« Many scientists are transitioning to a new way of working, known as open science, which will require new ways of evaluating researchers’ work. At Utrecht University we are adapting the reward system so it will incentivise this shift. (…)
Because open science requires a transition to a fundamentally different way of doing research, it needs to evaluate the process and products of research differently as well. This is a true culture change: adapting the rewards cycle affects the social structures of academia, including distribution of credit, reputation, and funding.

« ALLEA and the Global Yong Academy (GYA) have published a report covering the key takeaways of their webinar ‘Research Assessments that Promote Scholarly Progress and Reinforce the Contract with Society’. The event brought together science and policy stakeholders to rethink current research assessment models.
The report tackles three main questions debated by presenter Ellen Hazelkorn (BH Associates) and discussants Kostas Glinos (European Commission), Michael Hill (DORA Steering Committee), and Martin Dominik (Global Young Academy):

« Open citation data can improve the transparency and robustness of scientific portfolio analysis, improve science policy decision-making, stimulate downstream commercial activity, and increase the discoverability of scientific articles. Once sparsely populated, public-domain citation databases crossed a threshold of one billion citations in February 2021. Shortly thereafter, the threshold of one billion public domain citations from the Crossref database alone was crossed. As the relative advantage of withholding data in closed databases has diminished with the flood of public domain data, this likely constitutes an irreversible change in the citation data ecosystem. « En 2021, pour la première fois, le congrès annuel de l’IFLA (IFLA WLIC 2021) sera entièrement virtuel. Il aura lieu les 17, 18 et 19 août 2021.
Afin de favoriser la participation francophone à ce congrès, le Cfibd a décidé d’offrir leur inscription à 100 professionnels des bibliothèques et de la documentation résidant en France ou dans un autre pays francophone (professionnels en activité et étudiants en bibliothéconomie et sciences de l’information). Un bref article (une page) sur un point d’intérêt de leur choix sera demandé aux bénéficiaires de ces bourses à l’issue du congrès.
Les candidatures doivent être soumises le plus tôt possible et au plus tard le 31 juillet à 18h. Elles doivent simplement être accompagnées d’un document attestant de la qualité de professionnel des bibliothèques et de la documentation en activité ou d’étudiant en bibliothéconomie et sciences de l’information. « This study provides the first systematic, international, large-scale evidence on the extent and nature of multiple institutional affiliations on journal publications. Studying more than 15 million authors and 22 million articles from 40 countries we document that: In 2019, almost one in three articles was (co-)authored by authors with multiple affiliations and the share of authors with multiple affiliations increased from around 10% to 16% since 1996. The growth of multiple affiliations is prevalent in all fields and it is stronger in high impact journals. (…) »

« Le Plan d’action 2022 de l’Agence nationale de la recherche (ANR) s’inscrit dans le cadre de la Loi de programmation de la recherche (LPR) 2021-2030, qui conforte les missions de l’ANR et renforce ses moyens, et du Plan France relance pour 2021-2022. Feuille de route annuelle de l’ANR, le Plan d’action décrit les actions et les appels à projets proposés par l’Agence pour l’année à venir donnant ainsi, à l’ensemble des communautés scientifiques et à tous les acteurs publics ou privés impliqués dans la recherche française, une visibilité générale de son offre de financement. Au-delà du financement qu’elle apporte, l’Agence nationale de la recherche vise à promouvoir une conduite responsable de la recherche, du laboratoire à l’ensemble de la société. Dans ce cadre, elle s’est engagée sur des questions essentielles, telles que : la déontologie et l’intégrité scientifique, la science ouverte, l’égalité femme-homme, la promotion de la culture scientifique, technique et industrielle (CSTI), ou encore le respect du Protocole de Nagoya sur l’accès aux ressources génétiques et aux connaissances traditionnelles associées.
L’ANR renforce ses engagements dans le Plan d’action 2022 en y introduisant :
- L’application de la stratégie de non-cession des droits initiée par la cOAlition S : désormais, toutes les publications issues des projets financés par l’ANR devront être déposées avec la licence CC-BY ou équivalente dans l’archive ouverte nationale HAL, immédiatement après publication conformément au Plan S. Il s’agit par cette stratégie d’ouvrir la voie vers un accès complet et immédiat aux publications scientifiques issues des projets financés par des fonds publics. (…) »

