Keeping our Community and Staff Safe


The current public health and major emergency related to Covid-19 has impacted all of us.

The Regional Council of Goyder is no different. Because of the current public health and major emergency, it is necessary for Council to make some changes to the way in which it conducts its business.

When visiting Council buildings where there is public access, we require that staff and members of the community wear a mask, use the QR check in or fill in the Covid check in manually, as well as observe distancing and density requirements. There are free face masks available at both the Eudunda and Burra Council offices for public use.

We also encourage members of the public, where possible, to arrange appointments for Council services before coming in to the Council offices to ensure that we are meeting current distancing and density requirements.

During these changing times, we are constantly keeping our service delivery under review. We will keep you informed of any further changes.

 21 September 2021 Council Meeting Debrief:


 
The Mayor administered the pledge of commitment to Samantha Nicholls of Farrell Flat in her final step into becoming an Australia Citizen. Council would like to thank the Burra Rangelands Action Group for donating an Australian Native Acacia Glandulicarpa seedling to gift to Samantha upon the occasion.
 
Council accepted a gift of artwork on behalf of the Community, from Artist Madeleine Manning. The artwork titled ‘The Lavender Trail on Ngadjuri Country’ features an intricate drawing of the lavender trail in Goyder with oil painted features throughout the trail. The artwork will be displayed at the Burra & Goyder Visitor Information Centre for everyone’s viewing pleasure. The new Australia Day Awards Policy was adopted with the support of community and Council will see its first Goyder Citizen of the Year, Young Citizen of the Year and Community Event of the Year awarded in 2022 – supporting the ‘One Goyder’ approach into recognising the community as a whole.
 
The 2020 – 2021 Annual Financial Statements were adopted and the Certification of Financial Statements was authorised by the Chief Executive Officer with the Mayor congratulating the Director of Finance and his team on a job well done.
 
With AGL providing 50% of funding towards the upgraded categories of a number of roads in Mt Bryan due to damage, Council scheduled these works for the 2022 – 2023 financial year.
 
Eudunda Area School was donated $250 towards the year 12 presentation night in December, towards a reward for their efforts during the year and Council will also be commencing a positive COVID-19 vaccination information program across the Council area encouraging community to get vaccinated.
 
The next ordinary meeting of Council will be held on Tuesday 19 October 2021 at 1pm in the Burra Council Chambers.

To assist with fire prevention in the region, the Regional Council of Goyder has organised free green waste disposal between Monday 25th October 2021 until to Sunday 7th November 2021 for Goyder residents.

Opening hours are:
Burra Sundays between 2-4pm
Burra Tuesdays between 2-3pm
Burra Thursdays between 2-3pm
Eudunda Wednesdays between 2-3pm
Eudunda Saturdays between 10-12pm
Hallett Sunday 10-12pm


Acceptable items:
Clean residential green organics including grass clippings, pruning's, leaves, small branches and burned vegetation. Loads are limited to a all utilities, trailers above water level (inc. Hurdles).
Unacceptable items:
Pallets or timber or artificial (astro) turf. Commercial or truck loads of materials, waste or hard rubbish, or proclaimed weeds including Rose, Poplar, Blackberry, Gorse, Olive, Bridal creeper, Kikuyu, Couch, and Bamboo.

Please adhere to COVID-19 social distancing requirements.

GOYDER ONLINE HUB GOES LIVE 

 
Regional Council of Goyder’s Goyder Online Hub is now live and ready to use by the Goyder community.
With the aim of being a ‘one-stop-shop’ for those aged 50 and over, the Goyder Hub has been created to help those in the community to find somewhere to volunteer, join a group, or meet new people.
At its launch last week September 21, in Burra, over 50 people attended from throughout the council area and the response to the website was overwhelming positive.
Managed by volunteers from the Goyder Inclusive Friendly Towns (or, the GIFT) the online project has seen a great deal of community members already engage to showcase and highlight the region. Whilst the initial project focussed on Burra it has now been expanded to include all Goyder towns.
The Goyder Online Hub is now a volunteer based project and we continue to seek representatives from each community to take ownership of their town’s page. Project Officer Deb Selway invites groups in Goyder wanted to promote themselves or events to hop onto the website and get in touch.

Goyder Hub was made possible through a grant from the Age Friendly SA Grant from the Office of Ageing Well.

2022 AUSTRALIA DAY AWARD NOMINATIONS ARE NOW OPEN

 

Do you know someone who makes our community a better place?

Each year the Regional Council of Goyder seeks nominations from the Goyder community for the following 3 categories-

  • Citizen of the Year Award
  • Young Citizen of the Year Award
  • Community Event of the Year Award

Nominations are open on Friday the 1st of October 2021, for community members, and groups, to nominate someone who makes a real difference in your town and to give them the opportunity to be rewarded and recognised for their important contribution.

The Awards reward and recognise individuals and organisations that have made a noteworthy contribution during the current year, and/or given an outstanding service over a number of years, to a local community over and above normal employment duties.

