Authority Meeting Highlights

July 9, 2021

Last evening, the full Authority met in person for the first time since March 2020, convening at the NVTA offices in Fairfax. The Governor of Virginia’s declared state of emergency restrictions for meeting in-person in response to the COVID-19 pandemic, expired as of June 30th. We welcome our newest member of the Authority, John Lynch, P.E., Northern Virginia District Engineer, Virginia Department of Transportation

We have to admit, it was good seeing everyone's smiling faces gathered in one room once again.

Below, you will find highlights from last evening's discussions. 

The U.S. Department of Transportation (DOT) published a Notice of Funding Opportunity to apply for $1 billion in Fiscal Year 2021 discretionary grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grants. RAISE was formerly known as BUILD and TIGER. RAISE provides a unique opportunity for the DOT to invest in road, rail, transit and port projects that promise to achieve national objectives.

The eligibility requirements of RAISE allow project sponsors at the State and local levels to obtain funding for multimodal, multi-jurisdictional projects that are more difficult to support through traditional DOT programs. Projects for RAISE funding will be evaluated based on merit criteria that include safety, environmental sustainability, quality of life, economic competitiveness, state of good repair, innovation and partnership.

A request for application endorsement was received by Fairfax County for the Richmond Highway Bus Rapid Transit (BRT) Project. The Richmond Highway BRT Project is in NVTA's long-range transportation plan for NoVA, TransAction, and has received $250 million in funding from the Authority as part of its FY2018-2023 Six Year Program. The Authority unanimously endorsed Fairfax County's RAISE grant application for the Richmond Highway BRT Project.

Next, Authority Vice Chair David Snyder, who chaired the Authority meeting last night, and NVTA Executive Director Monica Backmon, provided an update on the Transportation Planning Board's (TPB) Visualize 2045 Air Quality Conformity Analysis Scope of Work. During the TPB meeting on June 16th, the TPB adopted a substitute resolution led by Virginia that addressed several questions raised by NVTA staff regarding the impact of the proposed alternate build resolution that was being requested for TPB consideration. The substitute resolution enables TPB staff to stay on the federally mandated schedule with the air quality conformity analysis update.

Immediately afterwards, an amendment to the substitute resolution was presented that removed from the Air Quality Conformity Analysis (AQC), Maryland’s Traffic Relief Plan - I-495/I-270 Express Lane Project - from the American Legion Bridge to Frederick. The amended resolution was adopted by the TPB based on the Board’s weighted vote.


Maryland Department of Transportation sent a letter to the TPB Chairman noting that the action to remove the I-495/I-270 Express Lane Project has notable impacts, including compliance concerns with the federally mandated fiscal constraint requirements for Visualize 2045. The Virginia Department of Transportation also sent a letter to the TPB Chairman, identifying actions that would address the fiscal constraint requirements.

 
John Lynch, Authority member and NoVA District Engineer, VDOT, explained the implications of the removal of I-495/I-270 Express Lane Project, which includes the need for Maryland to revise their financial plan and remove or downgrade projects. He also explained impacts on Virginia's 495 NEXT Project and on transit infrastructure.

Following the Authority's discussion on TPB's Visualize 2045, Ms. Backmon provided the Authority an update on recent travel trends due to COVID-19 pandemic.
  • Telecommuting. The Region continues to show high percentage of employees working from home. According to a special Census survey (online Household Pulse Survey), about 47% of workers in Washington D.C. Metro area worked from home in June.
  • Highway Travels. Volumes on freeways and major arterials in Northern Virginia have been trending upward. In June, volumes are reported to be within 92% of pre-COVID conditions compared to 89% in May. 
  • Travel Pattern by Time-of-Day. Although there was a decline in travel in AM Peak, there was an increase in mid-day travel, building up to similar evening rush hour congestions.
Vice Chair Snyder pointed out that highway safety is deteriorating and fatalities are on the rise.

A comprehensive travel trends update with transit ridership data from all providers, as well as a look at teleworking trends in Northern Virginia, is expected this fall.

Lastly, Ms. Backmon provided her monthly report to the Authority. NVTA's long-range transportation plan for NoVA, TransAction, is currently being updated, concurrently with the Six Year Program update.

On July 1st, the Northern Virginia Transportation Authority posted the official Call for Regional Transportation Projects (CfRTPfor the FY2022-2027 Six Year Program. In anticipation of a high demand for regional revenues, the CfRTP further encourages applicants to highlight how well their candidate projects complement one another and those in adjacent jurisdictions. Applicants are encouraged to consider NVTA’s core values of equity, sustainability, and safety when submitting applications. The deadline for applications is October 1, 2021.
