DS: The DOE is taking steps toward the EISA backstop of 45 lpw for general service lamps (GSLs). Their request for information (RFI) document proposes a 45 lumens/watt requirement for states that haven’t already implemented the restriction.

The U.S. Department of Energy (“DOE”) is re-evaluating its prior determination that the Secretary of Energy (“Secretary”) was not required to implement the statutory backstop requirement for general service lamps (“GSLs”). Under the Energy Policy and Conservation Act, as amended, if DOE fails to complete a rulemaking in accordance with certain statutory criteria, or if a final rule for GSLs does not produce savings that are greater than or equal to the savings from a minimum efficacy standard of 45 lumens per watt (“lm/W”), the Secretary must prohibit the sale of any GSL that does not meet a minimum efficacy standard of 45 lm/W.

DS: Study finds that improved ventilation plus circadian lighting can improve student performance by 12%.

Case Study: Grade Scores Improved by 12% After Using Biocentric Lighting™

A field lab study was conducted to determine how much the indoor climate parameters, ventilation and lighting, influence children’s academic abilities. The study involved 92 children, aged 10–12 years, who over four weeks answered a questionnaire and three different performance tests, which measured their processing speed, concentration, logical reasoning and math solving abilities. An experimental design was constructed to test the effect of changing the lighting from constant warm light to a dynamic cool light. The combination of dynamic lighting and increased ventilation rate indicated a boosted positive impact on the speed and concentration of the children which means that future renovations would benefit from a holistic design including both of these factors.

Cybersecurity is the practice of defending networked systems and data from malicious attacks. Cybersecurity for networked lighting controls (NLCs) is of fundamental importance to NLC market adoption. Hacking of an NLC system could easily become a headline and cause large numbers of potential users to question or delay their adoption of the technology. The lost energy savings from canceled or delayed NLC deployment has the potential to be significant.

...The DLC is not a security standards body and does not develop security standards. Through research and outreach, the DLC has identified several cybersecurity standards and services that satisfy the cybersecurity criteria in the NLC5 Technical Requirements. Dave Hiemstra (CLCP, CTR) is the Controls Group Manager with Optics Lighting, he presented on Designing & Deploying Budget Friendly, Code Compliant Lighting Controls as part of the Alberta Electrical Alliance Electrical Learning Expo.

“We have moved into a world of budget cuts – more than ever before we’re seeing value engineering on projects, we’re seeing budgets latched, everyone’s doing the bare minimum, at this point, on what needs to be done,” he explained at the top of his presentation, which ultimately puts the focus on being budget friendly when designing lighting control.

DS: Five National Grid execs in Long Island are facing bribery allegations.

Bribe Payment to Electric Utility Manager was "Light on the Meat"

Five employees of electric and gas utility, National Grid, are accused of accepting hundreds of thousands of dollars in bribes and kickbacks in exchange for steering contracts to certain Long Island-based contractors with whom the Company did business. National Grid produces and supplies electricity and gas to customers in New York, Massachusetts, and Rhode Island. The utility is traded on the London Stock Exchange and is one of the largest investor-owned utility companies in the world.  According to the LinkedIn profiles of multiple defendants, the defendants were employees of National Grid during the times cited in the government complaint.
