As an emergency physician and a writer, Dr. Helen Ouyang brings a unique perspective to her reporting on health care systems and their collapse. Her Pulitzer Center-supported project examines how a devastating HIV outbreak among children in Pakistan resulted from government neglect of health care. In a story for The New York Times Magazine, Ouyang outlines the details of the outbreak and the barriers to treatment that threaten the lives of those in the city.
