COVID-19 - England reaches final stage of the roadmap

On Monday 19 July, most legally enforced COVID-19 restrictions were removed as England reached Step 4 of the government’s roadmap out of lockdown.

The government published updated guidance on how to stay safe and help prevent the spread of COVID-19 from 19 July, which contains details of how the government will continue to manage the risk of serious illness from the spread of the virus.

The publication includes revised guidance on behaviours such as wearing face coverings and working from home, the reopening of remaining businesses, NHS Test and Trace, and the findings of the social distancing and certification reviews.

Main changes

In Step 4, social distancing guidance no longer applies. This means that you do not need to implement social distancing in your business, workplace or venue, and customers and workers do not need to keep apart from people they don’t live with.

The government is no longer instructing people to work from home if they can, so employers can start to plan a return to workplaces. During this period of high prevalence, the government expects and recommends a gradual return over the summer. You should discuss the timing and phasing of a return with your workers.

Businesses still have a legal duty to manage risks to those affected by their business. The way to do this is to carry out a health and safety risk assessment, including the risk of COVID-19, and to take reasonable steps to mitigate the risks identified.

Collection of customer's contact details

The Collection of Contact Details Regulations was revoked from Monday 19 July 2021, though the policy will remain as guidance - this means that venues are still strongly encouraged to keep in place their check process and to display an NHS QR code poster. They should also continue to request contact details from non-app users to support NHS Test and Trace during the rest of 2021.

The venue alerts system remains in place. This will advise attendees to book a test if they have visited a venue linked to a potential COVID-19 outbreak. These alerts do not require the recipient to self-isolate, and the venue is not named in the message.

Where to go for guidance

To support businesses through this next phase, the ‘Working Safely’ guidance will continue to provide advice on sensible precautions employers can take to support their staff and customers. It also provides sector-specific guidance to businesses.

Employers must continue to follow statutory health and safety requirements and take reasonable steps to manage risks in their workplace or setting, as set out in a series of updated industry guides and business support measures, that include:

In the long term, it is expected that businesses will need to take fewer precautions to manage the risk of COVID-19.

The government will continue to keep guidance under review and will remove advice once it is safe to do so.

Good ventilation will help reduce COVID-19 transmission at work

The Health and Safety Executive has updated guidance to help councils and businesses identify poor ventilation in work areas and take practical steps to improve it. This can help reduce the risk of COVID-19 spreading in the workplace.

The HSE’s updated guidance includes information on:

  • identifying poorly ventilated areas and using CO2 monitors
  • improving natural ventilation
  • how to improve mechanical ventilation
  • air cleaning and filtration units
  • ventilation in work vehicles

The HSE has also made available a new video setting out the key advice and examples of how businesses have improved ventilation to reduce COVID-19 transmission in the workplace and provided some further guidance on what to do.

Changes to Business Parking Permit application and payment

Parking sign.Next week our parking permits system is going digital, which means you will be able to apply for your Business Parking Permit online.

Simply set up an account, submit an application and pay for it with a valid debit, credit or purchasing card – all online. Your new Business Permit will be virtual, which means we will create your permit electronically, and you won’t need to display a paper parking permit.

Any current paper Business Parking Permit will remain valid until it expires, and you must continue to display the paper permit until expiry. You will not be able to renew your paper Business Permit.

Contactless parking now available in Haringey

Contactless payments iconPaying to park at locations across Haringey is now easier. Use a contactless card to pay for short term parking on the road at over 100 locations across the borough. Making a contactless card payment is quick and easy.

How does it work?

Once you have parked and used the contactless payment machine to pay for your session, you must display the paper ticket clearly on the windscreen of the vehicle in order to avoid being issued with a Penalty Charge Notice (PCN).

Business support and funding for local creatives

Image of red piggy bank.Following the success of the in-person events and their growing networks online during the pandemic, Made By Tottenham and Haringey's SiLL (Start-ups in London Libraries) recently teamed up to support local start-ups and SMEs with a programme called Haringey Networks, co-designed with Echo, which aimed to bring together diverse groups of business owners to adapt and thrive post lockdown.

The high level of interest in the programme is a sign that there is a need and benefit for local businesses to connect and problem-solve collaboratively on and offline.

For local business owners and start-ups seeking additional support who may have missed the deadline for the Haringey Networks programme, SiLL and Made by Tottenham have collated their business support and funding opportunities into one location - as showcased in the recent Made by Tottenham newsletter.

Is your business ready for the new ULEZ?

From 25 October 2021, the central London Ultra Low Emission Zone (ULEZ) is expanding to create a single, larger zone up to – but not including – the North (A406) and South Circular (A205) Roads.