Outstanding contribution and community service includes areas such as; education, health, fund-raising, charitable and voluntary services, business, sport, arts, the environment, or any other area that contributes to the advancement and wellbeing of a community.

The Regional Council of Goyder was named in honour of George Woodroofe Goyder whose famous (or infamous) to so many early settlers in the area) "Goyder's Line" traverses the former District Council areas that now make up the Regional Council of Goyder.
George W Goyder (1826-1898), was born in Liverpool and migrated to Australia at the age of 22 in 1848. He arrived in Adelaide in 1851, entered the public service and, in 1854, was appointed Deputy Surveyor-General for South Australia.
In 1865, following some years of drought, Goyder was sent north to determine the line of demarcation between where rainfall had extended and where the drought conditions prevailed. Thus was established the so-called "Goyder's line of rainfall" which followed the southern boundary of the vast salt bush areas of the north.
Goyder's line ran from a little north of Pinnaroo in a curve past Eudunda and Burra to Terowie, then between Yongala and Peterborough, then north-west to Mount Remarkable and south to Moonta. Goyder's Line provides a very accurate guide to the separation point between lands suitable for all sorts of agriculture on a long-term sustainable basis and lands suitable only for grazing.

SUICIDE PREVENTION COMMUNITY INFORMATION SESSIONS


The Regional Council of Goyder has been working in collaboration with Wellbeing SA to support the development of community lead suicide prevention networks in the Goyder region and therefore have organised for Wellbeing SA to deliver two community information sessions in Eudunda (18th October) and Burra (19th October). Please refer to the flyer for more information.
 
We encourage all interested community members to come along to hear more about what is involved in the establishment of Suicide Prevention Networks in our region. If you can please share the attached flyer with your communities and through your networks that would be much appreciated

HALLOWEEN...IT'S BACK IN EUDUNDA!!


Goyder YAC are very excited to announce that the "Trick or Treat Halloween Party" is on again this year in Eudunda. Come along and join in some hair-raising activities such as the ghoulish trick or treat trail, eerie face painting and a spooky Halloween family outdoor movie after the BBQ dinner. There will also be prizes for the best Halloween costumes so get thinking about what you are going to wear to the party.

Everyone welcome so put the date in your calendar as it promises to be a "spooktacular" night out!
 

Daylight savings starts this weekend (Sunday 3rd October 2021)


Please take this opportunity to check your smoke alarm and change the battery.
Smoke alarms save lives, but only if they are in proper working order.
Every year, smoke alarms alert hundreds of Australian families to fires in their homes, allowing them a safe escape.
As we all prepare to turn our clocks forward this weekend for daylight savings, the Regional Council of Goyder would like to remind residents that it is vital to protect yourself and your family by making sure you have working smoke alarms in your home.
It only takes a few minutes for fire to engulf a home; destroying property, possessions and lives. It is crucial to test your smoke alarm monthly and change the batteries at least twice a year.
Remember: Hard-wired (240 volt) smoke alarms may also have backup batteries which must be changed regularly.

A Casual opportunity is opening iat the Burra Town Hall. This is a new incentive following the installation of a brand new movie projector. The Burra Town Hall Committee are eager to offer part-time voluntary mentorships.

Learn how to use the projector and sound system, plus ticketing, catering and COVID-marshalling. Become part of the new Movie Night planning team for all age groups. Share your ideas as you learn new skills. Design your dream event.

This Weekend: Robertstown 150 Celebrations & Reunion

 

Join the Robertstown community this weekend in celebrating the town's 150th birthday. Enjoy some delicious food while being entertained by live music and special guest presenter Mr Peter Goers OAM.

The new history book, titled “The Next Chapter, 1986-2021 of Emmaus to Worlds End” in colour, will also be available for $25 (heavily subsidized) on the weekend ($30 thereafter)  and the original “Emmaus to Worlds End” with hard cover will be available for $45 ($50 thereafter).

New support for businesses, jobs & the community impacted by COVID-19.


In response to the COVID-19 pandemic and its significant impact on local businesses, community organisations, industry sectors and jobs, the South Australian Government announced the establishment of two funds to support businesses, jobs and community organisations:
*Business and Jobs Support Fund
*Community and Jobs Support Fund

COVID-19 Additional Business Support Grant
 
To be eligible for the grant, businesses must meet the following criteria, as at the start of the restriction period of 12:01am Wednesday 28 July 2021:
  
•    Be located within South Australia.
•    Have a valid and active ABN and be registered for the GST.
•    Have an Australia-wide payroll of less than $10 million in the 2019-20 financial year.
•    Operate in an eligible industry sector identified in the list of eligible ANZSIC classes
•    Must have experienced at least a 30 per cent reduction in turnover due to the restricted trading conditions over the two weeks from 28 July 2021 (the commencement date of the trading restriction) to 10 August 2021 compared to average fortnightly turnover in the June quarter 2021 (prior to restrictions).
 