« We are pleased to announce the release of version 3.0 of the resource types vocabulary. Since 2015, three COAR Controlled Vocabularies have been developed and are maintained by the Controlled Vocabulary Editorial Board: Resource types, access rights and version types. These vocabularies have a new look and are now being managed using the iQvoc platform, hosted by the University of Vienna Library.
Using controlled vocabularies enables repositories to be consistent in describing their resources, helps with search and discovery of content, and allows machine readability for interoperability. The COAR vocabularies are available in several languages, supporting multilingualism across repositories. They also play a key role in making semantic artifacts and repositories compliant with the FAIR Principles, in particular when it comes to findability and interoperability.
Version 3.0 introduces major changes in terms of additional concepts to the vocabulary. In total, 30 new concepts have been introduced in this release. (…) »

« L’Association des bibliothèques de recherche (ARL)/Groupe de travail mixte sur les services de données de recherche de l’Association des bibliothèques de recherche du Canada (ABRC) a publié son rapport final (disponible en anglais seulement). Le groupe de travail formé en 2020 a un double objectif :
(1) démontrer le rôle des bibliothèques de recherche dans l’intendance des données de recherche et dans le cadre des services de soutien à la recherche à l’échelle de l’établissement et s’y engager;
(2) orienter l’élaboration de ressources pour les membres de l’ARL et de l’ABRC afin de faire progresser leurs organisations en tant que partenaires de collaboration en ce qui a trait aux services de données de recherche dans le contexte de principes de données de recherche FAIR (disponible, accessible, interopérable et réutilisable) et le cadre Open Science by Design des National Academies des États-Unis.
Les bibliothèques de recherche réussiront à atteindre ces objectifs si elles agissent collectivement et sont profondément engagées auprès des communautés disciplinaires. Le groupe de travail a formé trois groupes de travail de praticiens en gestion des données, qui représentent une vaste expertise, pour étudier le paysage institutionnel et l’environnement stratégique aux États-Unis et au Canada.
Le rapport final présente les recommandations du groupe de travail sur le rôle des bibliothèques de recherche en ce qui concerne les principes, les politiques et les approches de gestion des données de recherche. Le rapport offre également des stratégies pour les approches de gestion des données de recherche propres à une discipline, des priorités pour l’automatisation des processus, des modèles économiques pour mettre à l’échelle et maintenir les ressources partagées, la priorisation des données de recherche à l’intendance et des rubriques de prise de décisions. « Citation indices are tools used by the academic community for research and research evaluation which aggregate scientific literature output and measure impact by collating citation counts. Citation indices help measure the interconnections between scientific papers but fall short because they fail to communicate contextual information about a citation. The usage of citations in research evaluation without consideration of context can be problematic, because a citation that presents contrasting evidence to a paper is treated the same as a citation that presents supporting evidence. To solve this problem, we have used machine learning, traditional document ingestion methods, and a network of researchers to develop a “smart citation index” called scite, which categorizes citations based on context. Scite shows how a citation was used by displaying the surrounding textual context from the citing paper and a classification from our deep learning model that indicates whether the statement provides supporting or contrasting evidence for a referenced work, or simply mentions it. Scite has been developed by analyzing over 25 million full-text scientific articles and currently has a database of more than 880 million classified citation statements. UC Berkeley Library led more than a dozen institutions in submitting (and receiving) a grant to create a National Endowment for the Humanities Institute entitled Building Legal Literacies for Text Data Mining (Building LLTDM). We wanted to empower digital humanities researchers and professionals (librarians, consultants, and other institutional staff) to confidently navigate United States law, policy, ethics, and risk within digital humanities text data mining projects—so that they could more easily engage in this type of research and contribute to the advancement of knowledge. « Motivation. Assessing biodiversity status and trends in plant communities is critical for understanding, quantifying and predicting the effects of global change on ecosystems. Vegetation plots record the occurrence or abundance of all plant species co-occurring within delimited local areas. This allows species absences to be inferred, information seldom provided by existing global plant datasets. Although many vegetation plots have been recorded, most are not available to the global research community. A recent initiative, called ‘sPlot’, compiled the first global vegetation plot database, and continues to grow and curate it. The sPlot database, however, is extremely unbalanced spatially and environmentally, and is not open-access. Here, we address both these issues by (a) resampling the vegetation plots using several environmental variables as sampling strata and (b) securing permission from data holders of 105 local-to-regional datasets to openly release data. We thus present sPlotOpen, the largest open-access dataset of vegetation plots ever released. sPlotOpen can be used to explore global diversity at the plant community level, as ground truth data in remote sensing applications, or as a baseline for biodiversity monitoring. « Recherche Data Gouv : une plateforme nationale fédérée des données de la recherche sera disponible fin du premier trimestre 2022 comme annoncé par la ministre lors du lancement du deuxième Plan national pour la science ouverte.
