Highlights

As Canada's 44th General Election begins, CRRU will be providing more resources to help a variety of Canadians understand, interpret and decode child care in the upcoming federal election. Our new Issue file Federal Election 2021 will be updated regularly with party platforms (Conservative, Liberal and NDP), advocacy positions, media, commentary, and other relevant information as it becomes available. 

Saskatchewan is the latest province to reach an agreement with the federal government on the Canada-wide funding - see new additions to CRRU Issue file Building a Canada-wide early learning and child care system. In addition to the seven provinces and one territory that have come to agreements with the federal government on the Canada-wide fund announced in the 2021 federal budget, New Brunswick, Alberta, Nunavut and the Northwest Territories have recently come to agreements regarding the use of federal funding under the 2017 Multilateral Framework on ELCC.

Momentum is building for a Canada-wide child-care system. Let’s keep it going

In this brief commentary, authors Lisa Lalande and Sara Ditta draw on a recent Century Initiative report that examined Canada's early learning and child care system. The authors highlight that with eight Canada-wide agreements signed it is high time to build and continue with the momentum that exists regardless of the outcome of the federal election. The authors note that child care can no longer be seen as a partisan issue or a "nice-to-have” option, rather, child care should be looked at as an essential and core public service which contributes to the well-being of Canadian families and long-term social and economic prosperity.

Fostering equitable access to quality preschool education in India: Challenges and opportunities
International Journal of Child Care and Education Policy, August 2021
According to the 2010 Lancet Series on Advancing Early Childhood Development, children who are living in low- and middle-income countries, such as India, are not reaching their developmental potential. This study investigates the impact of equitable access to quality child care in India. The authors suggest increased budget allocations to preschool education, workforce strategies, and using technology to monitor government programs as methods to enhance quality and access to early childhood programs.

How do caregiving responsibilities affect women’s work–family spillovers over the life course? 
Journal of Family Issues, 12 August 2021
This study investigates the connections between caregiving and women’s positive and negative work-family spillover over their life course in the United States. The findings recognize that caregiving is a life-long process which can negatively impact work-family/family-work spillover for women. The authors suggest that leave and financial policies regarding work-life balance should be more robust to support those who provide child and elder care.

Fathers matter: Intra-household responsibilities and children's wellbeing during the COVID-19 lockdown in Italy

This study explores the potential impact of parental household responsibilities on parents’ perceptions of their children's well-being and home learning during COVID-19 lockdowns in Italy. The study notes that increased father involvement in child care and home learning is associated with greater rates of children's well-being. Noticeably, the study recognizes that home learning experiences of children do not depend entirely on which parent oversees schooling, rather, on the activities facilitated by teachers.

This annual report highlights progress towards commitments in the 2020-2023 Government of Alberta Strategic Plan, including the goal of supporting children and families through accessible, affordable and quality child care. The analysis consists of policy strategies and their outcomes in multiple areas including space creation, child care subsidies, workforce development and legislative review.
