OPEN LETTER: August 4, 2021
Dear Ontario Veterinarians, Re: Equality for all Veterinarians in Ontario, Publicly Funded or Privately Owned Clinics.
If you already possess immunity from CVO you don't need to read this: As a member of the public who has been exposed to how your regulatory body operates to supposedly "protect the public", I would like to reach out to all of you as I feel that those of you who work in private practice and have made a mistake have been judged too harshly, while OVC veterinarians get off scot free after making multiple math errors leading to major dosing errors on each and every treatment for my dog, who was deemed to have 'failed to respond to treatment' and had to be euthanized. And that was just the tip of the iceberg. This is not a 'just' system. You note for your self that veterinary profession is facing rapid changes in several areas. You want to do your best but you are not equally treated by your regulatory body, you are under supported, practise in fear and endure tremendous stress that makes you prone to mistakes. If you voice your opinion, you become target for CVO to do what they see fit to you. I believe in honesty, admitting mistakes, learning from mistakes and ensuring that the same mistakes do not happen again. This is what your vision should be as a licensed veterinarian and this is what the CVO mandate should be in protecting the public. I will always advocate for this. I can also tell you that in comparison to OVC, it is obvious by public record that you have been punished far too severely for your mistakes. I can and will attest to this and I am willing to go public with my documented information (OVC medical records, specifically the Omnicell drug dispensary and the invoice, which both showed 3 different volumes of Lasix drawn for supposedly 4 injections, all under-dosed, and an over three times overdose of Butorphanol - all clearly documented and either missed or ignored by two complaints committees of CVO). I requested CVO to conduct a full investigation of OVC medical records, and they completely missed the errors. When you look at the records, it’s obvious that these were unmissable errors. Or perhaps, they never looked in the first place. Instead of looking at the records, they depended on the self-serving statement made by the OVC supervisor, who later admitted he saw the errors, yet hid them from me and from the CVO, in response to an inquiry from me, and in response to my complaint to the CVO. This letter of multiple untruths is all the CVO read in their investigation. The second time, when I put forward my complaint against CVO members of the “Complaints Committee”, and I clearly pointed out the OVC medical records documenting all the errors that led to the death of my dog, they twisted the story and ACCUSED ME of abuse of process, and dismissed the complaint. This is the honest truth, and I have all the proof. Sadly, these are the same people that judge YOU and YOUR COLLEAGUES. It appears that non-OVC vets will be punished severely for any complaint, made especially gross when CVO fabricates false complaints. Have you seen how the penalties have increased over the last years? Do you know the maximum financial penalty allowable by CVO? It may be worth finding out, as the cost of their maximum plus the cost to you of being banished from your business +/- personal property can become financially and emotionally ruinous. The Registrar of the CVO cannot be allowed to have this much power. What has changed to allow this to occur more and more frequently over the past few years? In most instances, it appears from the public record that you are allowed to plead guilty for $10- 20,000, or should you be foolish enough to try to defend yourself, be found guilty for $100,000's. You see, the CVO never loses, they made the rules so only you lose. It is as if the CVO never makes a mistake. But my case shows that they do make mistakes. And if not mistakes, then intentional cover-ups. If they were true to their mandate, rather than being power mongers, it would perhaps be a fair game, but you simply cannot be allowed to win. The CVO game is to crush the vet. Except for OVC and themselves, of course. When you are found guilty, you will be posted for all to see, to humiliate you, in order to intimidate all others. This method of intimidation is taken directly from Genghis Khan, putting the skulls of the enemy on posts to keep the rest in line. This is particularly wicked at a time of unprecedented extreme levels of stress, anxiety and suicide for veterinarians. Young associates live in fear of the CVO, you know this to be true. You may even end up in the newspapers as the CVO registrar adds her zesty sauce to veterinarian stew, abuses her position to maliciously add to your public disgrace. This is public information, available to you all, Google her name and the Toronto Star. Judge for yourself – right or wrong? This could happen to any one of you. Grossly excessive punishment, fabricated complaints, and public humiliation does not protect the public. This is destroying good, hard[1]working people until there is no one left to do the job of caring for the animals. There is a severe pattern of cover up and corruption from the highest levels, power hungry people who have done their best to make themselves untouchable, and intimidate the group they oversee. Further, note another important fact: CVO requests all supporting documents from veterinarians in a complaints case. What vet would refuse to provide the requested documents? Who would dare?
