Keeping our Community and Staff Safe


The current public health and major emergency related to Covid-19 has impacted all of us.

The Regional Council of Goyder is no different. Because of the current public health and major emergency, it is necessary for Council to make some changes to the way in which it conducts its business.

When visiting Council buildings where there is public access, we require that staff and members of the community wear a mask, use the QR check in or fill in the Covid check in manually, as well as observe distancing and density requirements. There are free face masks available at both the Eudunda and Burra Council offices for public use.

We also encourage members of the public, where possible, to arrange appointments for Council services before coming in to the Council offices to ensure that we are meeting current distancing and density requirements.

During these changing times, we are constantly keeping our service delivery under review. We will keep you informed of any further changes.

August Council Meeting Debrief

 
In what was probably the shortest Council meeting on record, with Councillors again attending via Zoom the following items of interest were discussed;
 
With the recent implementation of the Planning & Design Code, Council’s Development Policy was revoked.
 
The request from the Burra Regional Art Gallery for a donation towards accommodation at Paxton Square Cottages for Judges of the Art of the Flower event was approved. You’re encouraged to attend the event scheduled for 16 September – 31 October 2021 at the Burra Regional Art Gallery
 
An overwhelming number of community committee meeting minutes were included with the Burra Community Management Committee & Robertstown & Districts Community Management Committee holding their August 2021 AGM. With Local Government Reforms imminent, Council supported Option 2 - the implementation of the Local Government Reform Commencement of the Behavioural Management Framework after the November 2022 Local Government Elections rather than Option 1 – as soon as possible.
 
After receiving an invitation from the Chair of the Dog & Cat Management Board regarding a Breeder Registration Compliance Program, Council is eager to make a submission outlining our concerns. A motion was passed to this effect and the submission will be included in the September Ordinary Council Meeting Agenda for information. Other items of interest included a Short Term Holiday Rental Accommodation Bill 2021 and South Australia’s Draft Road Safety Strategy to 2031, both of which will be addressed by Council via correspondence directly.
 
Council also supported an early ward funding request from the Hallett Bowling Club providing a $8,500 towards a new sprinkler system. The request was given immediate consideration to ensure the greens would be in a good condition moving into spring.
 
The next ordinary meeting of Council will be held on 21 September 2021.

REVEGETATION AT LEVI CREEK


Thankyou to everyone who turned out to volunteer their time with the first planting day at the Levi Creek Nature reserve at Frankton on Saturday the 10th of July 2021.

A project involving multiple organisations including Department for Environment and Water, Landscape SA, Eudunda Community Business and Tourism Association (EBBaT), Nature Foundation SA, Regional Council of Goyder as well as local farmers and residents,  is being undertaken to rehabilitate the reserves in response to long term damage caused by vehicles.

The day was a fabulous success with over 250 seedlings planted , watered in and guards placed around them. Check out the transformation photos below!

If you do not receive your notice(s), please contact the Council office on 88920100.
Due date for payment is 10/9/2021. If payments are not received by this date rates will be overdue and will attract a late fine.
If you are having difficulty paying your rates, please contact our office for a confidential discussion.
 
Did you know you can now have your rates notice sent to you by email instead of a printed notice via post?
Receiving your rates notice electronically will make it easier and more convenient for you to manage your accounts, save paper and reduce waste. Notices are sent directly to your nominated email address and are accessible on any electronic device: phone, tablet, laptop or desktop, as long as you have internet access.

To start receiving your rates notices via email:
  • Register your details on the EzyBill website https://goyder.ezybill.com.au/
  • Complete the registration form, and you will receive an activation email
  • Open the email and select to activate your account
  • Register your properties to receive any future rate notices via email

You will receive your quarterly notices via EzyBill. Overdue Notices and other Council correspondence will only be issued to your postal address, so please ensure you keep your details updated with Council.

New support for businesses, jobs & the community impacted by COVID-19.


