LOCKDOWN EXTENDED - UPDATE ON COUNCIL SERVICES

ROAD CLOSURE AND DETOUR IN PLACE FOR BANYENA MINYIP ROAD
Council is going to close a section of road on the Banyena Minyip Road that is currently under reconstruction. A detour will be put in place back onto the Banyena Pimpinio Road. This road closure and detour is a result of wet weather and safety concerns for road users. This detour will be in place for approximately two weeks.  The road closure and detour aims to be in place by late Thursday 15 July.

WARRACKNABEAL BAND AND SCOUT HALL PUBLIC MEETING
Notice is given of a PUBLIC MEETING to be held at the Warracknabeal Band & Scout Hall on Wednesday August 4 commencing at 7.30pm.  The date and place of meeting may change due to COVID restrictions. 

The purpose of the meeting is to nominate no less than three (3) or more than nine (9) persons as the Committee of Management for the WARRACKNABEAL BAND & SCOUT HALL COMMITTEE INC for a term of three years. The current committee’s term will expire on November 11, 2021. All positions will be declared open and nominations will be accepted prior to or on the night. Nominations from women, Aboriginal people, people with disabilities, young people and people from culturally diverse backgrounds are encouraged.

Draft 2021 - 2025 Council Plan out now for public comment
At its meeting on Wednesday 23 June, Council endorsed the draft 2021-2025 Council Plan for public exhibition and feedback.  Council must adopt and prepare a Council Plan for the period of at least four financial years after a general election. Council must also prepare a Community Vision with an outlook of at least the next 10 years. The Draft Council Plan and accompanying documents presents four overarching strategic objectives to guide Council’s direction over the next four years.

The Draft Council Plan and accompanying documents have been prepared following extensive community consultation throughout February, March and April and reflect the themes that were apparent across the Council. This draft document also incorporates the Municipal Health and Wellbeing Plan and the Long-Term Financial Plan. Council will be hosting a series of pop-up sessions across the Shire to discuss the Council Plan with the community. 

The draft Council Plan is now available on council’s website for public exhibition. Public submissions can be made in writing to:

Asbestos removal / demolition of the Rupanyup Tennis Shed (Gibson Street, Rupanyup)
Council wish to advise the Rupanyup Community that HED Industries will be undertaking the Asbestos Removal / Demolition of the Rupanyup Tennis Shed on Monday 26th July 2021. During this time, Council please request that all Community Members avoid the area whilst these important safety works take place. The area surrounding the Rupanyup Tennis Courts will be an exclusion zone whist the works take place. Council wish to advise that Tuff Group Holdings whom will be undertaking the Construction of the new Multi-purpose Netball / Tennis Courts at the Rupanyup Recreation Reserve (Tennis Courts), will be commencing the site preparation on Tuesday 27th July 2021. It is also expected that Demolition will commence between the 2nd August – 13th August 2021 (weather permitting). During the period of construction, the front bay of tennis courts and the large opened spaced area in front of the tennis courts will become a construction zone. Council requests that community members avoid the area during the construction period and obey by the Construction Fencing and Safety Signage in place. Council will also be contact directly with all Recreation Reserve User Groups to provide further information & any other updates as they come to hand. Council apologizes for any inconvenience that may be caused to the community during the construction period. CURRENT TENDERS:

Halls Re-stumping Project (C269-2021)
Yarriambiack Shire Council are seeking suitably qualified contractors to submit a tender for restumping works at Aubrey Hall, Beulah Memorial Hall and Minyip Memorial Hall. All permits will be obtained by Yarriambiack Shire Council. The successful tenderer will be required to complete the project within 150 days from the date of contract execution.

Submissions close 4.00pm on Friday 13 August 2021 and must be lodged via eProcure and fully received by this time.  Late, verbal or emailed submissions will not be accepted. To obtain further information in relation to this project, documents and specifications for the above Request for Tender can be obtained by download from Council’s e-procurement portal https://www.eprocure.com.au/yarriambiack/

NEW: Rupanyup Modular Changeroom Building (C289-2021)

Yarriambiack Shire Council are seeking suitably qualified contractors to undertake all works associated with the construction and installation of a Modular Changeroom facility at the Rupanyup Recreation Reserve (Gibson Street, Rupanyup).

The project will see the construction of a new Modular Changeroom built in accordance with Netball Victoria’s Local Level Facility Guidelines, with the inclusion of a Social Room from the Association Level Facility Guidelines.  The project has been developed to achieve the required compliance standards of both Netball Victoria and Tennis Victoria.

All tenderers must attend a mandatory site visit – site visits can be arranged by contacting the Project Manager as noted at Item 3, Part 1 (Conditions of Participation) of the Request for Tender documentation.

NEW SPEED CROSSING AT ST MARY'S
Regional Roads Victoria has recently completed the installation of electronic speed signs on Borung Road at Warracknabeal, as part of the jointly funded program to deliver shovel-ready infrastructure projects and urgent road safety improvements in Victoria.

