The UN General Assembly designated August 21 as the International Day of Remembrance and Tribute to the Victims of Terrorism to commemorate and assist the victims of such actions worldwide with the goal of promoting and protecting their human rights and fundamental freedoms.
In light of the above, UNODC's Programme Office in Indonesia, in partnership with the Indonesian Witness and Victim Protection Board (LPSK), the Indonesian National Counter Terrorism Agency (BNPT) and the Peace Generation organized an online event in remembrance of the victims of terrorism in Indonesia and globally.
During the event, 2-minutes of silence were observed and remarks were made by UNODC, LPSK and BNPT. Survivors of terrorist attacks also participated in the event and shared their heartbreaking stories. To honour them and other victims of terrorism a symbolic handover of compensation was conducted and a song was tributed to the victims of terrorism by Indonesian musicians.

Featured: Virtual Workshop on Early Responses and Community-Level Interventions to Prevent Violent Radicalisation, Malaysia, 23-24 August 2021

In partnership with the Malaysian Ministry of Foreign Affairs and its Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT) and the Royal Malaysia Police (RMP), UNODC conducted a virtual workshop on "Early Responses and Community-Level Interventions to Prevent Violent Radicalization in Malaysia" from 23-24 August 2021. The two-day online workshop was a continuation of an earlier workshop on "Early Warning: Developing a Malaysian Guide on Violent Radicalisation" workshop which was held in July 2021.
The primary objective of these workshops was to explore and develop an early warning, early response (EWER) mechanism in Malaysia to detect early warning signs of violent radicalisation and carry out whole-of-society interventions, involving government, civil society organizations and community stakeholders.

Participants representing Malaysian government agencies and civil society organizations discussed the development of a hands-on and operationally useful EWER mechanism tailored to the Malaysian context and falling within its broader national plan of action on P/CVE.
These series of workshops are funded by the European Union (EU) under the STRIVE-ASIA programme to support Southeast Asian countries to strengthen their resilience to violent extremism by developing, amongst others, EWER mechanisms.

Featured: Online Consultation on Countering the Financing of Terrorism via Non-Profit Organizations in the Philippines, 5 August 2021

UNODC, in partnership with the Anti-Money Laundering Council (AMLC) of the Philippines, conducted an online consultation with various Philippine government agencies on "Countering the Financing of Terrorism via Non-Profit Organizations". The UNODC has a long-standing partnership with the AMLC to strengthen the Philippines' AML-CFT framework and capacities, and this meeting further expanded the collaboration to also include this important topic.
The purpose of the consultation was to learn from the Philippines' government on the existing measures in place to protect the non-profit sector from being exploited and abused by money launderers and terrorist financiers and for UNODC to share the latest international standards and good practices in that regard, including human rights and gender dimensions.

The event is part of UNODC's broader regional work on the topic made possible with financial support from the Government of Canada, involving also Indonesia, Malaysia and Thailand. Consultation meetings in those countries were conducted during the first half of 2021.
In the last quarter of 2021, UNODC will conduct follow-up roundtable meetings for the Philippines and the other countries with an aim to identify and agree on concrete interventions and programming to enhance the protection of the sector from ML/TF abuse.
In parallel to these meetings, UNODC is conducting an in-depth research on the extent of the problem in the region, of which the findings and recommendations will be used for the development of a programme for the second phase of the project in 2022.

37. On 20 March 2021, Philippine security forces succeeded in rescuing a group of hostages held by the Abu Sayyaf Group (QDe.001) for approximately one year. During the intervention, they killed a key leader and tactician of the group who was known for maritime kidnap-for-ransom operations in the region. In April, two of the Group’s members were killed in a clash with Philippine soldiers in Patikul. Nevertheless, despite attrition, it remains resilient; with only approximately 100 fighters, it is estimated to be responsible for 75 per cent of the terror attacks in the region. In February 2021, Philippine security forces arrested nine women on Jolo Island who were reportedly preparing suicide bomb attacks targeted at soldiers. Three of those women are the daughters of the late Group leader, Hatib Hajan Sawadjaan, who had planned the attack carried out against the Jolo cathedral in January 2019.

Second 12-Month Review of Revised FATF Standards on Virtual Assets and VASPs (PDF)

The FATF has completed a second 12-month review of the implementation of its revised Standards on virtual assets and virtual asset service providers. This comes two years after the FATF finalized amendments, which clearly placed anti-money laundering and counter-terrorism financing (AML/CFT) requirements on virtual assets and virtual asset service providers (VASPs).
Going forward, all jurisdictions need to implement the revised FATF Standards, including travel rule requirements, as quickly as possible. The FATF will undertake the following actions focused on virtual assets and VASPs.