In response to the COVID-19 pandemic and its significant impact on local businesses, community organisations, industry sectors and jobs, the South Australian Government announced the establishment of two funds to support businesses, jobs and community organisations:
*Business and Jobs Support Fund
*Community and Jobs Support Fund

COVID-19 Additional Business Support Grant
 
To be eligible for the grant, businesses must meet the following criteria, as at the start of the restriction period of 12:01am Wednesday 28 July 2021:
  
•    Be located within South Australia.
•    Have a valid and active ABN and be registered for the GST.
•    Have an Australia-wide payroll of less than $10 million in the 2019-20 financial year.
•    Operate in an eligible industry sector identified in the list of eligible ANZSIC classes
•    Must have experienced at least a 30 per cent reduction in turnover due to the restricted trading conditions over the two weeks from 28 July 2021 (the commencement date of the trading restriction) to 10 August 2021 compared to average fortnightly turnover in the June quarter 2021 (prior to restrictions).
 
Applications for the COVID-19 Additional Business Support Grant are expected to be open on 13 August 2021 and will close at 11:59pm on 17 October 2021.

Major Events Support Grant 
 
To be eligible for the grant, a business must:
  
•    Have a valid and active ABN and be registered for the GST.
•    Have an Australia-wide payroll of less than $10 million in the 2019-20 financial year.
•    Employ people in South Australia.
•    Be the organiser/operator of an event that: 
  •  commenced on or prior to 20 July 2021, and was required to be cancelled/ postponed as a result of State wide lockdown and further restrictions; or 
  • was scheduled to be held over period of State-wide lockdown or restrictions commencing 20 July 2021 up to 10 August 2021 and has been cancelled/postponed as a result of the restrictions.
•    The event was a one-off event with an approved COVID Management Plan or COVID Safe Plan catering for an event of over 1,000 combined capacity in one or across multiple locations.
•    Entities with an on-going COVID-19 Management/Safe Plan for regularly scheduled events are not eligible.
•    Have incurred a non-recoverable financial loss as a result of the cancellation or postponement of the event.
 
Applications for the Major Events Grant will open soon, and will remain open until 11:59pm, 17 October 2021.

Every October the gardeners in the Goyder region open their gates to welcome visitors from all over the state, as well as interstate in safer times.

A Covid friendly event in the fresh air means garden lovers can spend time taking in the gardens and browsing the stalls. This year there will also be workshops, gardening, art creation and food, as well as special sessions on botanical printing and creating insect hotels, not to mention cooking for kids.

Some gardens will have home-made morning teas, others will have lunch, at one you can even get a late breakfast.

Workforce of the Future – Rethinking Skills for the Jobs of Tomorrow
A National Skills Week Event

Australia’s workforce has faced extraordinary challenges over the past 18 months. Since the COVID pandemic our workforce has seen
dramatic shifts, with some jobs temporarily or permanently lost, while other sectors have seen a huge spike in demand for workers.

accelerating the uptake of digital technologies and exposed a great need across the nation for skilled digital workers.
 
Our Mining, Human Services and Digital Skills Organisation Pilots have been at the forefront of Australia’s response to the nation’s
changing workforce needs, working with their industries to rethink skills needs and find innovative solutions to meet the current,
emerging, and future workforce needs of our nation.
 
12 months on from their first National Skills Week event, members of the Skills Organisation Pilots will come together again to share
their insights and discuss the projects they are leading to respond to the skills and training needs of their industries.

Research Project - Navigating Change

 

The Plug-in is supported by Office for Ageing Well and Wellbeing SA to explore how people aged over 50 years old navigate community-wide change, with a focus on regional South Australians. The project has launched with a state-wide survey and will be followed up with a series of focus groups and interviews early next year in several locations. The findings will be used to develop guiding principles for programs that support communities through these changes. 

In this first stage, The Plug-in is looking for participants to complete an online survey which will take no longer than 10 minutes to complete. The only criterion is that people be aged 50 years or over.

Dolly's Dream Support Line


The Dolly’s Dream Support Line is a free service that connects people with fully trained mental health professionals, with no referral from a GP needed. It has been created with rural communities in mind, where easy access to mental health services is not always available.

People who are struggling can call or text 0488 881 033, a confidential line and have a conversation with someone who can help.

