A Letter from Benjamin Hover, Council President

Dear Lansdowne Neighbors, 

As the waning days of summer blend into the cool days of autumn, Lansdowne Borough Council wishes an easy beginning of the school year to all of the residents and hopes that as the flowers bloom and leaves change that you enjoy the autumnal bliss of the year.

In September, Borough Council was forced to call a special meeting on Tuesday, September 7th after the previous meeting for September 1st was cancelled because of the Tornado Warning and remnants of Tropical Storm Ida swept the region. Unless there is an emergency, Council does meet every First and Third Wednesday of the month and we encourage all residents to participate. Lansdowne Borough Council is open and transparent to the public and is now in person and via Zoom.

A Letter from Mayor Tony

Dear Lansdowne Neighbors,

What an up and down year it has been.  First it seems that we finally have gotten through the pandemic then the delta variant comes up.  Unfortunately we just have to be patient and vigilant by wearing a mask, limiting our exposure to big crowds and the most important thing is to get vaccinated.  We have gone through this together so far and we can get to the end together.  I’m sure we will.  In some ways we are getting back to normal and some of Lansdowne’s familiar events are back.

Our Annual Kids Halloween Party will be held on Saturday October 30th 12:00 to 2:00 rain or shine at the Landing in conjunction with the Farmers Market. This event is for all children ages 1 - 12. Children must be accommodated by an adult.  We are recommending masks be worn and we will practice social distancing.  We plan to give out trick or treat bags with goodies.  We are also bringing back the pumpkin patch.  A small pumpkin will be given to all trick or treaters.  Although there will be no costume judging I hope everyone will dress up to celebrate Halloween and give the kids something to enjoy.

Borough Council Meeting Notes:

September, 2021


September 7th,  2021
Borough Council took action to:
  • Authorize payment of bills for the period.
  • Adopt Ordinance 2021-03 regarding electronic ticketing service.
  • Adopt Resolution 2021-24 regarding Delco Greenways grant application for Darby Creek ped bridge
  • Hire Michael Oulouhojian as a full-time police officer.
  • Execute a Declaration of Public Trust, Covenants, Conditions, and Restrictions (Reservoir Park)
  • Appoint Jim Klingler to the ZHB for a term expiring October 15th 2021.  
  • Authorize the LAB to hold a Free Fair on 9-19-2021 from 10am to 2pm.
  • Send support letter for Habitat for Humanity grant application DCED for Dudley Ave. development.
  • Purchase purple lights for up to $150.
  • Purchase Halloween decoration material for up to $900.
  • Direct the solicitor to draft a statement to the ZHB in support of group homes.
  • Enter agreement with PES for evaluation of heat generation options in Borough Hall.
  • Permit Lansdowne Votes to set a banner on Borough Green from 10/4 to 11/4.
  • Permit LEDC to place a big chair on the west lawn of the Lansdowne Library from 9/1 through 9/1
  • Enter agreement with the Lansdowne Folk Club.
  • Issue a Letter of support for DVCA’s application for a Delaware County Greenways Planning Grant
  • Lend 80 chairs to the Ladies Auxiliary.

September 15th 2021
Borough Council discussed:
  • An agreement with Dandelions Digital
  • An ordinance pertaining to wireless facilities in the Borough
  • A request for a grant support letter for the LEDC
  • A resolution recognizing Delaware County Arts Week
  • A grant support letter for a bicycle trail between East Lansdowne and Upper Darby

Borough Council took action to:
  • Authorize payment of bills for the period.
  • Adopt Ordinance 2021-04 to restrict parking & auto travel direction to enable bike lanes
  • Advertise Ordinance 2021-05 regulating telecommunication antennas
  • Advertise Ordinance 2021-0x to set a tapping fee schedule for sanitary sewer connections
  • Adopt Resolution 2021-26 in recognition of Delaware County Arts week
  • Enter agreement with Dandelions Digital for communication services
  • Issue a letter of support for East Lansdowne Borough’s Delco Greenways Grant application.
September 15th marked the start of National Hispanic Heritage Month. We honor and celebrate the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America. Read more here.

