Record Breaking Temperatures

Central Oregon's efforts to mobilize cooling shelters for our houseless neighbors 

With the exception of Death Valley, Oregon was hotter than every place in the United States on Monday, June 28, 2021. As of July 2, the Oregon State Medical Examiner's Office had attributed 97 deaths in Oregon to heat-related complications. This unfortunate statistic includes two deaths in Central Oregon. These heat waves are especially dangerous for vulnerable populations, such as those experiencing homelessness. H4A wants to take this opportunity to highlight the efforts of the Homeless Leadership Coalition, Shepherd's House, Jefferson County Faith-Based Network and churches including First Presbyterian of Bend, Mountain View Fellowship of Redmond, the Madras Free Methodist Church, and other groups and individuals who organized and worked tirelessly in the heat to serve our neighbors. The cooling shelters were an invaluable asset to some of our most vulnerable community members. There is always room to learn and improve, but the community turnout during the heatwave was exceptional and inspirational.

HB 2001
The City of Bend updated the
HB 2001 Draft Bend Comprehensive Plan & Development Code Amendments on June 26.
The draft amendments will have a public hearing on July 26, 2021. Visit the website to view the agenda and to provide your testimony at the meeting.

2021 Legislative Session

H4A followed several bills closely throughout the session. Here are a few of the ones that passed: 

Homelessness:
HB 2006 expedites the process for emergency shelter siting. Effective May 12.


Moratoriums and Tenant Support:
HB 2009 extends the foreclosure moratorium. 


Development, zoning, & code changes:
SB 391 allows owner of lot or parcel within rural residential zone to construct one ADU subject to certain restrictions.

SB 458 allows land division to separate dwelling units for new middle housing in cities

Housing Need in Sisters
According to their housing need analysis, Sisters needs to generate 1,100 housing units over the next 20 years. City employees, Scott Woodford and Emme Shoup, presented their community efforts to meet this goal at the last H4A meeting. See the website to review the meeting notes from their presentation.

Chris Ogren has joined the consortium to provide more COIC staff support.

H4A has a vacant seat to fill; If you have anyone in mind that would be a good fit in the Public Safety role, please let staff know at your earliest convenience.

The July H4A full meeting has been cancelled. Full meetings will pick back up on August 16, 2021. The committees will be continuing their monthly meetings and workplans. The future meeting dates can be found below. Click on the links at the time of the meeting to join!
