Karen Zangerle, Executive Director of PATH Inc., has announced her retirement after thirty-five (35) years of leading the agency that is celebrating its fifty (50) year anniversary.  Not only has Ms. Zangerle spent thirty-five (35) years leading the agency.  Ms. Zangerle’s last day as Executive Director will be July 16, 2021.
 
For many, PATH Inc. is known as the 24/7 suicide crisis hotline and the related crisis management services, but under the leadership of Zangerle, PATH Inc. has added a variety of services development and implementation of United Way 2-1-1 resource line that is now providing services to forty-nine (49) counties in Illinois and growing; Homeless Services as part of the Central Illinois Continuum of Care; Adult Protective Services; and the McLean County PATH-O-GRAM, a free bi-weekly email news resource for human service professionals.  Ms. Zangerle also led the agency to be nationally accredited by the Alliance of Information and Referral Systems (AIRS) and the American Association of Suicidology (AAS). Karen has also been involved in community work regarding domestic violence, sexual assault, homelessness, and other social issues.
 
PATH Inc.’s Board of Director’s has selected Christopher Workman as the next Executive Director.  Mr. Workman is a native of Normal and is a Social Work undergraduate of I.S.U. and has Master’s in Social Work from the University of Chicago.  Mr. Workman’s career spans thirty (30) years of various human service, government, academic, and consulting/business environments in both Illinois and the Commonwealth of Kentucky.  Mr. Workman notes that his foundation for social work and human services came from local leaders such as Chris Carlton and Peter Rankaitis, founders of Project Oz; and from his mentor Mary Campbell, an ISU Social Work Professor who is now retired.  Mr. Workman began his position with PATH Inc. on July 6, 2021 to allow for an overlap with Zangerle to ensure a smooth transition.
 
“Karen is leaving an amazing legacy, she is a true community hero who has worked tirelessly to provide access to help to others,” Workman said.  “We will continue the valuable work Karen and our founders from ISU and the community created to improve and save lives of our most vulnerable.”  Workman continued “and we are lucky that Karen would like to continue on as a volunteer for our crisis line.  Her knowledge to assist others in a crisis is worth its weight in gold.”
 
Zangerle said “I think the Board of Director’s made the right choice in hiring Chris.  Chris has a unique blend of community development, and public and private administration experiences that will be needed to lead an agency like PATH Inc.  Chris has years of experience working with various health and human services partners and governmental officials that provides him the ability to work closely with all of our partners, staff, and clients.”

Drive-Thru COVID-19 Testing Site Located in Bloomington

Reditus Laboratories from Pekin, IL operates the drive-thru COVID-19 Community Based Testing Site at the Interstate Center.  Reditus processes the tests and transmits the results to a state call center. A self-swab test is used; each person swabbing is instructed and monitored by on-site staff.
 
Testing at this site is not limited to McLean County Residents.

Additional clarification on changes has been received from the state: 
The Community Based Testing Sites are all now required by the State of Illinois to collect health insurance information either during online pre-registration or on-site. People with health insurance are not billed for co-pays or costs not covered by health insurance and people without insurance will continue to be covered by the state or Cares Act. Testing is still free of cost to all individuals.

www.testdirectly.com/mclean, create a new account (or login if  you have one). Note: Every person being tested has to use a separate email account or results will be overridden. If registering multiple persons it works best to use a tablet, computer, or separate smartphones.  Following account set-up, a confirmation email will be sent, click that link and begin registering.  Answer the applicable questions; when you get to Payment Source - select Free.; then click  Place Order.  A  confirmation screen will pop-up and will also be emailed to you.  You will need this document when you check-in at the site to test.  Electronic registration is available on-site but will take longer.
 
On-Site Procedure:
Please wear a mask and follow the directions of the testing staff.  Patients arriving by public transportation will be directed inside the building.  When it is safe (moving vehicles) staff will work with people that are on foot. The Connect Transit Shuttle Bus operates from the West Side Walmart to the testing site on: Tues, Thurs, & Sat, 10:00 am - 11:30 am and 2:00 pm - 3:30 pm.
 
Location and Hours:
Closed Monday for Memorial Day. The drive thru testing site is located at the Interstate Center/McLean County Fair Grounds, 1106 Interstate Dr, Bloomington. Now open: Mon, Wed, Fri, Sat, 9:00 am – 5:00 pm. They will be closed on holidays and will close early or open late in the event of severe weather.
 
