Vietnam Administration of HIV/AIDS Control (VAAC) guides the medical examination and provision of drugs to HIV patients during the COVID-19 pandemic

On August 24, 2021, VAAC issued Official Letter 644/AIDS-DT on medical examination and provision of drugs to HIV/AIDS patients during the COVID-19 pandemic. Accordingly, VAAC requested the Provincial Departments of Health, based on the COVID-19 epidemic situation in their localities, to direct relevant units to provide medical examination, ARV drugs, and other drugs for the treatment of opportunistic infections and co-infections to HIV patients. VAAC also provides specific instructions for scenarios where (1) health facilities temporarily suspend medical examination and treatment due to lockdown, medical quarantine and isolation, social distancing, or performing COVID prevention and control tasks; (2) HIV patients cannot visit health facilities for medical examination and getting drugs. Cục Phòng chống HIV/AIDS hướng dẫn khám, cấp thuốc cho người bệnh HIV/AIDS trong tình hình dịch COVID-19

Ngày 24/8/2021, Cục Phòng chống HIV/AIDS ban hành Công văn 644/AIDS-DT về việc khám, cấp thuốc cho người bệnh HIV/AIDS trong tình hình dịch COVID-19. Theo đó, Cục Phòng, chống HIV/AIDS đề nghị Sở Y tế tỉnh, thành phố căn cứ tình hình dịch COVID-19 tại địa phương, chỉ đạo các đơn vị liên quan thực hiện khám, cấp thuốc ARV, thuốc điều trị và điều trị dự phòng bệnh, nhiễm trùng cơ hội, bệnh đồng nhiễm cho người bệnh HIV/AIDS. Đặc biệt, trong Công văn, Cục Phòng chống HIV/AIDS hướng dẫn cụ thể đối với các trường hợp (1) Cơ sở y tế (CSYT) tạm dừng khám chữa bệnh (KCB) do bị phong tỏa hoặc cách ly y tế hoặc nằm trong vùng giãn cách xã hội hoặc thực hiện nhiệm vụ phòng, chống dịch hay trường hợp (2) người bệnh HIV không thể đến CSYT để KCB và lĩnh thuốc. [Tìm hiểu thêm]
 
The Ministry of Health guides the payment of COVID-19 related medical examination and treatment costs covered by the social health insurance (SHI) fund

On August 6, 2021, the Ministry of Health (MOH) issued Official Letter 6373/BYT-BH guiding the SHI payment of COVID-19 related medical examination and treatment costs. Particularly, the Official Letter specifies the responsibilities of health facilities, patients, and social security agencies (where health facilities sign SHI contracts) regarding the cases of patients being dispensed drugs periodically for HIV or TB treatments. [Read more]

Bộ Y tế hướng dẫn thanh toán khám chữa bệnh BHYT liên quan đến dịch COVID-19

Ngày 6/8/2021, Bộ Y tế ban hành Công văn 6373/BYT-BH về việc hướng dẫn thanh toán KCB BHYT liên quan đến dịch COVID-19.  Đặc biệt, Công văn cũng quy định cụ thể trách nhiệm của CSYT, người bệnh và cơ quan BHXH (nơi ký hợp đồng KCB BHYT với CSYT) đối với trường hợp người bệnh đang được cấp phát thuốc định kỳ để điều trị HIV/AIDS hoặc điều trị bệnh lao (Điều 5 [Tìm hiểu thêm]
 
Revised  regulations on drug bidding at public health facilities are posted on the e-Government portal for comments

The Ministry of Health (MOH) is collecting comments on the draft Circular amending and supplementing some legal documents issued by the Minister of Health, posted on the e-Government portal. Apart from the amendments and supplements to other MOH’s legal documents, this draft Circular proposes the amendments and supplements to the Circular 15/2019/TT-BYT dated 11/7/2019 regulating drug bidding at public health facilities. The revision includes Clause 7, Article 1 on ARV drugs centrally procured at the national level using the SHI fund; Clause 1, Article 43 on consolidation of drug demands for drugs procured via the price negotiation method; Clause 5, Article 46 on appraisal and approval of price negotiation results, and organization for the implementation of the drug price negotiation results. [Read more]

Bộ Y tế lấy ý kiến góp ý về đề xuất sửa đổi quy định đấu thầu thuốc tại các cơ sở y tế công lập

Bộ Y tế đang lấy ý kiến góp ý tại Cổng thông tin điện tử chính phủ đối với dự thảo Thông tư sửa đổi, bổ sung một số văn bản quy phạm pháp luật do Bộ trưởng Bộ Y tế ban hành, trong đó, đề xuất sửa đổi, bổ sung một số điều của Thông tư số 15/2019/TT-BYT ngày 11/7/2019 quy định việc đấu thầu thuốc tại các cơ sở y tế công lập. Cụ thể, sửa đổi, bổ sung Khoản 7 Điều 1 liên quan đến thuốc kháng HIV được mua sắm tập trung cấp quốc gia sử dụng nguồn quỹ khám bệnh, chữa bệnh BHYT; Khoản 1 Điều 43 về tổng hợp nhu cầu sử dụng thuốc thuộc Danh mục thuốc được áp dụng hình thức đàm phán giá; Khoản 5 Điều 46 về Thẩm định, phê duyệt kết quả đàm phán giá và tổ chức thực hiện kết quả đàm phán giá thuốc. Vietnam Social Security guides SHI verification at health facilities applying capitation payment method

