2021 IARF LEADERSHIP CONFERENCE PREVIEW

DUCKWORTH/DURBIN CONTINUE PRESS ON INCLUSION OF CAREGIVER AND HCBS FUNDING IN FEDERAL BUDGET
Yesterday, Illinois Senators Duckworth and Durbin joined 13 other Senators in a communication to Majority Leader Schumer and key committee chairs in the Senate urging a continued focus and funding of the provisions of the Better Care Better Jobs Act as part of the federal budget/reconciliation process.  Last week, Association staff spoke with Senator Duckworth’s office directly on how advocacy organizations could continue to press the issue in the face of growing rumors that the proposed $400 billion investment by President Biden might be significantly reduced.  As member are aware, we participated in this strong push across the country and we know leadership offices have been inundated, with pressure to keep BCBJA funding as the top comments received from the public.

COOK COUNTY ISSUES SURVEY ON USE OF ARPA FUNDING
On Monday, Cook County issued a survey requesting community feedback on investing the $1 billion the County will receive through the local government ARPA funding.  We encourage members in the County to review and participate in this process, as there may be resources made available for community-based I/DD and BH Service providers. If you wish, you can also fill the Cook County ARPA wiki-survey which provides residents a more in-depth and interactive way to prioritize Cook County’s ARPA funds. Residents can vote on ideas already seeded in the survey or propose their own to add to the idea pool. Weighted responses are available in real time. 988 STAKEHOLDER MEETING & SAMSHA DISCUSSION ON THE IDEAL CRISIS SYSTEM
It was a week of thorough discussion on Illinois’ 988 rollout as well as further discussion on crisis services.  On Tuesday, both the 988 Stakeholder Workgroup met for subcommittee updates, additionally, SAMSHA hosted a webinar on the path towards an ideal crisis system.  Members can review our update on the members only page. IARF SUPPORTS SENATOR DUCKWORTH’S DISABLED ACCESS CREDIT EXPANSION ACT OF 2021
On Tuesday, Senator Duckworth’s office announced the filing of the Disabled Access Credit Expansion Act of 2021. S. 2481 would accomplish the following:
  • Increase the ceiling on eligible expenses for the tax credit from 50 percent of $10,250 to 50 percent of $20,500 and expand eligibility for to include small businesses with gross receipts of $2.5 million or less. It would index the ceiling to inflation;
  • Codify the Department of Justice’s (DOJ) ADA Mediation Program, which is meant to help individuals with disabilities and businesses reach a resolution without increased litigation. It would authorize $1 million for Fiscal Year 2022 to support these efforts and require biannual reports to Congress on the program’s effectiveness; and
  • Require DOJ to provide a report to Congress regarding the calls the ADA Information Line receives. These data would be collected in order to make improvements to better assist individuals with disabilities regarding their rights under the law.

IDPH TO FOLLOW CDC MASKING GUIDANCE
This week, the Pritzker Administration officially announced its plans to follow the CDC’s recent Guidance on Masking, which was updated on July 27th.  CDC recommends that everyone, including fully vaccinated individuals, wear a mask in public indoor setting in areas with substantial and high transmission.  CDC is also recommending universal indoor masking for all teachers, staff, students, and visitors to K-12 schools, regardless of vaccination status.

CURRENT PROJECTED GUIDEHOUSE TIMELINE
The Guidehouse Developmental Disability Services Rate Study was released in December 2020.  IDHS and DDD reviewed the recommendations and, after consultation with the Governor’s Office and the Governor’s Office of Management and Budget, determined that Guidehouse priorities would need to be completed on a multi-year schedule.  The Division has developed a projected timeline for the implementation of the Guidehouse rate study recommendations.  Please note there are significant variables that could impact the projected timeline including appropriation from the Illinois General Assembly based on state revenues and other budgetary demands, federal approvals, other DDD budgetary priorities, and program implementation. PRITZKER ADMINISTRATION ANNOUNCES $13 MILLION INVESTMENT TO EXPAND ACCESS TO MEDICATION TO FIGHT THE OPIOID EPIDEMIC
The Illinois Department of Human Services (IDHS) announced this week that it is making naloxone more readily available to reverse the effect of opioid overdoses impacting people across the state with opioid use disorder. IDHS is investing nearly $13m aimed at fighting the opioid epidemic through expanding access to this medication.
 
