The extension of Alert level 4 means that government support has been made available for businesses impacted by the lockdown.   The COVID-19 wage subsidy is now open and the COVID-19 Resurgence Support Payment will open on Tuesday.  Further information is detailed below.

COVID-19 wage subsidy
 
If your business will lose revenue because of Alert Level 4 restrictions may be able to apply for the COVID-19 Wage Subsidy scheme to help keep paying your staff.
 
The Wage Subsidy August 2021 will cover a two week period at the rate of:
  • $600 a week for each full-time employee retained (20 hours a week or more)
  • $359 a week for each part-time employee retained (less than 20 hours a week). 
There are a number of conditions but the principle criteria is that your business has had, or you predict will have:
  • At least a 40% decline over the period between 17 August 2021 and 30 August 2021, compared to a typical 14-day consecutive period of revenue in the six weeks immediately before the move to Alert Level 4 on 17 August 2021, or
  • If your business has highly seasonal revenue, you must have at least 40% decline over the revenue test period compared to the same 14 consecutive days in 2020 or 2019.
 
The online form you fill out depends on whether you have people working for you or not. 
If you are applying as an employer you will need:
  • the consent of your employees
  • IRD numbers, date of birth and full names for all employees
  • whether the employee is full (20+ hours per week) or part time (under 20 hours)
For either application you will need your New Zealand Business Number (NZBN) to complete the application.  You will also need to declare you meet the criteria and agree to the obligations for the use of the payment.  You must keep details of your analysis to prove the decline in revenue required to meet the criteria.
Resurgence Support Payment (RSP) 

This payment is to help support viable and ongoing businesses or organisations impacted by the COVID-19 alert level increase. 

If your business or organisation is facing a reduction in revenue due to the current alert level increase, you may be eligible for the RSP. Your business or organisation must have experienced at least a 30% drop in revenue over a seven-day period and meet all other criteria specified.

To measure the decrease in revenue it should be compared with a typical seven-day revenue period in the six weeks prior to the Alert Level increase.

Eligible businesses and organisations can apply to receive the lesser of:
• $1,500 plus $400 per full-time equivalent (FTE) employee, or
• Four times (4x) the actual revenue decline experienced by the applicant.

Applications for the RSP are completed in your myIR account.
 
Leave Support Scheme 

The COVID-19 Leave Support Scheme provides a payment to businesses to pay their workers who have been told by a health official to self-isolate and cannot work from home. This is also available if you’re self-employed. This support will be paid as a lump sum covering two weeks (you can reapply if required) .