Well, the OVC vets did not provide what CVO specifically requested, actually refused, but the CVO proceeded with the investigation into a documented narcotic overdose without the narcotic log from OVC. OVC also never provided the list of staff present at the time of my dog Maza's hospitalization. Who gets away with this behaviour? The OVC does, with CVO's blessings. Standards of care that you must follow do not apply to OVC veterinarians who dictate rules to CVO as it suits them to protect their prestige of being the best. Far from it! I never once wanted punishment for anyone. All I wanted is that they admit to their (documented) mistakes, learn from their mistakes, that changes be made. But CVO could not accomplish this. I only wish that no one else has to endure the pain that I have endured since 2017 and continue to live with. Given all this factually supported evidence, OVC was issued accreditation certificate. Would you be issued one too if you did this I wonder? Of course not! I have reached out to vets who had been punished by the CVO, and I also reached out to other veterinarians that work under extreme pressure each and every day, in fear of doing the wrong thing after seeing what is done to their colleagues. During my research to get to the truth of my case (what should have been done by CVO), I reached out to hundreds of veterinarians all over Ontario. More than 90 percent of them were afraid to speak to me. They are terrified of what their regulatory body might do to them if they give me their honest opinion on what transpired in my dog Maza's case. They are afraid. And I was not reaching out to punish anyone, I simply wanted changes within this diseased system CVO has in place, I want future generations of good vets to feel supported and confident in their roles instead of going to work in fear. In my opinion, the top and Jan Robinson’s closely knit crew need to be replaced from their roles. Do you know who they are accountable to? Are they truly untouchable? What is the mechanism for change? Clearly they are not working for anyone but themselves. Major changes need to be implemented so that all Ontario Veterinarians are treated equally, learn from their mistakes and strive to do better. I know you may be scared to complain but not speaking up is not going to change anything. It will only continue to get worse for everyone. You know this. No one learns anything by excessive punishment, public humiliation, creation of a fearful working environment, and having vast amounts of money taken from them. This only leads to disgust, resentment, more stress and fear. This leads to more vets leaving practice, thus even more stress for those of you remaining. Where does this money go, do you not wonder? It is an awful lot of money. What is the decision making process? You all have a right to know As a member of the public, I personally believe that I need protection from the CVO, not the veterinarians that for the most part want to do what is best for the patients. I support you in every way and am willing to speak up on your behalf if you would be interested to reach out. As I will not accept that big institutions get to hide glaring documented facts in order to protect themselves, a complaint to the office of the Ombudsman was accepted and in the process of investigation as of June 29, 2021. I am also starting a petition with respect to a better suited candidate for the top position, strongly consider changes to the legal representation who are intimately involved with all these decisions for the CVO , major changes to take effect within CVO to promote education to those that make mistakes, ensure that they feel supported and comfortable in providing care. I want changes within their organization, changes that promote learning and ensure better future veterinarians to come. I kindly ask for your support and look forward to hearing back with your signatures, ideas, thoughts, or just to hear from you. Further, I am attaching my OVC medical records, specifically the Omnicell drug dispensary and the invoice for full disclosure of my factual yet sad story for you to be the judge if the severity of your punishment or your colleagues was too harsh in comparison to zero repercussions or improvement strategies in my case, regarding the OVC. Or, perhaps, you all can work together within this existing group, your group of practice owners, to get to the bottom of the rot at the CVO. The CVO is changing the Veterinary Act and this will affect all practitioners your site warns. Are you part of this decision making process or is the CVO directly making changes on your behalf, on behalf of the public? Please, do not ignore what has been occurring all around you and your colleagues. You said it your self that you are facing challenges within your profession. Why not work on improvements?
