Boundary Review- Further Information


Many residents in Cherry Hinton will not appreciate a recent decision by the Boundary Review of England to remove Chery Hinton from the Cambridge Parliamentary constituency. If this proceeds, and Cherry Hinton instead becomes part of South East Cambridgeshire Constituency, then there could be some deleterious impacts in terms of how we are treated. For instance, we may not be seen as so strategically important to Cambridge; South East Cambridgeshire has a different political make-up both locally and at Parliamentary level, and policies and proposals that flow from this can exert an effect. However, the proposal is currently open to consultation, and residents, community groups and others have an opportunity to comment. This consultation response can often make a big difference – at the last review in 2000, Cherry Hinton was also proposed to be removed from Cambridge, with Trumpington joining Cambridge instead. However, after submissions by members of the public, the decision to remove Cherry Hinton was reversed.
 
The timeline for responding is tight, however, with initial responses required by Monday 2nd August 2021, after which time responses will not be considered. Responses can submitted via the Boundary Review Commission website.
 
How to respond to the initial written consultation
Responses from community, faith, businesses, schools, parents, local groups, and councillors are given particular prominence. The website has an interactive map allowing for comments to be made on specific locations. Submissions can be made both as open text and as a file attachment. For instance, our current Labour MP Daniel Zeichner has argued that if a ward needs to be removed, then Trumpington, with its short history of being in the constituency, its huge recent development meaning it overlaps with Shelford, and ties to Adenbrookes (South Cambridgeshire) and Sawston college, make this a more compelling candidate.
 
Submissions - Essential criteria
Submissions should tightly respond to the set criteria. These are detailed in the Boundary Review Guidance. Arguments should be made on the criteria of the commission rather than for any partisan reasons, these criteria are:
  • Statutory electorate range – This is a numbers game, and the overarching principal is that the electorates of new parliamentary seats will contain between 69,724 and 77,062 Parliamentary electors
  • Special geographical considerations – these include the size, shape and accessibility of a constituency. Where there are hills, lakes or rivers or major roads that influence a constituency these will be taken into account
  • Local government boundaries as they existed on 1 December – there is a preference for fitting constituencies within boundaries of local councils and wards or electoral division boundaries
  • Existing constituency boundaries – where possible minimum change is a preference. The practical and historical factors for retaining some existing boundaries are taken into account. For example, the years that locations have been part of the same constituency has bearing
  • Local ties – this relates to every way that people in an area relate to their place. Cases can be made with reference to factors such as: transport routes, cultural and historical bonds, perceived identity, and socioeconomics. For example, the cohesiveness of what people perceive to be their communities that might be broken up or united by changes

Home-Start Cambridgeshire (HSC): supporting families with young children through their difficult times
Home-Start is one of the UK’s leading family support charities, a voluntary organisation offering support to families who have at least one child under five when family life becomes difficult. All round the country local schemes recruit and train volunteers to support local families with young children at home. HSC is Cambridgeshire’s own local, independent scheme, affiliated to Home-Start UK.
The service supports families, mainly through weekly volunteer home visits, to deal with diverse concerns such as parental mental health issues, isolation, postnatal illness, disability, bereavement, multiple births and parenting skills. The trained volunteers provide tailored practical and emotional support to help parents and children build confidence, independence, resilience and community connections. HSC meets diverse needs including accompanying parents to playgroups, supporting parents to access medical appointments, signposting to specialist agencies such as debt advice or Women’s Aid and providing opportunities for parents to talk confidentially about their concerns.
This early intervention service offers a gateway to many other community services and HSC works in partnership with them to improve the life chances of our families and young children.
As you can imagine, the pandemic has exacerbated the problems HSC tries to tackle, whilst at the same time making it more difficult to help resolve them. But by using telephone, Zoom, walks in the park, and just sheer determination, contacts have been maintained throughout the pandemic, and families who are struggling have not lost their contact with staff and volunteers. In recent weeks, more home visiting has become possible again.
Providing this tailored service for families obviously takes funds. HSC has been fortunate in being offered the chance to receive match funding up to £10,000 if this sum can be raised before 30th September. The conditions for matching are that donations must be for a minimum of £500, be from a new donor, and not be raised through events or sponsorship.

The staff, volunteers and trustees of the charity would be very grateful indeed for donations to enable us to continue giving this vital support to families in their most difficult times.