The improvements include:
• Electronic speed signs that flash during peak school hours at St Mary’ Primary School on Lyle Street, Warracknabeal, ahead of the existing 40km/h school zone
• New static signs to further alert drivers of 40km/h speed limit
Domestic Mobile Roaming should be possible for all Australians, particularly in the event of an emergency. We are seeking immediate action to address this critical issue. Click the image below to see a video developed by Regional Development Australia.
The $250 Power Saving Bonus for Pensioner Concession recipients and some Health Care Card holders (including JobSeeker, Youth Allowance, Austudy and Abstudy recipients) is now available. Before submitting an application for the bonus, please read the eligibility requirements.
Eligibility Requirements
  • You must be a Victorian residential energy consumer (i.e. have a residential electricity account). 
  • You must be receiving payments under one of the following concession programs:
    • Centrelink Pensioner Concession
    • JobSeeker, Youth Allowance, Austudy or Abstudy
    • Department of Veterans Affairs Pensioner Concession
    • Or hold a Department of Veterans Affairs Gold Card
  • Pension Concession Card holders who are not receiving payments, and Health Care Cards holders who are not receiving Youth Allowance, JobSeeker, Austudy or Abstudy payments, are not eligible.
What support is available to help me submit my application?
If you are having trouble submitting an application, the following support options may be able to help.
  • Email: You can email our support team and they can help you navigate the online application process. They can be contacted at info.vec@delwp.vic.gov.au.
  • Friends and family members: If someone you know has a computer with the internet, ask if you can visit them and use it to access Victorian Energy Compare.
  • Online: You can get help in real time by using the Victorian Energy Compare website live chat function.
  • Phone support: You can call 1800 000 VEC (832) to receive general support and assistance with the Victorian Energy Compare website and Power Saving Bonus program. If you don’t have internet or computer access, the helpline will also support you to submit an application over the phone.
    Alternatively, you can call one of the community organisations the Victorian Government has partnered with through the Power Saving Bonus Community Outreach Program. The partners in that program which can also support you to submit an application over the phone include:
    • Good Shepherd can be contacted on 1300 026 500
    • National Debt Helpline - Consumer Action Law Centre can be contacted on 1800 149 689
    • Brotherhood of St. Laurence (and partners Australian Energy Foundation, GV Community Energy and Uniting Vic.Tas) can be contacted on 1800 830 029.
  • In-person support: The Power Saving Bonus Community Outreach Program also provides face-to-face support to some community members. The partners in that program which provide in-person support include:
    • Neighbourhood House - you can drop into a local Neighbourhood House centre for more information or call 1300 026 500 to find the closest Neighbourhood House that is currently offering support.
    • Consumer Policy Research Centre and Council of the Ageing are delivering workshops to support households over 65 years of age. Call COTA on 1300 135 090 to get more details on the locations.
    • Ethnic Community Council Victoria are hosting a series of in-person events, call 9354 9555 to get more details.

What can I do to make the application process as easy as possible?
When you visit the website to submit your application, there are a few things you need to make the application process as easy as possible, including:
  • Making sure you have a copy of a recent electricity bill
  • Making sure you know your ‘NMI’ number (this is can be located on your bill and is typically a 10 or 11 digit number)
  • Making sure you know the card number for your Pensioner Concession Card or Health Care Card (for JobSeekers, Youth Allowance, Austudy and Abstudy recipients)
  • Making sure you keep a copy of your application reference number and your NMI as you may need it for further communications about your application.

Connecting Victoria

Help us understand the places where you think the Victorian Government should be prioritising better mobile and broadband.

The Victorian Government is fast-tracking better mobile coverage and broadband across the state through the $550 million Connecting Victoria program.

It’s never been more important to be connected – for family, community, work and safety – and the Victorian Government is asking Victorians to help identify where mobile and broadband improvements are most needed.

Connecting Victoria will enable more businesses to take advantage of digital opportunities with more reliable, better value broadband in more places, including popular shopping streets and business parks.

Have your say about connectivity issues where you live or work, and when you are out and about.

Next steps

Your insights will help us to better understand where mobile and broadband improvements are needed across the state.

We will continue to engage with community and businesses throughout the program.

The Victorian Government will partner with industry telecommunications providers to help deliver new infrastructure in as many places as possible, as quickly as possible.

The first locations to receive upgrades or new infrastructure are expected to be announced later this year, with more to come throughout the program.

Join the Community Consultation on Primary Health and Mental Health Services in western Victoria

Western Victoria Primary Health Network (WVPHN) is inviting health professionals and community members to share their ideas to help guide how WVPHN designs, funds and coordinates services for health care across the region.

Among our key roles is to appoint health providers to deliver support throughout our region for a range of primary health care services. These include for mental health, chronic conditions management, and alcohol and other drugs support services. During July and August, we are seeking input from anyone who currently receives such services or has an interest in how services funded by WVPHN are delivered in the future.

During April and May this year, we met with community members and health professionals to gauge what they liked and what could be improved about current primary health and mental health support services we fund.

We want western Victorians to draw on the findings of that initial consultation to help us design services for the future. We will use your input when preparing new tenders for delivering support services. We anticipate the updated services will be in place by late 2022. We are consulting with health professionals and members of the community via a series of face-to-face and online workshops. If you are unable to attend a workshop, other consultation opportunities are available.

A community consultation will be held in Warracknabeal on Wednesday, July 28,10.00 to 11.30am at Warracknabeal Neighbourhood House and Learning Centre.  Registrations and more information