The Dolly’s Dream Support Line is for anyone who needs it – parents, teenagers and the general public – as often as they need it.

It’s there for people looking for someone to talk to about bullying, it’s there to help parents looking for advice, and it’s there for people who are feeling a bit isolated and need someone to talk to.

Eudunda Silo Art Project Progressing Well


The Eudunda Community, Business and Tourism Committee (ECBAT) are excited to report a steady flow of locals and visitors coming to see their Eudunda Silo Art Project taking shape.

ECBAT hope that the Silo Art will be another reason for Tourists to come to Eudunda for a visit or perhaps to stay. Certainly tourists have many things they can do in the area, and ECBAT is encouraging them to stay in our existing Light Hotel, Eudunda Motel and B&B’s such as Mouse House on Bruce, and people now have an extra choice of staying in one of the 8 Powered Caravan Park sites or do ‘Free Camping’.

Whatever way tourists come and stay, they have the opportunity to find good country food, and to explore other features of the district.

In fact Eudunda is so central to four main tourist areas, some people elect to stay in Eudunda where it is economic to do so and do ‘day trips’ to Burra, Clare or the Barossa Valley.

The silo art became possible when Eudunda through ECBAT received a Tackling Tough Times Grants to paint the Silo’s, and further funding has been obtained from the Regional Council of Goyder to construct infrastructure such as parking area, paths leading to the artwork, an elevated viewing area which will eventually be lawn and further landscaping.

Eudunda residents should be excited about all the positive things that are happening around the district.

GOYDER SACWA UPDATE


The Goyder SACWA Branch has been enjoying regular meetings through 2021 after the disruption of 2020. We meet on the Second Friday evening of every month, alternating between a meeting and activity at Robertstown Peace Hall, and a social dinner event at either Eudunda or Burra. So far in 2021 we have enjoyed dinners at White Cedars and the Royal Exchange in Burra, The Eudunda Club, and some entertaining meetings in Robertstown learning makeup tricks and tips, and how to make our own cheese.

The Goyder SACWA branch warmly invites Goyder community members to the branch events for the second half of 2021:
  • Saturday 16th October – Creativity for the Busy Mind – Resin Pouring and Mental Health tips for busy women
    We are lucky to have received funding from the Mental Health Coalition of South Australia to host a resin pouring workshop. Our president, Steph Schmidt, will also share some top mental health tips for busy women over a cuppa and some cake.
    Usually these workshops are $180pp, but with the funding we have received from the MHCSA, the cost will only be $80pp.

South Australian Drought Resilience Adoption and Innovation Hub – Regional Nodes Workshops


The South Australian Drought Resilience Adoption and Innovation Hub is preparing to conduct a series of regional roadshow workshops to identify each region’s priorities for building drought resilience.

Workshops will be held in Wudinna, Port Augusta, Loxton, Orroroo, Roseworthy and Naracoorte.

The workshops are open to anyone who is keen to contribute ideas about strategies to strengthen regional drought preparedness and resilience – at farm, industry and community levels.

The workshops will be vital in defining and co-designing the future activities of the Hub and five regional Nodes. The workshops are the most important opportunity to begin to identify the priority activities the SA Drought Hub should be delivering for the next three years.

Places on these workshops will be limited due to social distancing laws and the COVID-19 safety plan measures each of ther selected venues is in place. During each workshop hand sanitiser will be available along with appropriate food safety practices and the legal 1.5m spacing between participants. A reminder on the participant safety measures will be sent out a few days prior to each workshop to all registered participants. For this reason, registration is essential. In the event these workshops need to be postponed or cancelled due to an outbreak the content will be delivered in an alternative format.

New dates announced for Livestock Forums


Due to the impacts recent COVID-19 restrictions had on events we had to postpone our Livestock Forums that were scheduled for July.

We are excited to announce new dates for our forums that will bring industry experts together with local producers for a value-packed day exploring ways to rebuild livestock numbers.

Producers previously registered for the July forums will have their bookings automatically transferred to the new dates and will be notified via email.

