This Week @ The Homeless Coalition

In case you missed it: Statement on COVID19 Eviction Moratorium Expiration

At midnight on Saturday, the federal eviction moratorium ended, threatening the lives of millions of Americans, including many here in Cincinnati. Homelessness will be accelerated as families will be forced from their homes, worsening the housing crisis. The eviction moratorium was issued to help protect people who had lost income due to COVID19 only, so evictions continued through the pandemic, even accelerating in some areas in Ohio. While the inaction of the federal government to extend the moratorium will have disastrous effects for families in Cincinnati, especially Black families, it also signals the end of COVID19 federal housing protections; however, aid is still available at https://513relief.org/.

In addition to ensuring families who lost income due to COVID19 could stay in their homes, the moratorium encouraged landlords and tenants to work together to seek out federal aid for housing costs. Unfortunately, with the expiration of the moratorium, federal aid earmarked for Cincinnati may go unspent. This is a great loss of value, wealth, and potential for Cincinnati.

Essentially, with the moratorium expired, the loss of income from COVID19 will no longer be a valid defence in eviction court. While claims of a worker shortage seem to contradict the experience of people looking for work, without a livable wage, minimum wage earners, mostly in their 30's with children, are unable to afford a 2-bedroom apartment while working full time. Evictions are more likely to be filed on Black residents due to racism and systemic housing barriers presented to Black Cincinnatians - the same barriers that privileged white Cincinnatians for generations. Most importantly, since the pandemic hit Black families the hardest, economically and otherwise, allowing the moratorium to expire will cause immeasurable pain and suffering in Black communities by accelerating displacement and increasing homelessness. Whether a family is forced to double-up, couch surf, seek shelter, or live in dangerous places, homelessness has dire consequences for children in school, health and safety, and community stability. Eviction creates additional barriers, as records follow people throughout their lifetime, making housing even more difficult to obtain. Eviction pushes people further into poverty, and without strong tenant protections, our community is at risk.

We urge all of our elected officials to strengthen tenant protections by extending the eviction moratorium, and by creating Pay-to-Stay protections, sealing eviction records, and ensuring just-cause eviction policies, among other tenant protections. Housing protections, in addition to livable wages and affordable housing, are how we can eradicate homelessness in Cincinnati.
Housing is a human right. Even before the pandemic hit, we were in the midst of a housing crisis, where half of all of the Black families in Hamilton County were housing cost burdened, spending more than 30% of their income on housing. COVID19 has accelerated the disparity between Black and white Cincinnatians, and the eviction moratorium expiration will have long-lasting effects on our community. For far too long, our member organizations have been providing life-saving services, but now it is time for our elected officials to fully support the affordable housing trust fund and require property-owners to respect the rights of all of our neighbors.

If you'd like to learn more about the housing crisis and homelessness, please engage in our public education program with a Speaker, Tour, or Training: https://cincihomeless.org/about/education/, subscribe to our email lists on our webpage, and pick up a Streetvibes newspaper from a community distributor. Join the Homeless Coalition as an individual or organization today.
Eviction protections are necessary to stop homelessness. Cincinnati is far behind our peer cities in ensuring everyone has access to just-cause evictions, pay-to-stay protections, rent control, and a housing court, made up of tenants and landlords. No one should be thrust into homelessness during a pandemic, especially when reports have shown that evictions lead to death from COVID19. Take a few moments to listen to this local story from WVXU and join us during our monthly Membership Meeting tomorrow to learn more.

