REGISTER TODAY FOR THE 2021 IARF LEADERSHIP CONFERENCE
On September 16th and 17th, IARF will host an in-person conference and expo at the Bloomington-Normal Marriott Hotel & Conference Center. This leadership event has been focused and engineered for organizational leadership teams. Our goal with the leadership conference format is to provide an opportunity for agency leadership teams to reconnect with each other and colleagues from around the state to learn from one another and share best practices together, in-person. The conference will feature keynote insights with Leslie Crutchfield and Dr. Pascal Losambe, success sessions that build on themes of organizational recovery, change/transformation, and resilience, and mind meld sessions to process and internalize the knowledge shared through facilitated discussions.  In addition, the event will include an exhibit hall where attendees can connect with vendors to check out the latest products and information available to providers and networking opportunities throughout the event! ADMINISTRATION ANNOUNCES PRE-K-12/LTC MASKING MANDATE
Earlier this week the Association informed members that Governor Pritzker has initiated a masking mandate for Pre-K-12 schools and long-term care settings, with a vaccine mandate for public employees working in public LTC facilities.  Members can find our update on our website, and we can also expect further guidance/clarification from DHS on this matter. AUGUST IS #ABLEtoSave MONTH
The Illinois Council on Developmental Disabilities (ICDD) is sharing information about a month-long #ABLEtoSave Campaign happening in August. #ABLEtoSave is a month-long grassroots education and outreach campaign taking place through August 2021. This national campaign explains and explores th opportunities provided by the ABLE Act Legislation of 2014 and is spearheaded by the ABLE National Resource Center (ABLE NRC) in collaboration with Center’s 25+ national disability organizations, state ABLE programs, financial institutions and other ABLE-related stakeholders.
 
The #ABLEtoSave 2021 national campaign will include a diverse set of engaging activities, new resources and strategies in order to maximize reach. ABLE account owners, family members and ABLE subject matter experts will engage in live panel discussions, podcasts, blogs, American Sign Language (ASL) video blogs, and highlight the resources available on ABLE NRC’s comprehensive website. All live events will have CART captioning services and ASL interpreting provided. IARF I/DD COMMITTEE CONTINUES SERIES OF ADULTS W/DD WAIVER AMENDMENT FEEDBACK SESSIONS
The I/DD Committee will host two more member feedback sessions on the recently filed Adults with Developmental Disabilities waiver amendment next week. With formal comments on the amendment due August 18th, these sessions will guide the final comments the Association will file with HFS.  DHS and HFS have performed extensive work to prepare the draft amendment and will be working under a tight timeframe to process stakeholder feedback into any possible waiver amendment revisions.  While the Administration is working towards a January 1, 2022 implementation date, the state is subject to the Q&A and pace of review/approval by federal CMS.  Thanks to all members that have submitted feedback to-date! DHS-DDD OUTLINES PROJECTED GUIDEHOUSE IMPLEMENTATION TIMELINE
The Guidehouse Developmental Disability Services Rate Study was released in December 2020.  IDHS and DDD reviewed the recommendations and, after consultation with the Governor’s Office and the Governor’s Office of Management and Budget, determined that Guidehouse priorities would need to be completed on a multi-year schedule.  The Division has developed a projected timeline for the implementation of the Guidehouse rate study recommendations.  Please note there are significant variables that could impact the projected timeline including appropriations from the Illinois General Assembly based on state revenues and other budgetary demands, federal approvals, other DDD budgetary priorities, and program implementation. NASDDDS FORMALLY CALLS FOR REPEAL OF 14C
This past Tuesday, the National Association of State Directors of Developmental Disabilities Services (NASDDDS) issued an official position calling for the repeal of Section 14(c) of the Fair Labor Standards Act. NASDDDS’ position statement focuses on the importance of providing fair compensation, at or over minimum wage, to individuals with disabilities. NASDDDS recommends federal action to repeal Section 14(c) of the FLSA, which authorizes employers to pay subminimum wages to workers with disabilities. The full statement can be read HERE. The MAC met this morning from 10:00 am – noon for a series of updates on topics including:
  • HFS Executive Report;
  • ARPA HCBS Spending;
  • Healthcare Transformation;
  • Enrollment & Eligibility;
  • Waiver/SPA Changes;

