I am thrilled to share some very exciting news! On August 4, Parks Canada announced a new National Urban Park Program ($130 million investment) to support the creation of a network of national urban parks.
Halifax has signed a Statement of Collaboration with Parks Canada for Blue Mountain-Birch Cove Lakes, which is one of a only few currently identified sites across Canada for this kind of collaboration. In June, I asked the Province to strike the construction of Hwy 113 through this wilderness area. A Parks Canada managed park in Halifax would be a significant federal investment for Atlantic Canada's largest municipality!

This month started off with a wonderful celebration of Nova Scotia's first Emancipation Day on August 1st. Emancipation Day is the day when the Slavery Abolition Act became law. On this day, the practice of slavery officially ended for millions of African people and their descendants in Canada and around the world. 

Later this month Halifax will celebrate Grand Fête nationale de l'Acadie - National Acadian Day. Le Conseil Communautaire du Grand-Havre vous convie aux célébrations de la Fête Nationale des Acadiens à Halifax - Dartmouth le vendredi 13 août 2021 à 17h30 à Grand Parade Square. I hope to see you there!

The municipality is a proud supporter of the Halifax Pride Festival, August 12-22. The Progressive Pride flag is inclusive of Transgender, Black, Indigenous and racialized communities, signifying the importance of amplifying marginalized 2SLGBTQ+ voices. Happy Pride!

Regional Council will meet on August 17 to discuss a number of issues including the much anticipated Egg-laying Fowl report and funding to support hosting the 49er, 49er FX and Nacra 17 World Championship Racing Event in 2022 in District 13

SAFER STREETS IN HRM 
Photo Radar Enforcement in HRM: Feasibility study coming

The municipality is now three years into its five-year Strategic Road Safety Plan that focuses on reducing transportation-related fatalities and injuries on our roadways. The use of photo enforcement technology has been identified as a tool to help make intersections safer by reducing aggressive driving behaviours such as red light running and speeding. Although this technology is used in many cities across Canada, it is currently not used in HRM but it may be in our future once the Province updates their new Traffic Safety Act.

HRM’s Strategic Road Safety Plan focuses on reducing transportation-related fatalities and injuries on our roadways. As part of this, HRM is currently looking for a consultant to conduct a study for a possible photo enforcement program (red light camera and electronic speed detection) to understand if it is a feasible and beneficial option for the municipality.

Regional Council would vote on this matter only after the report is complete, and staff would make recommendations to Council based on the report’s findings. I look forward to learning the outcome of this report and continuing to work towards safer roadways in HRM.
Traffic Calming in District 13
2021 Project List for District 13: 
This summer, there are traffic calming projects taking place across HRM. In District 13, these projects only take place on municipal owned roads. The Province of Nova Scotia does not have traffic calming or injury prevention programs for pedestrians. 

Speed tables and speed humps are used around the world as an engineered road obstacle to slow down traffic. In HRM, community consultation is not used to determine if traffic calming is warranted. Municipal traffic analysts make data driven decisions based on the rate of speeds on residential streets. The speed data after traffic calming installation compared to prior to installation demonstrates a significant reduction in vehicle speed. HRM partners with municipalities across Canada to develop national traffic calming guidelines along with the Canadian Institute of Transportation Engineers.

The Traffic Calming Administrative Order was approved in 2016.  Since then, Regional Council has asked the Province to provide the municipality with more authority over our streets (see article above on Photo Radar).

AFFORDABLE HOUSING

Councillor Waye Mason asked the below five questions to the Provincial Leaders regarding affordable housing in Halifax. I will share the party leaders' responses once they are received. 

1. Wages and resources for existing services
Will your party increase funding to shelter and service providers for better wages, more admin staff, and to provide for well-run programs in all shelters and homes?

2. HRM needs immediate housing, we cannot wait for even the Rapid Housing Initiative projects
Will your party take immediate steps to ensure a rapid increase in supply of transition housing, that keeps pace with current and future demand, regardless of how many people require it, so that no Nova Scotian has to face sleeping outside because there is no place for them?

3. Supportive Housing is needed for those most vulnerable who need wrap-around services
Will your party ensure that needed funding for wrap-around services and supportive housing is immediately made available sufficient to address the needs of our most vulnerable residents?

