Newtown Residents' Association Submission:
Government Policy Statement on
Housing and Urban Development

At the last meeting of the Association it was agreed that we would make a submission to Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (HUD) on the development of the Government Policy Statement on Housing and Urban Development (GPS-HUD).

See here for more about this policy.

We made this submission on July 30th. Our message is that the overall vision and goals of this proposed Government Policy Statement align with values that we strongly agree with, but we ask that the Government makes sure that all the policies that guide housing and urban development support actions that make it possible to realise these goals. The submission is copied below.

There is a fantastic Heritage Week programme, starting at Labour Weekend.

The event which is most significant to us is Memories of Newtown's Adventure Playground 1974: An exhibition of striking photos by photographer John McWilliam, 6pm–9PM Fri 29 Oct & 10am–4pm Sat 30 Oct, at Newtown Hall - which is on the site of the original playground. See here for details.

And here are a few of the other people, places, and stories you could explore during the Wellington Heritage Week 2021:
  • Kick off the Week with the Festival Opening & Panel Discussion.
  • Rediscover the capital through one of the Historic LGBTI Rainbow Inner City Tours.
  • Take your taste buds along for a dinner and discussion at the Green Parrot with food historian David Burton.
  • Join the Home of Compassion Crèche Talk and Tour: starting at Pukeahu Education Centre, 18 Buckle Street (Pukeahu Memorial Park)
  • See how transport has shaped our city on a Transport History walking tour of the CBD - moving through time, tracing tracks, trams, and trains.
It might seem that Labour Weekend is a long way off, but events can be booked out quickly. Bookings are already open to subscribers and will open to everyone on Monday August 16th - see  https://wellingtonheritageweek.co.nz/
Heritage Buildings Places and Objects

Wellington City Council has a list of heritage sites, and is asking communities if there are others not currently on the list that should be added to the next District Plan.

WCC says: "As the city grows and changes, taking steps to protect heritage places and objects becomes even more important, and is part of a national requirement for all councils. It is also something we can build into our District Plan, which is the blueprint for making sure our city functions well and protects the things that make it special."

See the WCC webpage to look at the current list, and for more information about nominating additional places. Do you know of places in Newtown and the surrounding area that should be added to this heritage list? Please tell us!

Notes from the July meeting

The meeting was at 7.30pm on July 19th 2021 at Newtown Hall, 71 Daniell St. The discussion covered –

 1. Responsible Dog Owner Policy

The meeting supported the motion That Newtown Residents’ Association would like to request that the responsible dog owner policy applications start at the same time as notification for licensing occurs.

2. Spatial Plan process and outcome

Considerable discussion was held about the process and outcome of the Spatial Plan consultation.  A Wellington-wide umbrella group is being formed to promote density done well, and the meeting supported the motion That the Newtown Residents Association welcome the development off Density Done Well and would like to keep in touch with this group.

3. An introduction to the development of the WCC District Plan; Government consultation on GPS-HUD.

Martin Hanley outlined the purpose and development of a District Plan. The District Plan is a City Council document, but is guided by Government policy.  The GPS-HUD, the Government’s proposal for the future of the housing and urban development system in Aotearoa New Zealand, is open for consultation till July 30th.  The meeting supported the motion That the Association put in a submission to this consultation that is reflective of the discussion at this meeting.

4. The future of the Workingmen’s Bowling Club

The meeting supported the continued mixed community use of the land and buildings.

5. Consideration of Heritage Buildings Places and Objects

There was discussion about how we could support a model of how Riddiford Street could be intensified.
