Week beginning 26 July 2021

Lockdown Ends

We were all incredibly pleased when the South Australian lockdown ended on Wednesday 28 July, and were especially relieved to know that the majority of small businesses who had been closed over the previous week could re-open. It has not been an easy time for many businesses and as always, we encourage you to support your local small businesses - it can make a big difference.

South Australia is currently under Level 3: Medium restrictions, with some additional requirements. To understand how the latest restrictions may apply to your business operations, visit covid-19.sa.gov.au. If it's possible for your staff to work from home, this arrangement is recommended for at least one more week.

Level 3: medium restrictions

  • 1/4 density (1 person per 4 square metres)
  • No communal consumption facilities
  • Seated food and beverage consumption only
  • COVID Management Plan: events of more than 1,000 people and outdoors only
  • Shisha ban
  • Masks for high risk settings, personal care services (but not by the customer if it inhibits the service), health care services, passenger transport services and indoor fitness facilities (except while exercising).
  • Restrictions on dancing and singing
  • Sports spectator restrictions

Additional restrictions

Note - Indoor fitness facility means gymnasiums, health clubs, fitness centres, yoga, barre and spin facilities, dance and pilates studios and swimming pools (other than swimming pools being used for rehabilitation purposes authorised by a health or disability practitioner).

  • Private activity cap: 10 (including residents of residential premises, unless more than 10 people live at a residence then it is that number)
  • Private activity cap: 50 (only for Weddings and Funerals outside residential premises)
  • Masks for shared indoor public places
  • 1/8 density (indoor fitness facilities)
  • School, team and club sport or training that does not involve interaction with other schools, teams or clubs is permitted.
More information on Level 3 restrictions is available here. If you are unsure about the requirements for your business or activity, please refer to the Public Activities Level 3 Chart.

COVID-19 Business Financial Support

July 2021 COVID-19 Business Support Grant

Last week, the South Australian Government announced a new grant round to support our small and medium-sized businesses that suffered a significant loss of income or have been forced to close as a result of the restrictions imposed from 20 July 2021.

Grants of $3,000 for employing businesses and $1,000 for non-employing businesses are available for eligible businesses whose turnover has declined by 30% or more as a result of the COVID‑19 health restrictions in the week commencing 20 July 2021. Information on eligibility criteria (which includes annual turnover of $75,000 or more in 2020-21 or 2019-20) is available here

Businesses will be required to declare that they have experienced a loss or reduction in turnover due to restricted trading conditions. They will not be required to provide any supporting information at the time of application but will be required to retain supporting information for 12 months. More information can be found here

Applications will close at 11:59pm on 30 September 2021.

Please Note
- Treasury will contact, via email, successful grant recipients from the 2020 Rounds 1 and 2 of the Small Business Grant (SBG) through the email address submitted by the business as part of the SBG application process, to advise them of the new Business Support Grant. The applications process for these businesses will be fast tracked and payments expedited where business details have not changed.

Applications are now being accepted through the Department of Treasury and Finance application portal.

Eligibility Guidelines and Frequently Asked Questions are available to assist in completing your application.

What if my business doesn't meet the $75,000 turnover criteria?

The State Government will provide fully-funded income support payments of up to $600 per week for eligible workers in regional SA, who live or work outside of the Commonwealth-declared ‘Hotspot’ local government areas (and, therefore, not entitled to the Federal Government’s $375 or $600 per week support payments). The $75,000 turnover test does not apply to this scheme and therefore many micro businesses will be eligible for this payment.

The Commonwealth’s COVID-19 Disaster Payment scheme provides $375 per week for those workers who have lost between 8 and less than 20 hours’ work, or have lost a full day of work, and $600 per week if a person has lost over 20 hours’ work.

More information on how to claim the Commonwealth COVID-19 Disaster Payment (including the matching income support payment for eligible SA individuals outside the Commonwealth declared hotspots) is available here.

Masks

As you are aware, current restrictions and recommendations require that we wear a mask in the following settings and situations;
  • High risk settings
  • Personal care services (but not by the customer if it inhibits the service)
  • Health care services
  • Passenger transport services
  • Indoor fitness facilities (except while exercising)
  • Shared indoor public places

The requirement that a person wear a face mask does not apply to a number of people and circumstances - you can read more on the SA COVID-19 Website. Whilst we want to be vigilant and wear masks when and where we can, please understand that some people are not required to.

Border Restrictions

Current border restrictions vary depending on which state you are entering South Australia from, or have visited in the past 14 days. This information is available on the SA COVID-19 Website

All travellers coming to South Australia must complete the Cross Border Travel Registration form on the SA Police website prior to their travel. Travellers must complete a separate Cross Border Travel Registration for each person in the travelling party including all children. You do not need to complete registration if you are passing through Adelaide Airport on a connecting flight and do not leave the airport.

Victorian Cross Border Community Members

People who ordinarily reside in the Victorian cross border corridor (the area 40 km either side of the border between South Australia and Victoria) may enter South Australia for the following reasons:

  • Employment or education
  • Providing care and support or receiving care and support from another person
  • Obtaining food, petrol or other fuel or medical care or supplies
  • Obtaining COVID-19 vaccination.

VIC/SA Cross Border Community Members must:

  • Receive a COVID-19 test on day 1, 5, & 13. Unless they can produce evidence of a COVID-19 test or a negative COVID-19 result within the previous 7 days.
  • Must wear a face mask (covering mouth and nose) at any time that they come into contact with the public for a period of 14 days after their arrival in South Australia.

They must remain in the cross border corridor (see map) while not in South Australia and have not, during the last14 days, been associating (in person) with persons from broader Victoria or other restricted zones outside of the cross border corridor.

For the latest cross border information, refer to the SAPOL Website.

All existing Directions, tables and frequently asked questions and other information can be found here.

Valuing Business Waste Grants

Green Industries SA is supporting South Australian businesses with small grants to identify better ways to manage waste and transition to a circular economy. They are currently taking expressions of interest for 2021-22. Up to $15,000 per applicant is available and the fund is open to businesses and not-for-profit organisations operating in the State.

The grants will fund projects delivered by a suitably qualified, independent service provider to assist the business with their transition to a circular economy. Projects should focus on identifying ways to recover materials for beneficial or higher value reuse and increase the amount of waste diverted from landfill, prioritising waste avoidance, reduction, reuse, and recycling.

For information on eligible projects and on the grant program more broadly, please visit Green Industries SA here

Global Expansion Program

The Global Expansion Program (GEP) is a $2.28 million funding program funded under the South Australian Government's Growth State Plan. The program is delivered over four years to 30 June 2024.

GEP provides up to $50,000 per company, to support high-growth, export-ready South Australian businesses to build their export capability and capacity and become the State’s next global leaders. No co-contribution from the participants will be required as it is assumed that the participants have made and are making, significant investments into export expansion already.

Expression of Interest Applications close on Monday 23 August 2021.

History shows that the recovery period following economic downturns can often accelerate the transition of industries or magnify trends that were already occurring in the economy. This week in their blog, the id. team explore one of the key trends set to continue post-COVID – remote working.

With many office workers in capital cities having prolonged experience of working from home recently, maybe the forecast ‘work anywhere’ model envisioned at the onset of the internet will finally come to fruition.

To read about the Local Government areas that saw the largest increase in working from home during the pandemic and explore what industries could be the easiest adapted to remote working, follow on the link below.