Results:
You will receive a sticker after testing with an Order ID (top number) and a Key.  You can go to
www.testdirectly.com, select the results tab at the top of the page, and enter this information to see your results when they become available, usually a
couple days.  You can also log into your account, view them, and screen print them if needed.  All  individuals tested will also receive a call from the state contracted call center with  their results in  3-7 days, that number is 1-888-297-7208. If you receive your results online and the COVID virus was detected please stay home and isolate until you receive further instructions from the call center  or another medical professional.
 
NoteFirst responders, medical personnel, long term care staff, and people that are being tested for upcoming medical procedures need to tell the staff at both check-in and the testing station that they are in one of these categories so their results can be marked stat.

The Town of Normal COVID-19 Related Housing Assistance Program

The Town of Normal and Mid Central Community Action (MCCA) have partnered in the creation of an assistance program for residents suffering from income or job loss due to the pandemic. The program uses dollars the Town received as part of the Federal Coronavirus Aid, Relief, and Economic Security (C.A.R.E.S.) Act.

The COVID-19-Related Housing Assistance Program is available to any household (individuals or families) residing within the municipal limits of the Town of Normal that has a documented job or income loss occurring as a result of the present pandemic AND that meets certain income qualifications. The program will assist income-qualified residents for up to three months, or $3,000 total in a single year.

The amount of funding currently available to the housing program is roughly $360,000. The Town of Normal’s COVID-19-Related Housing Assistance Program is just one of several local programs designed to assist residents in need. Those needing assistance can call PATH at 2-1-1 to begin the referral process.

Home Sweet Home Meals for Non-Residents Postponed
Due to the catastrophic flood damage at Home Sweet Home Ministries over the weekend of June 25-27, we are reluctantly postponing the start of inviting non-residents to dine with us on site.  Once the restoration company has finished their clean up and we have assessed our damage, we will can more accurately determine when we will be able to have enough food on site to reinstate this ministry.  We’re very sorry that we have to postpone this service…..we were looking forward to greeting our friends in the community who eat with us.

Community Foundation Seeks Philanthropist Nominees
Illinois Prairie Community Foundation is seeking nominations for its 2021 Philanthropists of the Year awards. Again this year, the Community Foundation will award two Philanthropist of the Year awards – one for Bloomington-Normal and the other for outside the Twin Cities (other parts of McLean County, plus DeWitt, Logan and Livingston counties).
 
The recipients (an individual, couple or family) will be honored at the Community Foundation’s Celebrating Local Philanthropy Luncheon Nov. 18, 2021, at the Holiday Inn & Conference Center, 8 Traders Circle, Normal. Nominees must reside in McLean, DeWitt, Livingston or Logan counties. 
 
“Philanthropy is about generosity in all its many forms, commonly referred to as gifts of time, talent and treasure,” said Greg Meyer, IPCF executive director. “We know there are outstanding people giving back to their communities throughout our service area and we’d like to recognize those efforts. Philanthropic work in smaller communities often can have a greater effect on its population.”
 
The criteria for the award are outstanding civic responsibility as demonstrated by impact of philanthropic efforts; willingness to serve in leadership roles, providing vision and the ability to involve others in philanthropic activity; and voluntary commitment of time and contributions of financial resources. Nominations should describe why the nominee deserves this recognition. Current IPCF board members and staff are not eligible to be nominated.

Lighthouse Institute – SARC Study for Young Adults in McLean County
The Smartphone Addiction Recovery Coach (SARC) study aims to recruit young adults (ages 18-25) living in the Bloomington-Normal metropolitan area who use alcohol or other drugs, or are in the early stages of recovery. The study is funded by the National Institute on Drug Abuse and is being conducted under the supervision of the Institutional Review Board at Chestnut Health Systems.  The study requires an hour or less worth of work a week and individuals in the experimental group will receive a cell phone to use for 6 months with unlimited calling, texts, and data. All participants will be interviewed at baseline and 3, 6, and 9 months after enrollment and compensated up to $195 for their time.

The ROSC’s mission is to organize addiction and/or co-occurring disorders treatment that involve the community. ROSC also seeks to de-stigmatize addiction and co-occurring disorders. If the community agrees that addiction is a problem, hopefully, the community as a whole (not just the recovery community) is willing to be part of the solution.