"It's kinda heartbreaking because I'm three months pregnant, and I got a 3-year-old and 6-year-old. And I have no idea where we're going to go."
When Hamilton County Sheriff's deputies show up to Dajuna Willis' two-bedroom apartment in Avondale Wednesday, she and her two daughters will load their belongings into a 2006 Ford Focus. It'll be their home for the foreseeable future. She’s being evicted.
Despite federal eviction moratoriums, hundreds of people are still facing eviction in Hamilton County every month.
Why Aren't Courts Acknowledging The CDC Eviction Moratorium?
During much of the pandemic, a CDC moratorium protected people from being evicted if they'd fallen behind because of COVID-19. There were income restrictions and it was limited to people who tried to get help to repay back rent.
But the impact of the moratorium may never be known in its entirety. Legal Aid Managing Attorney Nick DiNardo says tenants were not legally obligated to take their landlords to court to fight evictions. They only had to verbally tell a landlord they were protected under the moratorium.
In January, there were 762 eviction cases in Hamilton County. The court dismissed or accepted the moratorium in 59 of those cases. In late spring, the courts stopped recognizing the eviction moratorium for about six weeks while it was being legally challenged. Hundreds of evictions went through during that time...

How Did We Get Where We Are And Where Do We Seem To Be Headed? An Attempt To Make Sense Out Of Current Events In The U.S.
by Bill Woods for StreetVibes 8.10.21

Where does this country seem to be headed? Normally journalists face enough of a job just sorting out the facts and telling a coherent story about current events. Sometimes, however, it seems important to analyze past and present trends in order to see where they appear to be taking us. The current situation in the U.S. is a time that seems to call for this approach.

Our students are getting ready for back to school! Our partners at Over-the-Rhine Community Housing and Erlanger-Elsmere Independent School District stopped by our office yesterday to stock up on essential resources. Back to school season is the time of year when we supply the most resources to children experiencing homelessness in our community. Help us make sure the children we serve have a great school year by giving now at upspring.org/give 💛

The Delta variant of the virus that causes COVID-19 is surging in the United States. New data show Delta is different than past versions of the virus; it is much more contagious. While rare, some vaccinated people can get Delta in a breakthrough infection and may be contagious.

Unvaccinated people: get vaccinated and wear a mask until you do.

Everyone in areas of substantial or high transmission should wear a mask, even if they are vaccinated.

Child poverty concerns:

"A new study shows the coronavirus pandemic erased gains against child poverty and family stability, among other indicators of child wellbeing in the state.

Children’s Defense Fund-Ohio’s annual “kids count” profile used 16 wellbeing categories in the areas of health care, safety, homes and communities, finance and education, which leaders of CDF say show areas of weakness and opportunity in the state.

Some of the data is from before the start of the pandemic, but the study combines data from before and during the pandemic to come up with recommendations.

Child poverty, for example, had gone down to 18.1% before the pandemic hit, but with unemployment ballooning to 8.1%, the study found that the decline was all but erased.

“These measure have likely worsened due to the crippling impact of the COVID-19 pandemic for many families and communities who were on an upward trajectory prior to COVID-19,” the CDF-Ohio said in a statement announcing the findings."

Earlier this month, we held an equity training with Northwest Local School District at the National Underground Railroad Freedom Center. Training school staff in equity practices is part of our Peaceful Solutions program, which works to reduce the use of ‘Zero Tolerance’ policies in schools.

Students who are suspended and expelled are less likely to graduate from high school, attend college, succeed in careers, and achieve long-term economic stability. Low income, racially diverse, and young girls are the most at-risk of being negatively affected.

Peaceful Solutions’ goal is to eliminate this outcome - providing teachers with game-changing support in the classroom and working with students 1:1 to identify the root cause of perceived negative behaviors.

Thanks to Direct Relief for highlighting the impact of our Charitable Pharmacy!💊

"Most pharmacies charge for prescription drugs and, unlike hospital emergency rooms, “if you don’t have the money, you get turned away,” said Rusty Curington, the Director of Pharmacy at St. Vincent de Paul Charitable Pharmacy (SVDP) in Cincinnati, Ohio. For some patients, “It’s the choice between I’m going to pay my rent…or I’m going to take my drugs,” he said.

Curington works at one of a few hundred charitable pharmacies across the U.S. These pharmacies, which are members of the National Association of Free and Charitable Clinics, provide medication for free to patients who are low-income or uninsured. “I have people who drive an hour to pick up their meds because it’s cheaper than paying for the pharmacy that’s within five minutes,” he said."
