We’re making steady progress building the Willamette Water Supply Program Raw Water Facilities project. Please take a moment to read this month's construction update below.

Heads Up! Construction Activities

Thank you for your patience with our team’s construction nearby. Please note that Arrowhead Creek Park remains closed! All access paths into the park are closed during this full park closure.
For your safety, please continue to obey all signage and construction staff instructions.
The Raw Water Facilities (RWF) Team is working hard to complete the project safely and on time. We will continue to provide the best available construction schedule information in our monthly updates. We will let you know as soon as possible when the schedule changes.
Upper Site

The RWF team anticipates the Arrowhead Creek trenchless crossing activities through fall 2021. Remaining work includes back filling shafts and connecting the new pipeline to the previously- installed pipeline to the east. This work requires large cranes, excavation equipment, and increased truck traffic.

The new 66” pipeline has been constructed through the Arrowhead Creek Lane “pinch point” nearest the Oak Leaf Mobile Home Park and is now being installed to the east and will connect to the Arrowhead Creek crossing.

Lower Site

New 66” diameter water pipeline and other utility installation through the park is anticipated to be complete by early fall. Pipeline installation within Arrowhead Creek Lane and restoration of the roadway will continue through late fall/early winter 2021. This work requires heavy truck traffic.

Park restoration is anticipated to begin fall 2021.

In-Water Activity

Replacement of the existing fish screens and installation of new steel protection piles (to protect the screens from trees and other floating debris) is anticipated to begin in early September. Piles will be vibrated into the river bottom from a barge-mounted crane moored in the river. This work will be noisy, may cause vibration and will require boat traffic to be diverted around the work zone. It is anticipated that this work will take several weeks.

During the in-water work, the work crew will begin daily activities at 6:00 a.m. (to set up for the day).

Anticipated Project Schedule

  • Phase 1 Construction Complete: February 2022
  • FULL PARK CLOSURE June 1 through October 31, 2021
  • Landscape Restoration Complete: January 2022
  • Phase 2 Construction Anticipated:  Fall 2022

Other Nearby Construction News

Construction on Fifth Street & Kinsman Road is underway. The project will:

  • Extend 5th Street towards the west (construction of the 5th Street bridge over Coffee Lake Creek has started and will continue through this fall)
  • Extend Kinsman Road to the south
  • Extend the Ice Age Tonquin Trail to Old Town
  • Upgrade pedestrian enhancements and improve traffic calming on Boones Ferry Road
  • Includes the installation of utilities

It is anticipated that construction will continue over the next two years, concluding in January 2023.

Project Overview
In coordination with the City of Wilsonville, the Willamette Water Supply Program team is building improvements in and around the Willamette River Water Treatment Plant in Wilsonville. Construction is underway and expected to take four years. Improvements include:

  • an improved pump station
  • a seismically reinforced Willamette Riverbank
  • increased water intake capacity
  • a new electrical building
  • a new raw water pipeline
  • park restoration after construction
