August 2021 Renewable Energy Policy and Market Action Alert

Large commercial and institutional buyers are changing the energy landscape as we know it. In the last five years, Fortune 500 companies and other large institutions, such as the military, cities, and universities, have transformed electricity markets by ramping up their purchases of renewable energy.

David Gardiner and Associates (DGA) publishes this newsletter to identify and analyze the policy and market trends that define this historic change.
To all our monthly readers,

At DGA, we continue to track developments in the renewable energy industry and provide our readers with updates on pertinent state and market news. This month, we focus on a recent report offering insights on the latest clean energy trends in America as well as the Sixth Assessment Report from the Intergovernmental Panel on Climate Change (IPCC) on global climate change. Additionally, there are several upcoming events of note for corporate buyers and those interested in the renewable energy industry to attend.

Our team hopes that this monthly review continues to be a useful resource.

Until next month,
Will Sherman
The IPCC Publishes its Sixth Assessment Report on Climate Change

On August 9, the Intergovernmental Panel on Climate Change released the first part of its Sixth Assessment Report, summarizing the physical science basis for climate change by pulling together the findings from more than 14,000 peer-reviewed studies. The report denotes it is now “an established fact” that there are links between human-caused warming and increasingly severe extreme weather events – weather events that have led to ever more frequent grid disruptions. Additionally, the new report expands on the previous assessment’s guiding principle that net global carbon emissions need to decrease by 45% from 2010 levels by 2030 and reach net-zero by 2050, calling for using additional carbon dioxide removal (CDR) techniques—also known as negative emissions—to offset the warming impact. The U.K. became the first major economy to set a legally binding net-zero goal in 2019, and many more countries have set goals or developed policies since, but further action is needed both domestic and abroad to combat climate change.

American Clean Power Releases Quarterly Report

This month American Clean Power (ACP) released their Clean Power Quarterly Report Q2 2021, offering insight into the latest U.S. utility wind, solar, and battery storage industry activity and trends. The report shows that clean power commissioning reached record levels midway through 2021 with 5,620 MW of new wind, solar, and energy storage capacity brought online across the U.S. The states which added the most clean power capacity were Texas (1489 megawatts) (MW), California (585 MW), Michigan (424 MW), Florida (373 MW), and Kansas (301 MW). In total, the report highlights that there is now over 180,216 MW of operational clean energy capacity across the U.S., enough to power over 50 million homes. These trends give 2021 the highest second quarter on record and mark a 13% increase from 2020's second quarter. Power Purchase Agreements (PPAs) continue to being a driving factor of the observed trends in renewable energy development. The report notes that 7,700 MW of new PPAs were signed in the first half of 2021 with 4,218 MW of new agreements in the second quarter alone. This underlines how large commercial and institutional buyers are changing the energy landscape.

Texas PUC Looking to Redesign the State Power Grid

On August 24, the Public Utility Commission of Texas held a virtual event to discuss a complete overhaul and redesign of the electric market (ERCOT) before the end of the year. Changes up for consideration to the market include adding more buyers and sellers, making sure locational marginal pricing is consistent with and improves reliability, defining resources in functional or performance-based technology agnostic terms, allowing customers to see prices, and not to discriminate against any resource. Renewable energy groups are warning the commissioners not to include any discriminatory language that would create restrictions or extra roadblocks for investment in renewable energy in Texas.

Renewables on the Rise, Surpassing Coal in Electricity Generated

The U.S. Energy Information Administration reported last month that renewables generated a record 834 billion kilowatt-hours (kWh) of electricity in 2020, becoming the second most prevalent electricity resource in the U.S. (21%), trailing only to natural gas (40%). Coal declined 20% from 2019 numbers, while renewables—wind, hydroelectric, solar, biomass, and geothermal energy—increased by 9%, leading to the first time ever that renewables outpaced coal for electricity generation across America.

PROFILES OF CUSTOMERS CHANGING THE ENERGY LANDSCAPE

McDonald’s and eBay announced agreements this month with Lightsource bp to purchase renewable energy from what will become Louisiana’s largest solar project. The 345 MW Ventress Solar facility, located 30 miles northwest of Baton Rouge, will abate about 450,000 metric tons of GHG emissions annually, helping eBay reach their goal of achieving 100% renewable energy-powered operations by 2025, and supporting McDonald’s in reaching their goal for a 31% reduction in emissions intensity per metric ton of food and packaging across its supply chain by 2030 from 2015 levels. Once completed, the project will represent a nearly 200% increase in Louisiana’s solar capacity and could spur further state investment in renewable energy. The Ventress Solar project will also seek to maximize local sustainability benefits through habitat creation and co-located agriculture.
