The Judicial Integrity Network ASEAN is sharing new research into the impact of emerging technologies on judicial integrity, transparency, and access to justice. Based on survey responses directly from judges, this research brings a regional perspective to discussions about artificial intelligence, virtual courts, and online dispute resolution.

Based on this research, JIN ASEAN is developing tools for judges to bring judicial perspectives into the planning and implementation of technological changes in courts.

Release of research into Emerging Technologies impact on Judicial Integrity

The Judicial Integrity Network ASEAN has surveyed judges in the region and conducted research into the implications of new technologies on judicial integrity and court excellence. Here are a few highlights:

81% conducted a hearing using video technology during the pandemic
40% of judges state that new technologies are improving decision transparency

39% say technology is making justice less accessible in rural and remote areas

About the Research: Emerging Technologies and Judicial Integrity

The increasing trend of digitalization and use of new technologies has accelerated in the response to the pandemic, with many courts adopting online hearing capabilities and digitizing their processes. Artificial Intelligence, digital platforms, and Open Justice all continue to transform justice systems around the world. This initiative will examine these developments from the lens of protecting judicial integrity.

The consultation results, combined with research into emerging technologies and coordination with other e-Justice research will culminate in a paper, an online event and actionable tools and good practices relevant to Network members.

What is JIN ASEAN?

Indonesia, Malaysia, Philippines, Thailand and Viet Nam have joined JIN ASEAN with Lao PDR exploring membership. JIN ASEAN engages judges by conducting research, holding events and responding to the needs identified by those involved. In 2018-19 JIN ASEAN worked closely with the International Consortium for Court Excellence to produce the Judicial Integrity Checklist, a self-assessment tool for courts, that now has also been integrated into the International Framework for Court Excellence Checklist. JIN ASEAN has also engaged the judiciary on comparative responses to the pandemic and has participated in global discussions about judicial integrity. JIN ASEAN cooperates with the UNODC’s Global Judicial Integrity Network. The activities of the JIN ASEAN are supported by the U.S. State Department through INL and the UK Government ASEAN Economic Reform Programme through the FairBiz project.