Pour répondre aux enjeux d’ouverture des données, et a minima des données « citables, la stratégie est de s’appuyer sur les forces françaises : les infrastructures de recherche de « big science » disciplinaires, soutenues dans le cadre des Equipex+, fortement inscrites à l’échelle internationale (EBI, GEO, CDS-ESO…), et cinq établissements qui disposent d’une expérience forte en matière d’entrepôt de données institutionnel, en particulier INRAE. Il s’agit de mettre à disposition de tous les chercheurs qui n’auraient aucune de solution de dépôts de confiance de leurs données un entrepôt pluridisciplinaire. Cette solution souveraine apportera la solution alternative aux chercheurs contraints de déposer leurs données dans les entrepôts des éditeurs de leurs articles. Il s’agit également de s’inscrire dans un paysage international en évolution avec la structuration d’EOSC et les investissements considérables réalisés en Allemagne et aux Pays-Bas sur les données de recherche. « The European Research Council’s work programme adopted today includes over EUR 2.4 billion to fund grants for some 1,100 excellent scientists and scholars in the EU and associated countries. This is the ERC’s second work programme under Horizon Europe. The funding will be awarded in a series of grant competitions refereed by panels of internationally renowned researchers. It is intended to support projects that push the frontiers of human knowledge. Researchers of any nationality and any scientific domain are eligible, as long as they work in Europe or are willing to move from other parts of the world to do so. « (…) Our VOSviewer software enables visualizations of bibliometric networks to be explored interactively. Nevertheless, VOSviewer visualizations often end up as static images in blog posts, research articles, policy reports, and PowerPoint presentations. In this way the visualizations lose a lot of their value, and in the end they may indeed be “just nice to look at but not useful or helpful”.
To address this problem, we have developed VOSviewer Online, a web-based version of VOSviewer released today. Using VOSviewer Online, visualizations of bibliometric networks can be explored interactively in a web browser. This makes it much easier to share interactive visualizations, and it reduces the need to show static images.
VOSviewer Online can also be used to embed interactive visualizations in a web page. As an example, below we use VOSviewer Online to present an interactive visualization of a co-authorship network of authors of articles published in Quantitative Science Studies and Scientometrics in 2020 and 2021. « This study examines trends in open access article processing charges (APCs) from 2011 – 2021, building on a 2011 study by Solomon & Björk (2012). Two methods are employed, a modified replica and a status update of the 2011 journals. Data is drawn from multiple sources and datasets are available as open data (Morrison et al, 2021). Most journals do not charge APCs; this has not changed. The global average per-journal APC increased slightly, from 906 USD to 958 USD, while the per-article average increased from 904 USD to 1,626 USD, indicating that authors choose to publish in more expensive journals. Publisher size, type, impact metrics and subject affect charging tendencies, average APC and pricing trends. About half the journals from the 2011 sample are no longer listed in DOAJ in 2021, due to ceased publication or publisher de-listing. Conclusions include a caution about the potential of the APC model to increase costs beyond inflation, and a suggestion that support for the university sector, responsible for the majority of journals, nearly half the articles, with a tendency not to charge and very low average APCs, may be the most promising approach to achieve economically sustainable no-fee OA journal publishing. « The Proceedings of the National Academy of Sciences (PNAS) is pleased to announce a two-year transformational open access (OA) pilot agreement between Jisc and the National Academy of Sciences (NAS). The “Publish-and-Read” agreement will allow corresponding authors at participating institutions in the United Kingdom to publish OA articles in PNAS without incurring article page charges. Researchers at participating Jisc institutions will also be able to access all PNAS content, dating back to 1915, free of charge. This is the first such agreement between PNAS and a national consortium; Jisc consists of 156 UK universities.
Ken Fulton, PNAS publisher and NAS executive director, says, “We are very pleased to have reached this pilot agreement with Jisc, which ensures that authors from UK universities have a Plan S–compliant route to open access publishing in PNAS. We look forward to analyzing data from this pilot as we explore open access business models. We are also excited to launch our fully open access journal, PNAS Nexus, in 2022.” (…) »
