la nouvelle version de RDA, publiée en 2019, du point de vue de son contenu et du différentiel avec RDA-FR. Il en conclut que malgré les avancées significatives apportées à RDA par la référence au modèle IFLA LRM, RDA présente toujours des inconvénients importants pour les bibliothèques françaises. « The purpose of this article is to explore options to further open access in the Netherlands from 2021. Its premise is that there is a need to look at the qualitative aspects of open access, alongside quantitative ones. The article first takes stock of progress that has been made. Next, we suggest broadening the agenda by involving more types of actors and other scholarly formats (like books, chapters, proceedings, preprints and textbooks). At the same time we suggest deepening the open access agenda by including several open access dimensions: immediacy, diamond open access, open metadata, open peer review and open licences. (…) »

« As part of its work on Open Science, the Knowledge Exchange (KE) are currently exploring the role of Persistent Identifiers (PIDs) within modern-day research. To better understand what is needed to build and exploit a well-functioning PID infrastructure for research, we wish to commission a consultant to undertake further investigation, analysis and recommendations, to identify best possible strategic and operational paths to achieve a well-functioning PID infrastructure for Knowledge Exchange (KE) member states and beyond.
We are inviting consultants to submit proposals to undertake work around ‘PIDs: Risk and Trust’. Detailed information around the background and scope of the PIDs: Risk and Trust work is provided below, along with suggested timelines for completion, selection criteria and contact details for key personal.

« A son lancement, les français peuvent y consulter gratuitement les photographies aériennes de la France et d’une majeure partie des territoires d’Outre-mer (cela représente des centaines de milliers de clichés assemblés, avec une résolution allant jusqu’à 50cm). Les utilisateurs peuvent également accéder aux cartes IGN à différentes échelles.
Depuis, le Géoportail n’a cessé de s’enrichir de nouvelles données, pour constituer aujourd’hui un catalogue de 250 données allant des fameuses photographies aériennes aux cartes d’occupation du sol en passant par les données de l’INSEE, les parcelles cadastrales ou les fonds historiques. Les photographies aériennes très haute résolution disponibles sur le site atteignent désormais 5cm de résolution (un pixel de l’écran représente 5cm au sol). (…) »

« Le CCSD publie son rapport d’activité 2020 : profitons de cette publication pour faire un focus sur cette année.
L’activité dans HAL est toujours intense : on compte 167 000 nouveaux documents avec fichier déposés dans HAL ! La finalisation avant l’été de la migration des archives Prodinra et Irstea publications en représente une importante partie puisque que ce sont plus de 62 000 documents qui ont été importés. La fin d’année a été marquée quant à elle par la mise en oeuvre de la politique du CNRS qui demande aux chercheur.e.s de lier le compte-rendu annuel d’activités (CRAC) au dépôt du texte intégral : la campagne d’alimentation de la fiche CRAC se déroule sur quelques semaines et l’activité est très soutenue, aussi bien dans HAL que pour le service support et assistance du CCSD qui est très sollicité pendant cette période (tickets support, formations). « Dans le cadre de sa campagne d’évaluation 2022-2023 (vague C), le Hcéres transforme sa méthodologie. Le 15 juin, l’institution a convié l’ensemble des parties prenantes de l’évaluation de l’enseignement supérieur et de la recherche afin que toutes puissent s’exprimer sur les évolutions lancées. Première étape de discussions bilatérales à venir.

« (…) L’objectif de ce guide est de donner des clefs au chercheur qui effectue une demande d’image ou qui en télécharge une sur internet pour mieux cerner ses propres besoins et donc les caractéristiques de l’usage qu’il veut en faire, les conditions légales qui s’y appliquent et pour qu’il puisse, éventuellement, s’en recommander lors d’un échange ou de négociations avec ses interlocuteurs.
En complément, il nous a semblé utile de fournir des indications sur les modes de citation des images à respecter pour contribuer à une diffusion de qualité, à la clarification des informations essentielles (source, paternité, copyright) et à la protection du domaine public. Ce guide a donc été conçu comme un accompagnement pas-à-pas des questions à se poser et des démarches à entreprendre, à partir du moment où l’on souhaite utiliser l’image d’une œuvre à des fins de recherche, d’enseignement ou de publication. Il part du cadre de la législation et des régimes de diffusion français mais prend aussi en compte d’autres contextes juridiques qui régissent les institutions étrangères. (…) »