September 11th Ceremony

Lansdowne Borough Council and Mayor Campuzano want to thank the residents who attended the ceremony honoring September 11th, the survivors,  and first responders who served on that fateful day.
 
Thank you to the first responders in our community who continue to serve within our community. 

POW/MIA Remembrance Ceremony

Lansdowne Borough in conjunction with the American Legion Post 65 conducted a ceremony on Saturday, September 18, on Borough Green to honor the many service members who were or are still Prisoners of War or Missing in Action.

The leaf collection schedule is an ESTIMATION. It is expected that weather and emergent priorities will disrupt the schedule. Nevertheless residents should adhere to this schedule to meet the cycle of collections and routes throughout the Borough.
Brown paper bagged leaves are accepted by the Curbside Leaf Collection service and by the monthly Yard Waste Collection service throughout the year. Organic material NOT accepted includes: CORNSTALKS, TREE BRANCHES, POTTED PLANTS, SOIL, and PUMPKINS, NON-ORGANIC MATERIALS.

The Federal Emergency Management Agency (FEMA) has announced that federal disaster assistance has been made available to the Commonwealth of Pennsylvania to supplement commonwealth and local recovery efforts in the areas affected by Hurricane Ida. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of Hurricane Ida. Federal funding is also available on a cost-sharing basis for hazard mitigation measures throughout the commonwealth.

Residents and businesses can start the process now by either filing a claim online at www.disasterassistance.gov or calling 1-800-621-FEMA (3362). As you register with FEMA, a FEMA contracted inspector will contact you to set up an inspection of their residence. They will be carrying FEMA or a FEMA contractor badge. Learn more here.

Saturday October 30th 12:00 to 2:00 at the Landing rain or shine in connection with the Farmers Market.
  • This event is for all children ages 1 to 12. All children must be accompanied by an adult.
  • Trick or treat bags will be given out with some treats inside.
  • Pumpkin patch is back.  Small pumpkins will be given to each trick or treaters.
  • There will be music.
  • Masks are recommended and we will monitor social distancing.

Borough Project Updates

Lansdowne Borough Council is happy to report that the goats successfully cleared invasive plants and vines from a portion of Marlyn Park and provided an opportunity for residents and visitors to watch the goats while they were working. 
Thank you to the Parks and Recreation Board for promoting this initiative.

Police News

Chief Rutherford, Jocondia Pannell & Mayor Campuzano celebrated Jo's retirement after 40 years of service working at the front desk for the police department. The Lansdowne Borough Police thank Jo for all she has done for the department over the years.
The Lansdowne Police and Fire Departments, along with the Lansdowne Business and Professional Association, will be hosting our annual community event on Saturday, October 2, 2021 from noon till 3:00 PM on the Highland Avenue Lot (next to the fire house). This event will replace our annual Night Out event this year. If you'd like to show your National Night Out spirit this evening, I encourage you to turn on your exterior lights. Back in 1984, right here in our area, what we now call National Night Out started with a similar activity. We'll see you in October and I'll be looking for your lights tonight.

Congratulations to Nhaomi Lartey, Lansdowne Borough Junior Council Person, who was featured in the September issue of the Pennsylvania Borough News Magazine. The Pennsylvania State Association of Boroughs (PSAB) published a profile of Lansdowne's Junior Council Person. It's quite an honor for Nhaomi to be featured in the September issue. Lansdowne’s Streets: Just For Cars, or Can They Be For Everyone?

Lansdowne is one of the nicer places for walking and bicycling.  We offer a “Tree City” landscape; our neighborhoods feature hundreds of attractive houses and gardens; and a walker or bicyclist going any distance is likely to encounter an interesting park, waterway, historic building, useful business or, with any luck, a friendly neighbor.

But not everyone appreciates the benefits of walking and bike riding in Lansdowne, and many residents rely overwhelmingly on their automobiles.  There are reasons for this.  Often, automotive uses dominate our streets, so that streets don’t feel safe for biking, crossing streets is hard, and sidewalks don’t feel like a good place to walk.  Over and over, suburbanization has reinforced the idea that suburbs are for cars. The result is lack of access, and public spaces that fail to draw people together to take advantage of amenities like parks and local businesses.