We offer individual employment coaching and career counseling sessions. We also offer a group series for employment readiness, self-awareness, and skill development. All classes are held online. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM’S
CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER)
PROGRAM YEAR 2020-2021
Normal, IL – June 28, 2021 - As an Entitlement Community receiving annual grants on a formula basis from the United States Department of Housing and Urban Development (HUD), the Town of Normal is required to craft and submit a year-end report, known as a Consolidated Annual Performance and Evaluation Report or CAPER, to HUD upon the conclusion of each Program (Fiscal) Year. The CAPER offers both a summary of program accomplishments and projects funded with federal Community Development Block Grant (CDBG) dollars and an assessment of progress toward meeting the priority needs and objectives identified in an Entitlement Community’s 5-Year Consolidated Plan.
 
The CAPER for Program Year 2020-2021 details expenditures and activities carried out with the help of CDBG funds between April 1, 2020 and March 31, 2021, the first year of the Town’s 2020-2024 Consolidated Plan. The 2020-2021 CAPER will be available for public review on the Town’s website,

A public hearing will be held to solicit comments on the 2020-2021 CAPER on Thursday, July 15, 2021 at 5:30 pm. Due to pandemic restrictions on public gatherings, the hearing will take place virtually over Zoom and no in-person public comments will be accepted. The hearing will be live streamed on YouTube at

Fall 2021 Scholarship Opportunities
 
MCCA offers scholarships for low-income, undergraduate level, non-traditional students age 24 and older or younger students who live on their own with a dependent child.
 
Scholarship applicants can be pursuing an Associates or Bachelors Degree or pursuing a Job Ready Training Certificate or Professional Credential that will lead to employment.
 
Eligible students may be awarded scholarships in the amount of $1000.00 to be used for tuition, books, supplies, or other related expenses such as childcare in order to attend school for the fall semester 2021. 
 
Selection for the scholarship award will be based on financial need, as well as career goals and academic progress. *Must be a resident of McLean or Livingston County.*
 
To be considered for the fall semester 2021, applications must be received by 4:00 pm on July 9, 2021.

Career Link provides training assistance to train eligible youth, low-income adults and dislocated workers for careers in high growth industries.  You may be eligible if you:
  • Have had a fairly low income over the past six months; or
  • Have lost a job within the past four years due to business closure, lack of work, or honorable military discharge; or
  • Have depended on the income of a spouse and lost access to the income in the past four years.
No training assistance or other benefits can be paid without prior approval.

The Red Cross of Central Illinois is looking for individuals interested in transporting blood and blood product throughout our region. You’ll be able to make your own hours, have the use of a Red Cross vehicle and all training needed for this position is provided.
 
Red Cross Blood Donor Ambassador
Do you like to help people and save lives?
If so, the Donor Ambassador role is for you! As a Donor Ambassador, you help to provide excellent customer service at local blood drives to enhance the donor experience.
  • Greet donors, explain the donation process as necessary and assist with initial intake and hand offs through the blood donation process.
  • Manage donor flow at temp taking station to ensure only donors passing temp screen are permitted access.
  • Explain purpose of temperature screen to donors and ensure they understand reason for deferral if applicable.
  • Direct donor to next step of donation or options for future donations if deferred.
  • Model excellent customer service behaviors.
  • Ensure blood donors have relevant information and that questions are answered appropriately while creating a favorable impression of the blood donation process.
  • Learn and share the Red Cross story, including the mission, vision, and values.
  • Provide customer service to donors in the Hospitality Area by ensuring that each donor is recognized for his/her contribution. Report possible adverse post-donation physical reactions to the collections staff.
  • Set up and maintain cleanliness in Reception and Hospitality Areas, and Donor Areas/Beds as requested
  • Work with collections team supervisor or charge staff to match donor’s blood type with the best product for maximum impact.
  • Responsible to inform donors of current and upcoming donation promotions.
  • May make reminder/cancellation calls, re-schedule donor appointments, and perform follow up activities as directed.

Be there for someone in crisis, either directly or indirectly, by providing support
through McLean County’s sexual assault program, YWCA Stepping Stones.
40 hours of free training is required for all volunteers. 
 
After completing the 40-hour training, volunteers are qualified to help in many different
Stepping Stones areas:
• Taking hotline calls
• Providing prevention education on anti-bullying, sexual violence, healthy
relationships, privilege and oppressions, and more in McLean County to schools,
businesses, or groups
• Provide support at public events
• Data entry and other office work
• Translating materials from English to Spanish and interpreting during counseling
and advocacy sessions

Overview
The paraprofessional works within the context of the classroom teacher’s lesson plans and daily structure, guiding and supporting the student(s)’ participation in classroom activities as needed.
Responsibilities
