Willamette Intake Facilities Commission

In 2018, the Willamette Intake Facilities (WIF) Commission was established among Tualatin Valley Water District and the cities of Hillsboro, Beaverton, Sherwood, Tigard and Wilsonville.

The WIF system includes the fish screens, intake pipe, caisson, pump station building, and other jointly owned equipment in or near the Willamette River at the existing Willamette River Water Treatment Plant (WRWTP) in Wilsonville.

The WIF Commission Mission is to responsibly secure a safe and reliable Willamette River drinking water supply for our communities.

The WIF Commission is responsible for oversight of the construction, management, and operation of the WIF system in a prudent, economic, and efficient manner to:

  • Provide water to the existing WRWTP and the anticipated Willamette Water Supply System Water Treatment Plant,
  • Preserve and protect the water rights of the WIF Commission member agencies,
  • Support the functioning of the WIF system as a regional benefit and the foundation of current and future water systems, and
  • Support WIF Commission member agencies’ commitment to watershed planning and management.

The WIF Commission recently adopted a Strategic Framework that includes Mission, Vision, Values, and Goals. The Strategic Framework also includes “pillars” that support the mission and values. These pillars include:

Water Quality Protection
We engage in addressing existing, emerging and potential risks that may impact water quality at the intake facility ahead of treatment.
Water Supply Stewardship
We pursue access to reliable water supply to meet the needs of the region and participating agencies.
Effective WIF Operations
We are dedicated to effective utility management to deliver consistent operations and quality service to our communities.

The Mission, Vision, Values and Goals will guide the Commission in setting priorities and steer planning for future work. The document will be reviewed and evaluated routinely; the goals will be updated as the WIF Commission’s role evolves and as goals are accomplished. The report will also function as a community and stakeholder outreach tool to communicate the purpose and identity of the WIF Commission as a critical component in our regional water supply systems.

Looking to the Future
The WIF Commission was established to address the immediate WIF construction and start-up needs, and also to look to the future and secure multi-agency collaboration to support the resiliency and vitality of the Willamette River as a drinking water source.
