Cornelius Pass Road Pipeline Project (PLW_2.0)

Late August-Early September 2021

Dear Neighbor,

The City of Hillsboro currently has only one source of water—the Tualatin River. To secure a reliable additional source of water, Hillsboro partnered with Tualatin Valley Water District and the City of Beaverton to build the Willamette Water Supply System (WWSS).

What's New?

Design and construction of the new WWSS is underway, and includes a modified water intake in Wilsonville, a state-of-the-art filtration facility east of Sherwood, water supply tanks in Beaverton, and more than 30 miles of pipeline from Wilsonville to Hillsboro. Of the more than 20 projects making up the WWSS, six have been completed.

About 900 feet of this pipeline will be constructed beneath the eastern edge of Orenco Woods Nature Park (OWNP). The need to route the pipeline through the park was anticipated during park development in 2015. The WWSS will update these milestones monthly. More details will be known when a contractor is hired, and a construction schedule is established.

Tree Assessment and Replanting Planning
In preparation for construction in fall 2022, arborists will be inspecting trees on Tualatin Valley Water District property this September. They will be assessing trees for possible removal due to damage or their location along the property line. Trees identified in this assessment will be removed when construction begins in 2022. WWSP is also working with Hillsboro Parks to determine a tree replanting strategy.
Water Treatment Plant Construction Will Benefit the Local Economy
The new, state-of-the-art, seismically-resilient WWSS Water Treatment Plant—with an initial treated water capacity of 60 million gallons per day—will soon be under construction in the City of Sherwood. A guiding principle established for the Willamette Water Supply System is to provide contracting opportunities that benefit the local economy, provide jobs, and support regional economic development. Sundt Construction, the Construction Manager/General Contractor for the project, supports this guiding principle and is encouraging businesses to bid on this upcoming work. Construction of the water treatment plant will require participation from many subcontractors and suppliers to provide services for 70+ work categories.

Project Background
Hillsboro currently has only one water source and obtains all of its water supply from the upper Tualatin River. The WWSP will provide an additional, resilient water supply for Hillsboro and Washington County. When complete, the WWSS will be one of Oregon’s most seismically-resilient water systems – built to better withstand natural disasters, protect public health, and speed regional economic recovery through restoring critical services more quickly.

Cornelius Pass Road Pipeline Project

The Cornelius Pass Road Pipeline Project is a 3.3-mile section of WWSS pipeline between Frances Street and the Tualatin Valley Water District connection point just south of Highway 26.