If you have not already registered, you can sign up now to attend one of forums being held around the state:

‘Bring a receipt’ with your fruit Riverland rule has changed

Travellers within South Australia have long been familiar with the ‘bring a receipt’ rule when travelling into the Riverland – previously if you could show appropriate proof of purchase for your fruit and veg you could take it in with you.

To further protect Riverland growers, new changes are now in effect meaning the ‘bring a receipt’ rule is no longer recognised.

With or without a receipt, you can’t take fruit or vegetables that are at risk from fruit fly into the Riverland.

Plan your trip
Avoid a fine – pack thoughtfully. Use the quarantine bins at entry points to the Riverland, or eat any fruit and vegetables that are a fruit fly risk before reaching the Riverland.

Even better, buy when you arrive! Local shops will still be selling a full range of fruit and veg, and you’ll be supporting local businesses as well as protecting our $1.3 billion horticulture industry vulnerable to fruit fly.

Fruit and vegetables commercially brought into the Riverland have had the right treatment applied so they can be brought in for sale in the Riverland Pest Free Area. Fruit and vegetables sold outside the Riverland may not have had the right treatment applied for this region, which is why you can no longer bring them into the Riverland.

Fruit fly outbreaks in SA mean there are additional restrictions on moving fruit and vegetables around, so make sure you find out what you can’t carry with you, and other information on SA quarantine, by visiting the fruit fly website or calling the Fruit Fly Hotline on 1300 666 010.

What you can’t bring

This change applies to the fruit and vegetables at risk from fruit fly.

Some examples of what you can’t bring include:

  • Stone fruits such as apricots, peaches, nectarines, plums and cherries
  • Citrus such as oranges, lemons, limes, grapefruit and cumquats
  • Fruiting vegetables including tomatoes, capsicums, chillies, eggplant and tamarillo
  • Pome fruits such as apples, pears and quinces
  • Loquats, figs and feijoas
  • Tropical fruits such as bananas, avocados and mangoes.

What you can bring

There is some produce you can bring into the Riverland, this is because it’s not at risk of being infested by fruit fly.

Some examples include:

  • Leafy greens like lettuce, spinach and kale
  • Brassica crops like cauliflower, cabbages and broccoli
  • Onions, carrots and potatoes
  • Watermelons and pumpkins
  • Canned, frozen or cooked fruit.

What happens if you are caught with fruit and vegetables

If you are caught with fruit and vegetables that are a fruit fly risk, your produce will be seized and you may be fined.

Lifeline Connect Centre Is Now Open in Clare


Lifeline Connect is a centre for people to gain information on services available in the community.  Trained volunteers can offer information on a range of services and are available from 9 am - 5 pm Monday to Thursday. The volunteers not only provide information but act as a low key 'triage' for service delivery agencies. An extensive database of service providers gives up to date information on services, programs and deliverers. This service is available to all residents in the Goyder region.

The centre also caters for training groups and workshops. All workshops are open to the public and free of charge.

On-farm Emergency Water Infrastructure Rebate Scheme

South Australian primary producers in drought affected areas can now apply for a new funding round of the On-farm Emergency Water Infrastructure Rebate Scheme.

Round 3 (2021–22)

You may be eligible for a rebate of 25% (maximum $25,000 ex GST) for the cost of purchasing and installing new on-farm water infrastructure for livestock and permanent horticulture that:

  • addresses animal welfare needs during periods of drought
  • assists primary producers to be more resilient for future droughts by protecting permanent horticulture assets.

The maximum rebate of $25,000 is available per business enterprise across rounds 1 to 3 of this scheme and includes previous applications to the On-Farm

Open for applications — Future Drought Fund - Drought Resilience Innovation Expression of Interest (EOI) and Grants Program

The Australian Government is inviting Expression of Interest applications via an open competitive process for grants under the Future Drought Fund - Drought Resilience Innovation Expression of Interest (EOI) and Grants Program from 29 July 2021 to 8 September 2021.
These grants will support innovative projects that equip farmers and agricultural-dependent communities and businesses with the tools and capacity to adapt, reorganise, transition and/or transform in preparation for drought conditions.
Applications close at 9:00 pm AEST on Wednesday 8 September 2021.