« Présentation
La science ouverte est un mouvement dont l’objectif est de rendre universellement accessibles les résultats de la recherche scientifique – publications et données de la recherche, notamment.
La France s’est clairement engagée dans ce vaste mouvement de transformation en publiant en 2018 un Plan national pour la science ouverte (PNSO). Avec ce même objectif, le CNRS a produit successivement, à l’automne 2019 et 2020 sa feuille de route pour la science ouverte et son plan Données de la recherche.
Dans les établissements de recherche, toutes les disciplines et la plupart des métiers sont concernés par ces transformations et engagés dans des actions pour le partage et l’ouverture de la production scientifique. Les professionnels de l’information ont un rôle crucial à jouer pour accompagner les communautés scientifiques dans l’adoption des mécanismes de la science ouverte et dans l’appropriation des outils et des services proposés à l’échelle nationale et par l’établissement.
Objectifs de cette action de formation
Préparée conjointement avec l’Atelier Données et les réseaux professionnels (Renatis et Médici), cette ANF constitue pour la DDOR, l’INIST et le CCSD l’une des étapes de mise en œuvre de la Feuille de route et du Plan Données de la recherche du CNRS. Nous proposons de partager ici avec les professionnels de l’information les dernières dispositions en matière d’édition scientifique, de gestion et de partage des données. Cette formation se veut également un espace d’échanges et d’enrichissement mutuel avec d’autres personnels d’accompagnement qui exercent leurs pratiques professionnelles dans différents métiers et différents domaines disciplinaires vers un même objectif commun de science ouverte. « This report was commissioned by Jisc in early 2021, as part of their multi-year programme exploring how persistent identifiers (PIDs) can be used to reduce friction in the ongoing transition to open research. (…)
This report presents the findings of our research into the current levels of PID adoption and usage, the likely benefits that they have already brought, and the scale of potential benefits that remain to be realised, based on the level of UK research activity. For the bulk of the concrete cost-saving calculations, we have focused on those PIDs that are already widely in use, especially ORCID IDs for people and DOIs for outputs (primarily research data and journal articles). For the other ‘priority’ entities, such as projects and grants, we can assess likely gains based on previous efforts to quantify the costs of manually inputting and cleaning data, together with the number of such entities covered in existing information systems. We have balanced these findings against previous estimates of the costs of PID integration, and the likely costs of scaled-up support, which we have based on information provided by current UK national PID consortia for DataCite (led by the British Library) and ORCID (led by Jisc).Throughout, we have based our findings on the lowest plausible estimate. While this means that benefits will certainly be significantly underestimated, we believe a conservative approach offers the best basis for an assessment of any likely return on investment in extended PID adoption and integrations at the national level. « We’re pleased to announce a new arXivLabs collaboration with Litmaps. The new arXivLabs feature allows arXiv users to quickly generate a citation map of the top connected articles, and then explore the citation network using the Litmaps research platform.
A citation network is a visualization of the literature cited by a research paper. The network shows how papers are related to each other in terms of concepts, subject areas, and history — and they’re valuable for analyzing the development of research areas, making decisions on research directions, and assessing the impacts of research, researchers, institutes, countries, and individual papers.
Readers can now view a Litmap citation network for a specific paper, directly from the arXiv abstract page by clicking on the “Bibliographic Tools” tab at the bottom of an abstract page and activating “Litmaps.” Using this tool, arXiv readers can now easily jump from articles they are interested in and use Litmaps’ custom visualization and automated search tools to find other critical articles they may have missed. « Casuhal 2021 : Renforcer les compétences, partager les expériences… même à distance !
Dans le contexte général très riche de la Science ouverte, dont l’Open Access est une brique essentielle, HAL s’impose toujours plus comme l’archive ouverte de référence au niveau national. En témoignent notamment les fonds attribués en 2019 par le CNRS et le Fonds National pour la Science Ouverte (FNSO) pour contribuer à son développement. Le rôle de HAL, en tant que plateforme de diffusion scientifique en open access, s’est également renforcé avec les récentes obligations de dépôt en texte intégral des agences de financement et du CNRS.
La 4e édition des journées Casuhal s’es tenue pour la première fois entièrement à distance, du 07 au 11 juin 2021.«

« Vous savez déjà que l’équipe Istex apporte des enrichissements aux documents du fonds Istex depuis plusieurs années. Pour rappel, l’API d’Istex les expose sous forme de fichiers TEI.
Chaque document peut ainsi être enrichi par :
- des catégorisations scientifiques,
- une indexation
- une extraction d’entités nommées,
- une structuration des références bibliographiques et du texte intégral.
L’équipe tient à jour un comptage de ces enrichissements depuis mai 2019, avec un relevé des chiffres tous les six mois. Elle publie aujourd’hui une visualisation de cette évolution sous forme de graphiques. (…) »