ADMINISTRATION FOR COMMUNITY LIVING EMPLOYMENT GRANT OPPORTUNITY
The Administration for Community Living (ACL) has announced an employment grant opportunity. The Community Collaborations for Employment Program project will fund broad stakeholder collaborations in select communities that will work to increase the capacity of those communities to provide transition services and facilitate improved transition activities between schools and the communities for individuals with ID/DD. Providers with capacity and a desire to assist individuals with I/DD to obtain and sustain CIE, advance education and participate more fully in their communities, to apply. U.S. SENATE MOVES ON BI-PARTISAN ‘HARD’ INFRASTRUCTURE BILL
Work in the U.S. Senate continues on the amendment process towards passage of what is expected to be a large, bipartisan ‘hard’ infrastructure bill. Formal weekend work is expected as the amendatory process runs into some hitches.  How the House will proceed after assumed Senate passage is unsure, but the politics of the debt ceiling and a follow-up reconciliation bill to include health spending (including the much advocated for $400 billion for caregiving and HCBS) will come into play. 
 
IARF remains committed to ensuring President Biden’s $400 billion caregiving and HCBS request and the spirit of the Better Care Better Jobs Act are included in the reconciliation package, and we thank the offices of Senators Duckworth and Durbin, as well as Congresspersons Schakowsky, Kelly, Garcia, Rush, Newman, Underwood, and Danny Davis for cosponsoring the legislation. UIC PERSON-CENTERED PLANNING SURVEY
The Division of Developmental Disabilities is working with the University of Illinois at Chicago (UIC) to improve the person-centered planning process and expand capacity for services through the Adult Home and Community Based Services Waiver in Illinois. UIC has released a survey to help better understand gaps and strengths in the person-centered planning process through a variety of stakeholder perspectives in order to improve the process. They are interested in hearing from people receiving services, families, community organizations, ISCs and all other interested stakeholders.  The survey is open until August 15, 2021. UPDATE ON MH/DD CODE SEX EDUCATION REQUIREMENTS
As you recall, the Mental Health/Developmental Disabilities Code was amended to require access to sex education, related resources and treatment planning for all persons admitted to a developmental disability facility and receiving habilitation services.  DDD along with the Illinois Guardianship and Advocacy’s Human Rights Authority established a workgroup which has taken the lead in developing resources to assist in implementing the intent of this legislation.  While the past year and a half’s events made this a less than ideal time to roll this out to our provider organizations, the Sex Education Workgroup continued to meet on a regular basis.  Much work and guidance has been produced and can be found on the DDD website
 
A Train the Trainer Curriculum for Sexuality Education has been created and Modules 1 and 2 are posted on the IDHS DDD Provider Training page.  Additionally, the Division will be offering a training on September 9, 2021 from 1:00 – 3:00 but details to register have not yet been released. ICDD WEBINAR: STATE OF ILLINOIS LEGISLATION & POLICY UPDATES
On August 8th from 1:00 – 3:00 pm the Illinois Council on Developmental Disabilities will host the State of Illinois Legislation & Policy Updates webinar with Phil Milsk. This webinar will provide attendees with an overview of legislation in the 2021 Illinois General Assembly that is relevant to the Developmental Disability community in Illinois. ILLINOIS LAUNCHES SITE TO SHARE VACCINATION DATA IN LONG-TERM CARE FACILITIES
The Illinois Department of Public Health announced this week that COVID-19 vaccination data for both residents and staff in long-term care (LTC) facilities is now available on the IDPH website. Given that LTC facilities have experienced a significant portion of COVID-19 deaths, particularly early in pandemic, this resource will be critical for tracking COVID-19 vaccinations for both staff and residents in facilities across state. We note that as this data is pulled from the CDC, it does not include ICFDD settings. (Contact: Luis Andrade)
 

ILLINOIS ANNOUNCES $100K ‘ALL IN FOR THE WIN’ WINNERS IN MACON COUNTY, SCHAUMBURG, SPRINGFIELD
The fourth $100,000 Monday drawing as part of the state's ‘All In for the Win' vaccine lottery has taken place, and three winners have been chosen. The winners of the August 2nd drawing are from the following locations across Illinois:
 
• $100,000 cash prize: Macon County
• $100,000 cash prize: Schaumburg
• $100,000 cash prize: Springfield
 
Over the last week, the state's vaccination rate has been on the rise. The seven-day average this week has increased to 27,400 vaccinations per day, compared to 18,400 per day last week — a 49% increase week over week. For more information on the prizes and schedule of the ‘All In for the Win’ vaccine lottery, visit allin.illinois.gov.
