Take-Aways from July Golden Hill Planning Committee

Are SB 9 & 10 “A Done Deal”?

State Senator Toni Atkins, a resident of South Park/Golden Hill, again had to cancel her scheduled appearance at the GGHPC meeting. Senator Atkins aide Stopher Vallejo fielded questions on her behalf. Topic A was a pair of neighborhood densification bills, SB 9 (which Atkins has authored) and SB 10. Here’s part of the exchange:

Q. Are SB 9 and 10 a done deal?

Vallejo: SB 9 is making its way through the Assembly right now. We’re definitely still collecting input. San Diego is at the forefront when it comes to talking about ADUs. Under current city law, folks are able to build up to three units on their parcel. SB 9 increases that to four.

Q. How are you collecting input? It feels like this is something the Senator just wants to push through, and it will have very negative impacts on neighborhoods. People don’t want to live next to four units crammed onto a single lot. (Vallejo didn’t respond.)

Two other participants, a renter and a new homeowner, expressed support for the densification bills. A third participant proposed that, as a broader national measure to bring down housing costs, the United States should follow Canada’s lead and impose a tax of 20 to 25 percent on foreign investors who purchase properties for development.
 

Other GGHPC Takeaways:

A revised version of the Parks Master Plan has expanded the criteria for “Communities of Concern” and “park-deficient” communities. Golden Hill is now included under both definitions and will be eligible for funding from development impact fees.

The City plans a 5-percent hike in rates for water and wastewater services effective January 2022.


 Uptown For All Sweeps Election

In a July 13 OB Rag article titled “The Tide May Be Turning on Pro-Developer ‘Rise Uptown’ Type Slates in Local Planning Group Elections,” newly-elected Uptown Planners member Mat Wahlstrom reported, “When the votes were counted on July 6, the results were striking: a record turnout and all eight open seats won by the ‘non-Rise’ slate, Uptown For All. We were a coalition of independents united by a shared belief that community planning groups should uplift community voices — not developer talking points.”