On August 20, 2021, Vietnam Social Security (VSS) issued Official Letter 2634/BHXH-GDĐT guiding SHI verification at health facilities applying the capitation payment method. Accordingly, VSS provides guidelines to provincial social security agencies on SHI verification at health facilities applying the capitation payment method, including (1) monitoring the indicators to evaluate the use of the capitation fund; (2) Verify the medical examination and treatment visits; (3) Verify the SHI medical examination and treatment costs; (4) Verify the assurance of the interests of the SHI cardholders. VSS also requests social security agencies of the provinces to immediately bring the arisen difficulties and problems to VSS’s attention for further guidance. [Read more]

Bảo hiểm Xã hội Việt Nam hướng dẫn thực hiện giám định BHYT tại cơ sở khám chữa bệnh thực hiện phương thức thanh toán theo định suất

Ngày 20/8/2021, Bảo hiểm Xã hội (BHXH) Việt Nam ban hành công văn số 2634/BHXH-GĐĐT hướng dẫn thực hiện công tác giám định BHYT tại cơ sở khám chữa bệnh (KCB) thực hiện phương thức thanh toán theo định suất. Theo đó BHXH Việt Nam hướng dẫn các tỉnh thực hiện công tác giám định chi phí KCB BHYT tại các cơ sở KCB thực hiện thanh toán theo định suất, gồm, (1) Giám sát các chỉ số đánh giá sử dụng quỹ định suất; (2) Giám định lượt khám chữa bệnh; (3) Giám định chi phí khám chữa bệnh BHYT; (4) Giám định việc đảm bảo quyền lợi của người có thẻ BHYT. BHXH Việt Nam cũng đề nghị BHXH các tỉnh triển khai thực hiện, kịp thời phản ánh các khó khăn vướng mắc về BHXH Việt Nam để được hướng dẫn giải quyết. [Tìm hiểu thêm]
 
Vietnam Social Security guides medical treatment and payment of medical expenses covered by the SHI fund during the COVID-19 pandemic

VSS issued Official Letter 2259/BHXH-CSYT on medical treatment and payment of medical expenses covered by the SHI fund during the COVID-19 pandemic. Accordingly, in the face of the complicated development of the Covid-19 pandemic, VSS instructed Provincial Social Security agencies in provinces imposing social distancing (following the Prime Minister’s Directive 16) to inform and guide insured patients to receive medical treatment at the most convenient health facilities in the area, regardless of their initial SHI medical examination and treatment registration. In these cases, patients still get the same SHI benefits and SHI reimbursement as getting examination and treatment at the right level of care. Patients with SHI cards are entitled to take Covid-19 diagnostic tests following the MOH’s guidance and get paid by the SHI fund or the state budget according to the regulations. [Read more]

Bảo hiểm Xã hội Việt Nam hướng dẫn KCB và thanh toán chi phí KCB BHYT giai đoạn dịch bệnh COVID-19

BHXH Việt Nam ban hành Công văn số 2259/BHXH-CSYT về việc KCB và thanh toán chi phí KCB BHYT giai đoạn dịch bệnh COVID-19. Theo đó, trước diễn biến phức tạp của dịch Covid-19, BHXH Việt Nam hướng dẫn BHXH các tỉnh, thành phố trực thuộc Trung ương, BHXH Bộ Quốc phòng, BHXH Công an nhân dân thực hiện một số nội dung như các địa phương đang giãn cách xã hội theo Chỉ thị 16 của Thủ tướng thông báo và hướng dẫn người bệnh BHYT được KCB tại cơ sở y tế thuận lợi nhất trên địa bàn, không phân biệt nơi đăng ký khám, chữa bệnh ban đầu. Theo đó, dù đi khám, chữa bệnh trái tuyến thì người tham gia BHYT vẫn được hưởng quyền lợi như các trường hợp KCB đúng tuyến. Người bệnh BHYT được làm các xét nghiệm chẩn đoán Covid-19 theo hướng dẫn của Bộ Y tế và được quỹ BHYT hoặc ngân sách Nhà nước chi trả theo quy định. [Tìm hiểu thêm]

Ho Chi Minh City establishes a COVID-19 treatment center for drug addicts

Ho Chi Minh City (HCMC) People's Committee just assigned the HCMC Department of Health to take lead in the establishment of a COVID-19 treatment area at Binh Trieu Drug Rehabilitation Facility to receive and treat F0 cases (COVID-19 positive) on opioid detoxification program that reside in Ho Chi Minh City, Dong Nai, and Binh Duong provinces. At the same time, HCMC People's Committee proposed the city’s Department of Labor, War Invalids and Social Affairs, and the Department of Health to be responsible for compiling a list of people that need COVID-19 vaccination, including officials, people on an opioid detoxification program, and HIV/AIDS patients to submit to HCMC People's Committee. [Read more]

TP.HCM lập khu điều trị COVID-19 cho người cai nghiện ma túy

UBND TP.HCM giao Sở Y tế chủ trì, thành lập Khu điều trị COVID-19 tại Cơ sở cai nghiện ma túy Bình Triệu để tiếp nhận, điều trị các F0 là học viên cai nghiện trú đóng trên địa bàn TP.HCM và tỉnh Đồng Nai, Bình Dương. Đồng thời, UBND TPHCM đề nghị Sở LĐTB&XH, Sở Y tế chịu trách nhiệm tổng hợp danh sách cần tiêm vaccine đối với cán bộ, viên chức, học viên cai nghiện, bệnh nhân HIV/AIDS trình UBND TP.HCM xem xét..