The new ULEZ will cover ALL of the Haringey borough.

London ULEZ map from October 2021.It will operate 24 hours a day, 7 days a week, including weekends (except Christmas Day). A £12.50 daily charge will apply when driving within, and into, the expanded zone.

Whilst four out of five cars already meet the ULEZ emissions standards, owners of the remaining polluting cars, motorcycles, lighter vans and minibuses will still need to take action before this expansion comes into effect.

The current ULEZ emissions standards will continue:

  • Euro 3 (NOx) for motorcycles, mopeds, motorised tricycles and quadricycles
  • Euro 4 (NOx) for petrol cars, vans and other specialist vehicles (up to and including 3.5 tonnes gross vehicle weight) and minibuses (up to and including 5 tonnes)
  • Euro 6 (NOx and PM) for diesel cars, vans and other specialist vehicles (up to and including 3.5 tonnes) and minibuses (up to and including 5 tonnes)

Find out how HGVs, heavy vans and specialist heavy vehicles (over 3.5 tonnes gross vehicle weight) and buses, minibuses and coaches (over 5 tonnes) are affected by ULEZ and LEZ emissions standards.

Tottenham Summer Night Markets

The next Tottenham Summer Night Market will be taking place this Saturday (31 July), from 5pm to 10pm.

The markets form a series of events running across the summer (July to September), helping to strengthen the economic viability of the evening economy in Tottenham by supporting existing traders to improve their profitability, and to provide a platform for ambitious entrepreneurial young people to test their business start-up ideas from their own market stalls.

Haringey Treasure Hunt Summer Trail – last chance to enter!

As part of the council's Live.Shop.Local campaign, this summer's Treasure Hunt trail has encouraged Haringey residents to visit their local (or neighbouring) town centre and support their local businesses.

There are 3 main prizes worth £500 each that have been donated by businesses, and also runners-up prizes of 5 hampers for each town centre. Many businesses will also have an in-store offer that can be promoted over the 3 days of their trail.

Treasure Hunts have already taken place across the borough throughout July and will conclude this weekend in Myddleton Road, from Friday 30 July to Sunday 1 August.

Each of the traders’ associations across the borough who are participating has led on the recruiting of participating businesses for their town centre.

Haringey Design Awards 2021 - nominate your favourite building or space

The search for the borough’s best new and newly converted buildings is once again underway, with nominations now open for the Haringey Design Awards 2021.

This year will see the 6th Haringey Design Awards, which celebrate excellent design in developments across the borough - with accolades up for grabs in 7 categories including sustainable design, placemaking and heritage. Previous winners include Alexandra Palace Theatre, Broadwaters Inclusive Learning Community and Blue House Yard.

Nominations can be made by any Haringey resident and/or architect, developer, building contractor, other building industry professional or building owner/operator.

Entries will be considered by a panel of leading architects and development professionals from the borough, across London and beyond, with an awards ceremony at Alexandra Palace in October.

Join a Police Encounter Panel

What are Police Encounter Panels?
Metropolitan Police logo - Working together for a safer London.Police encounter panels are being created to give communities an opportunity to feedback on policing encounters, by watching Body Worn Video (BWV) footage and offering their views on what went well or what the Metropolitan Police could improve.

The panels will be set up across 12 geographical Basic Command Units (BCUs), and will comprise of independent community members, senior police officers and the Met Federation or appropriate staff support associations.

Why do we need Police Encounter Panels?
The main purpose of these panels is to improve public trust and confidence in the Met, by allowing the community to offer appropriate scrutiny and feedback of policing encounters.

How to get involved?
Applications are welcomed from all community members, with a particular interest in recruiting from those communities most impacted by policing encounters (especially those aged under 25).

Please note:

  • you must be over 18 to join a Police Encounter Panel
  • you must live, work, be in education where your preferred panel sits, or have strong links to the local area
  • this is not a paid role

Webinar: Keeping your Hospitality Customers Safe

Safer Sounds is working with the Metropolitan Police Service, the Mayor of London, London Councils and venues across London to help people enjoy safer nights out in public spaces.

As part of this campaign, they will be hosting three free WAVE training sessions (Welfare And Vulnerability Engagement).

These sessions are open to anyone working in the night-time economy and all management, frontline staff and security teams are invited to take part so that they can learn to identify and respond to vulnerability within their premises and help venues play a role in helping to prevent and reduce sexual violence and vulnerability within the night-time economy.

The new Ask for Angela campaign will also be presented, with advice on how you can promote this campaign to your customers.