4. Rapid Housing Initiative (RHI) can go farther
Will your party change the RHI approach to enable many more builds, more quickly, by providing no-interest loans and earned back funding to service agencies?

5. Nova Scotia needs a plan for no-eviction housing
Will your party work with service providers to create the needed no eviction programs for those who are the most challenging to find housing for?

HAPPY FIRST ANNIVERSARY TO HSP!!
It’s exciting times for Hubbards Streetscape Project (HSP) as this month marks our first birthday as a community initiative! We celebrated with cupcakes, giveaways, and information dissemination at our local Hubbards Barn Market to show appreciation to our community members for all of the work they have contributed to this project. The past year has been exciting and inspiring and our "Birthday Party" was a huge success and the cupcakes were delicious. 
 
The project continues to move full steam ahead, with the first round of community engagement completed by the design firm Upland, who are now in the preliminary planning phase. This plan will be reviewed by the Collaboration Community (consisting of members from NSTAT, HRM and MOC departments of AT and Community Development, members from HSP, and the team at Upland) who will ensure the plan meets the needs of the community but also ensure the plan is actionable according to regulations regarding infrastructure. After the plan is reviewed by the Collaboration Committee, the work is then reviewed by the community of Hubbards and altered accordingly. This particular portion of the project is extremely valuable as the community can feel a real ownership over the work that has been created. 
 
The next steps for Upland and HSP will be to present the work to both municipalities and HSP will also connect with the provincial and federal governments to disseminate the work and discuss the next objectives for the project. 
 
Another exciting announcement for Hubbards is the announcement that Hubbards will host the 2022 49er, 49er FX and Nacra 17 World Championships Racing event in September 2022. This project is a huge undertaking expected to increase the foot traffic in Hubbards by upwards of 1000 people during this two week event. HSP has connected with the Hubbards Community Waterfront Association (HCWA), event Co-Chair and General Manager. and the Hubbards Sailing Club to unite with one vision for our community as both projects move forward. HAWA has connected with Upland and work is being completed to demonstrate the importance of this location to the community within the community plan. The four groups will continue to work together to support the vision of “One Hubbards” and ensure that improvements and alterations to the landscape meet the desires of the community members for years to come! 
 
HSP has also been active in the continued pursuit of funding. We have been engaged with funding opportunities and continue to make connections with individuals in hopes that we will be successful in applications to move this project forward. During the past couple of weeks we applied to a funding opportunity and in true HSP fashion, worked tirelessly, cohesively,and collaboratively to create a grant application in less than two weeks. We applied for four actions that were identified from the community plan.  
 
1. Accessible Washroom (Biodegradable)
2. Permanent Boardwalk Infrastructure at the Barn
3. Temporary Active Transport Measures,
4. Engineering ~250 m of Sidewalk.
 
We hope that our passion and dedication shines through and we are successful in the funding opportunity. 
 
This project continues to be a success within our community and we continue to have active engagement with community members. During the inception of this project, HSP sought to act as an example for other communities to pursue similar initiatives and we have been able to help other community groups, consult with organizations, and also engage with all levels of government regarding safe active transportation and community placemaking. Working as a pilot project is an important aspect of this work and we hope to not only inspire but also guide other communities across our province! 
 
As always this project wouldn’t be possible without the guidance, assistance, and encouragement from organizations and individuals like you. We can not thank you enough for all of the support and knowledge you have provided over the past year. With the twinning of the 103 highway to our community this plan will be a proactive solution to the development that has already begun in our area. Although we may be a young organization, the concept of this project has a long standing history in Hubbards. This history and the passion of our community members will continue to move this project forward to create safe active transit options and community placemaking that will ensure Hubbards stays a safe, vibrant destination, and economic hub of Nova Scotia for years to come!

If you didn't catch a glimpse, you can visit Bluenose II in Lunenburg this weekend. Here is our schedule for open decks:

Open decks are an opportunity for the public to come aboard, walk around the deck and chat with the crew. There is no fee and no reservation required. Masks and social distancing are mandatory.

2021 Halifax Pride Festival