South Australian History Fund (SAHF) 2021-22


The South Australian History Fund (SAHF) is an annual grant program offered by The History Trust of South Australia for projects, research or publications that contribute to the knowledge, understanding and sharing of South Australia’s rich history.

Each year the SAHF provides up to $5,000 to communities, organisations and individuals from a total grant fund of $70,000 to undertake:
  • community focused projects that help to explore aspects of South Australian history, making it accessible to local and global audiences
  • publication of both academic histories and popular forms of historical writing and presentation - including digital and online platforms

Bite-sized Grants program now open
 
Not-for-profit community groups can apply for between $200 and $1000 to fund small or short-term projects, thanks to the Northern and Yorke Landscape Board’s Bite-sized Grants program.
 
Our 2021-2022 round opens today and is available throughout the year – or until allocated funds are exhausted - for activities such as weed control, revegetation projects and pest animal control. This year’s total funding pool is $30,000.

FRRR Tackling Tough Times Together The Tackling Tough Times Together (TTTT) program is designed to provide flexible funding to support community-based activities in drought-affected regions that both help to relieve current stressors and symptoms, and most importantly, build capacity and resilience for the future.

What can be funded?
• Delivering activities, programs and services (including experiences for school children such as camps)
• Purchasing or hiring equipment and materials
• Community infrastructure projects
• Art, drama and creative expression projects to assist people to creatively express their experiences, which are otherwise limited due to the drought
• Operational and administrative costs associated with your project will be considered. (including wages or paying for overhead costs)

Nutrien Ag Solutions Community Grants Program


Nutrien Ag Solutions is partnering with FRRR to invest across Australia in charitable projects that will contribute to the success, vibrancy and wellbeing of remote, rural and regional communities. By partnering with FRRR to provide funding for meaningful community projects.

What can be funded?

A broad range of charitable projects are considered under this program, including:
  •  Delivering, or providing activities, events, programs and services
  •  Purchasing or hiring equipment and materials
  •  Community infrastructure projects such as community facility upgrades
  •  Organisational capacity building such as strategic planning; and
  •  Developing community resources such as volunteer programs,   community gardens or providing access to training and skills development
This grant is open to all communities in remote, rural and regional Australia.

Applications open: 3 August 2021
Applications close: 3 September 2021
Announced: October 2021

Farming life is full of uncertainty and unpredictability. Psychological Flexibility helps us to adapt our behaviours and choose to do what matters, even when it’s tough. We might not always be able to choose what happens to us, we don’t have control over when it rains or what the sheep prices do, but we do have control over the choices we make every day. ACT for Ag helps put in place the building blocks of resilience and wellbeing, to learn to do what matters and respond with flexibility, to learn to thrive in adversity.In building your skills in psychological flexibility you will:
   
Notice and observe your own experiences


Unhook from challenging and uncomfortable thoughts and feelings

Take the steps that move you towards what’s most important to you. 
 
Throughout the program you will also explore your own personal values, defining how you want to show up as a person, even during the tough times.
From the framework, you will gain a new perspective that you can also introduce to others when they may be struggling in difficult situations. 
ACT for Ag is based on Acceptance and Commitment Training, previous research has shown that this training can help people to:
  • reduce the impact of difficult thoughts and feelings on well-being, behaviour and performance;
  • untangle from work related worry and rumination away from work
  • build their personal resilience, enabling an alternative response to stressful situations,
  • improve their ability to live in the present moment (rather than being excessively entangled in thoughts about the past or future),
  • improve their focus and concentration,
  • improve their personal reactions to the experience of organisational change recognise the choice over the actions available in different areas of their lives.

Clare Valley grape growers, graziers and landholders that rely on water for their livelihoods can help shape future water use at a forum on Wednesday, 8 September 2021.

Hosted by the Northern and Yorke Landscape Board, the ‘Working together for water sustainability’ forum will be held at The Valleys Lifestyle Centre in Clare from 9am to 1pm.

The forum is designed to bring business owners, landholders and the community up-to-speed about the latest water trends and what these mean for future demands on this vital resource.
