The City of Eudora has hired Kelly Delay as the new Administrative Services Manager/City Clerk. In this newly created position, Kelly will provide support to the City Manager’s Office and Commissions, act as custodian of official City records and public documents, facilitate permits and resolutions, and oversee Utility Billing Department functions. She will also serve as the City's Freedom of Information Act Coordinator, prepare grant funding applications, and prepare Commission agenda packets and meeting minutes.
Kelly Delay's introduction to public service began with six years of summer parks and recreation work. She has since accumulated seven years of city government experience, most recently in her position as an Administrative Technician – Finance for the City of Lawrence. Her previous work history includes client relations, software management, procedure development, and personnel direction for the City of Olathe – where she was also recognized in 2016, 2018, and 2019 respectively for awards in Customer Service, and was an active member of the Celebration and Innovation Leadership Philosophy Group, Front Line Advisory Group, and Citizen Outreach Committee for Olathe2040. Kelly has cultivated accompanying expertise in digital media and related technologies.
Kelly earned a Bachelor’s Degree in Photo Media from the University of Kansas in 2014, in addition to Dean’s List honors.