These funds will support the work of providers across the state, especially organizations doing community outreach work to connect with persons who are at risk of an overdose, their friends, and loved ones. Funds will also augment the work of hospitals treating patients experiencing opioid overdose as they link patients with treatment programs in their communities. (Contact: Luis Andrade)

ICFDD UPDATE: HFS RELEASES UPDATED 2021 LONG FORM LTC COST REPORT AND INSTRUCTION FILES
The Illinois Department of Healthcare and Family Services has posted Updated 2021 Long Form LTC Cost Report and Instruction files. All Long-Term Care facilities enrolled in the Medicaid program must file a Financial and Statistical Report for Long-term Care Facilities. This form is commonly called a cost report and is filed in the Bureau of Health Finance within 90 days after the end of the facility's fiscal year. (Contact: Luis Andrade)
 

ADVANCE AND RECONCILE CHANGE
The Division has released a formal communication identifying changes to the DD provider payment process.  With the movement away from bed holds and the incorporation of occupancy factors, the Division has encountered some issues with their technology systems.  As a result, the Advance & Reconcile payment process will be eliminated in FY 22.  Effective November 1, 2021, all CILA providers that utilize the Advance & Reconcile process will be shifted to the Post Payment process. This will result in the last advance payment being issued for December 2021. Providers who are already on Post Payment will not impacted by this change. (Contact: Beth Owens)
 

UIC PERSON-CENTERED PLANNING SURVEY
The Division of Developmental Disabilities is working with the University of Illinois at Chicago (UIC) to improve the person-centered planning process and expand capacity for services through the Adult Home and Community Based Services Waiver in Illinois. UIC has released a survey to help better understand gaps and strengths in the person-centered planning process through a variety of stakeholder perspectives in order to improve the process. They are interested in hearing from people receiving services, families, community organizations, ISCs and all other interested stakeholders.  The survey is open until August 15, 2021. SEX EDUCATION UPDATE
As you recall, the Mental Health/Developmental Disabilities Code was amended to require access to sex education, related resources and treatment planning for all persons admitted to a developmental disability facility and receiving habilitation services.  DDD along with the Illinois Guardianship and Advocacy’s Human Rights Authority established a workgroup which has taken the lead in developing resources to assist in implementing the intent of this legislation.  While the past year and a half’s events made this a less than ideal time to roll this out to our provider organizations, the Sex Education Workgroup continued to meet on a regular basis.  Much work and guidance has been produced and can be found on the DDD website
 
A Train the Trainer Curriculum for Sexuality Education has been created and Modules 1 and 2 are posted on the IDHS DDD Provider Training page.  Additionally, the Division will be offering a training on September 9, 2021 from 1:00 – 3:00 but details to register have not yet been released. ADMINISTRATION FOR COMMUNITY LIVING EMPLOYMENT GRANT OPPORTUNITY
The Administration for Community Living (ACL) has announced an employment grant opportunity. The Community Collaborations for Employment Program project will fund broad stakeholder collaborations in select communities that will work to increase the capacity of those communities to provide transition services and facilitate improved transition activities between schools and the communities for individuals with ID/DD. Providers with capacity and a desire to assist individuals with I/DD to obtain and sustain CIE, advance education and participate more fully in their communities, to apply. ASPIRE & DISABILITY LEAD PRESENT: BUILDING DISABILITY EQUITY IN HEALTHCARE
Join Aspire & Disability Lead for a live virtual panel discussion – Building Disability Equity in Healthcare, focusing on critical issues around health and wellness for people with disabilities. This panel seeks to raise awareness, share knowledge, and invite advocacy on the topic of quality of healthcare for people with disabilities.

ICPN WEBINAR: COMPASSION AND FATIGUE BURNOUT AUGUST 10TH
Compassion fatigue and burnout are common experiences for staff in the helping professions. In this training, staff will be able to learn about these difficulties as well as how to combat them.