To remedy this, Lansdowne and hundreds of municipalities, counties and states across the US are turning to a “Complete Streets” philosophy governing road projects and other development. Complete Streets is a transportation policy requiring streets to be planned and maintained to enable safe access for users of all ages and abilities regardless of whether they are walking, cycling, driving automobiles, riding public transportation, or delivering goods.

Lansdowne borough has created a page for all residents to stay updated on the COVID-19 Pandemic. Lansdowne Borough has been updating this site with the latest information as it is received. In addition please find the following resources below: 
Delaware County will continue to offer all three COVID-19 vaccines—Moderna, Pfizer, and Johnson & Johnson—at the Delaware County Wellness Center in Yeadon. The Wellness Center is located at 125 Chester Avenue, Yeadon, PA 19050.

All vaccinations are free, and do not require identification or health insurance. All three vaccines will be available on the same days of the week, during the same hours: Mondays from 11 a.m. to 3 p.m., Tuesdays from 3 p.m. to 6 p.m., and Saturdays from 9 a.m. to 12 p.m.

Walk-in are encouraged and appointments are NOT required. However, individuals who prefer to schedule an appointment may do so by visiting the Delaware County website at delcopa.gov/vax or by calling the Delaware County COVID-19 Task Force at (484) 276-2100.

Additionally, the Delaware County COVID-19 Task Force is offering free COVID-19 PCR Nasal Swab Testing on Mondays from 11 a.m. to 3 p.m. Testing is conducted outside. Appointments are NOT required.

Lansdowne Economic Development Corporation 

The Lansdowne Economic Development Corporation (LEDC) is proud to present the Lansdowne Arts on the Avenue Festival on Sunday, October 3, 2021. Starting at noon through 6 pm, Lansdowne Avenue will close and become a pedestrian-only thoroughfare between E. LaCrosse and Baltimore Avenues. Centered in the heart of our historic downtown in front of the Lansdowne Theater, this exciting street festival is expected to draw more than 2,500 people for a full day of makers, craft brew, food trucks, and more.  
  • Pop-up Beer Garden: The team from Conshohocken Brewing Company will be back again this year to pour throughout the day. This new regional brewer crafts IPAs, Imperials and more. We’re delighted to have them back again this year to share their “fresh, high-quality beers with the good people” in Lansdowne.
  • Local Makers: This year, over 50 artists and makers will sell their wares along Lansdowne Avenue. Festival-goers can look forward to one-of-a-kind creations, demonstrations by the artists, and more. We’ll have ceramics, photography, painting, drawing, jewelry and much more.
  • YMCA Kids’ Stations: Back again this year is the YMCA’s Kids’ Stations scattered throughout the festival grounds. The Kids’ Stations will include an inflatable obstacle course, free arts and crafts and many more free activities tailor-made to keep your little ones happy.
  • Avenue Restaurants and Shops: Many of the restaurants and shops along Lansdowne and Baltimore Avenues are slated to open their doors to festival visitors throughout the day and into the evening. Look forward to spots for alfresco dining along the avenue as well as food and drink specials, too

Bingo is back!
The Lansdowne Fire Company Ladies Auxiliary will be hosting their Designer Bag Bingo Fundraiser on Saturday October 2nd at 7pm at Marian Hall. All proceeds benefit the volunteer Fire Fighters of Lansdowne. Doors open at 6pm, event is BYOB, tickets in advance are $30, $250 for a table of 10. Feel free to send your payments via venmo to LFC19@ladiesaux. There will be 10 rounds of Bingo, one bonus round, a Louis Vuitton handbag raffle item value of $1,500, raffle baskets and 50/50.

Organized youth activity is stirring once again in Lansdowne.
The Lansdowne Allied Youth Council is proud to announce recent grant awards, one grant to the Lansdowne Public Library for electronics for its Teen Room, and another grant to the Lansdowne Arts Festival for its Children’s Art Tents.
To all Lansdowners who have contributed to the LAYC, many thanks! Look for our annual fundraising letter again in the Spring.
