Las Tres Catrinas is a thrilling new restaurant and music venue at the Chula Vista Center Mall. The name and theme "Las Tres Catrinas" pays homage to the three wives of the partners in this exciting, locally-owned venue. This is a festive and happy place to take family and friends to be serenaded on their birthdays and special occasions. August 4, 2021

Dear Northwest Chula Vista Neighbors and Friends,

It has been 509 days since COVID was declared as a national emergency.

Many of us have changed the way we work, dine, shop, and spend time. Our city has adapted with new programs to encourage and sustain safe outdoor dining at our local restaurants, and we continue to support COVID testing and vaccinations, manage rental assistance programs, and look for innovative ways to support our community and keep us safe.

But despite all of our collective hard work we have had a few setbacks.

Most Chula Vistans have been vaccinated, but a new variant, called the Delta variant, is spreading rapidly.

For those of us who have been vaccinated, this is a minor inconvenience, as our bodies are now able to recognize the signs that COVID might be trying to infiltrate our systems and wreak havoc. We might experience a few telltale signs (loss of smell/taste, issues with breathing, body aches, fatigue, mental confusion) but the vaccine, at least, has given our immune system a warning sign of what to do when under attack. And the good news is that over 90% of us who have been vaccinated fare very well against this deadly virus, with only mild symptoms should we be infected.

For those who have not been vaccinated, beware. The Delta variant has been spreading as fast as a common cold. Those who have been vaccinated, and beyond that, even our pets and animals in places such as the San Diego Zoo, can carry and spread this deadly virus to the unvaccinated. When COVID strikes people who may not have a sufficient or trained immune response from a vaccine, the COVID-19 Delta variant quickly becomes life threatening.

Several city buildings and work spaces have experienced COVID transmissions. As a result, our city is now requiring masks indoors at all city facilities. Our Animal Care Shelter has been temporarily closed to the public from August 4-18, due to COVID.

I encourage you to click here to learn a Chula Vista wife and mother's story, in her own words, as her young husband fights for his life in the ICU. It is heartbreaking.

We miss the happy days of June, when we felt free and safe to see friends and family, mask-free. When COVID seemed like a thing of the past, obliterated by our months and months of precautions, isolation, sacrifices, testing, and vaccines.

I am confident that we will return to those happy days once again. In the meantime, let's take every precaution to prevent our families and friends from losing a loved one or from suffering from this horrible, relentless virus.

Your health, happiness, safety and prosperity remain in my thoughts and prayers.

Warm regards,

Jill M. Galvez | Chula Vista City Councilmember | District 2, Northwest

Chula Vista City Council Meetings now have live simultaneous translation in Spanish as they are broadcast. When you watch the recorded versions of council meetings from the city's website, you can click on "ES" for Espanol or "EN" for English in the video.

Council heard 7/13/21
in closed session the very first ever (in anyone's collective memory) annual performance evaluations of the Chula Vista City Manager and Chula Vista City Clerk. Both positions are appointed and managed by the city council. Both City Manager Maria Kachadoorian and City Clerk Kerry Bigelow presented an overview of the scope of their responsibilities and accomplishments over the past year, as well as a overview of projects and issues they will be addressing in the coming year. I have to say that we were all duly impressed by both of these effective leaders and the quality of their work. And from this point forward, we have a framework for job performance and expectations that can serve as a living document and record of history for future city managers and city clerks. Maria Kachadoorian made the commitment of an official annual review when we hired her (officially) in June 2020 and, as always, she met her commitment.

Council heard (5-0) 7/13/21 the Housing Element Update of the General Plan for the 2021-2029 planning period. To learn more about the Housing Element Update and review documents, click here and view the attachments for item #7.1.

Council heard 7/13/21 a brief presentation (in public comments) by my summer intern, Christopher Escamilla, and his summer project to help create awareness about the dangers of illegal street racing. Christopher is a Criminal Justice and Computer Science student at Southwestern College and a 2019 graduate of Hilltop High. Click here to see Christopher's presentation beginning at 58:50.

Council decided by consensus 7/13/21 to reinstate and sponsor the annual Starlight Parade in December. Mayor Salas and myself will be the co-chairs of this cherished annual event. The council will vote on the appropriation of funds for the parade at a later date.

Council voted (5-0) 7/13/21 to form an ad-hoc subcommittee at the recommendation of City Attorney Glen Googins, comprised of Mayor Mary Casillas Salas and Councilmember Steve Padilla to take a closer look at our city's campaign finance ordinance and present recommendations for items such as penalties and consequences and the process of obtaining advice for candidates for office in Chula Vista. The ad-hoc subcommittee is anticipated to provide recommendations by the end of the calendar year

Council voted (5-0) 7/27/21 to participate with the County of San Diego in a road surfacing project for short stretches of Chula Vista roadways that are within a County street resurfacing area in the El Rancho Vista neighborhood and at Country Trails lane.

Council voted (5-0) 7/27/21 to decrease the speed limit on Moss Street between Broadway and 2nd Avenue from 35 mph to 30 mph and from 35 mph to 25 mph in the section of Moss Street from 2nd Avenue to the new Fire Station.

Council voted (5-0) 7/27/21 to extend the Emergency Rental Assistance Program contract with South Bay Community Services (SBCS) to disburse State and Federal funds.

The next city council meeting is Tuesday, August 10th, at 5pm, Chula Vista City Council Chambers, 276 4th Avenue. Councilmembers will be in attendance and seated on the dais. The public is welcome to attend in person. Council meetings are generally the first four Tuesdays of the month. Agendas are posted the Thursday prior to each meeting. To view the agenda, click here. Police Officer Staffing, as of 8/1/2021 -  WE'RE HIRING !
  • Authorized Peace Officers - 280* Full Time Employees (Chief, Captains, Lieutenants, Sergeants, Agents, Peace Officers)
  • Authorized Peace Officers (filled) - 245 (YES!!!)
  • Vacancies - 35* Full Time Equivalents
  • Applicants for those positions currently in process - 263 applicants are currently on a civil service list for either Police Recruit or Lateral Peace Officer. These applicants have passed a written test, pre-background questionnaire, physical agility test and/or oral board interview. After being placed on this list, applicants must successfully complete a background, chief's interview, psychological evaluation and pre-employment medical. Our Human Resources Department is continually recruiting, which includes written test, physical agility testing and oral board interviews monthly. Chula Vista has very high standards for our police officers, and we lose a majority of applicants in the first phase of the application process. We can and should do better as a city to prioritize funding for our police department to ensure that all vacancies are filled. You can read more about my thoughts on Public Safety staffing here.