Applications for the COVID-19 Additional Business Support Grant are expected to be open on 13 August 2021 and will close at 11:59pm on 17 October 2021.

Major Events Support Grant 
 
To be eligible for the grant, a business must:
  
•    Have a valid and active ABN and be registered for the GST.
•    Have an Australia-wide payroll of less than $10 million in the 2019-20 financial year.
•    Employ people in South Australia.
•    Be the organiser/operator of an event that: 
  •  commenced on or prior to 20 July 2021, and was required to be cancelled/ postponed as a result of State wide lockdown and further restrictions; or 
  • was scheduled to be held over period of State-wide lockdown or restrictions commencing 20 July 2021 up to 10 August 2021 and has been cancelled/postponed as a result of the restrictions.
•    The event was a one-off event with an approved COVID Management Plan or COVID Safe Plan catering for an event of over 1,000 combined capacity in one or across multiple locations.
•    Entities with an on-going COVID-19 Management/Safe Plan for regularly scheduled events are not eligible.
•    Have incurred a non-recoverable financial loss as a result of the cancellation or postponement of the event.
 
Applications for the Major Events Grant will open soon, and will remain open until 11:59pm, 17 October 2021.

Visitors to Eudunda Silo Art
Directed to Park off Railway Parade in
New Car & Bus Park

 

The Eudunda Community, Business and Tourism Committee (ECBAT) and the Eudunda Silo Art Project Working Group ask people visiting the Eudunda Silo Art to park off Railway Terrace.

You are welcome to go and watch the painting unfold. There is plenty of room for buses, vehicles towing caravans and cars to park either off Railway Parade, in the new car park, which was developed especially for visitors to see the silo art, and you can also park over at the Eudunda Gardens .
PLEASE DO NOT ATTEMPT TO DRIVE IN TO THE RAILWAY AREA IT IS PRIVATE PROPERTY

Artwork advancing well with Silo Artist Sam Brooks having some much better weather to help him, so come have a look for yourself. While you are here, come have a coffee or a meal in the town, only one to two hundred metres walk from here.

The silo art became possible when Eudunda through ECBAT received a Tackling Tough Times Grants to paint the Silo’s, and further funding has been obtained from the Regional Council of Goyder to construct infrastructure such as parking area. paths leading to the artwork, an elevated viewing area which will eventually be lawned and further landscaping.

Every October the gardeners in the Goyder region open their gates to welcome visitors from all over the state, as well as interstate in safer times.

A Covid friendly event in the fresh air means garden lovers can spend time taking in the gardens and browsing the stalls. This year there will also be workshops, gardening, art creation and food, as well as special sessions on botanical printing and creating insect hotels, not to mention cooking for kids.

Some gardens will have home-made morning teas, others will have lunch, at one you can even get a late breakfast.

Eudunda 150 Art Exhibition

The Eudunda 150 Art Exhibition is the focal point of the Eudunda 150 Celebrations. Through the medium of photography, painting, drawing and mosaic, we want to celebrate all things Eudunda, and explore what Eudunda means to residents and those from further afield.

There is an extraordinary $1300 of prize money to be allocated to winners across four categories. Keep an eye out for any announcements on this score.

If you’re looking to enter, don’t forget to fill-in an entry form. Please hand these in when you drop off your artwork at the Eudunda Hall on 22 and 23 October 2021.

Has your community been affected by the impacts of drought? You could be eligible to apply for the Future Drought Fund’s Networks to Build Drought Resilience grant program, which is being run by FRRR.

This grant program can support projects such as:
🔸 Creating or strengthening networks, such as farmers, young-farmers, or women in agriculture
🔸 Training or upskilling of community organisation members to support community driven projects
🔸 Hosting community events that bring the community together to build social connection  
🔸 Small-scale upgrades to facilities that make it easier for the community to come together.

FRRR is hosting two free online Grantseeker Workshops on Tuesday, 5 October. The workshops will share more information about the program, and also provide practical grant-writing tips to help community groups confidently apply for the grant. After the session, you’ll also be able to book in for a one-on-one discussion.

The workshops will be held at 11:00 AM AEDT or 7:00 PM AEDT. Note, you only need to attend one session, as they are the same.

Terowie Curious Art Accident Exhibition
Showcases Local Artistic Talent

Congratulations to all the winners of this year's Curious Art Accident exhibition which was held on the 11th and 12th of September 2021 at the Terowie Institute. Judges, including Council's Arts and Cultural Facilitator Ali Eckermann, had the very hard job of judging from a diverse range of entries this year. This annual competition and exhibition is a great community initiative run by the Terowie Citizens Association.

Time to Target Pretty but Poisonous Weed

 

A toxic weed disguised as a pretty, flowering plant is now emerging in the Clare and Gilbert Valley and Barossa Valley.


The Northern and Yorke Landscape Board is calling on graziers and landholders to hunt down the pest plant Cape Tulip and help remove it from the landscape.


Landscape Officer Ben Page urged the community not to be fooled by the attractive orange-pink flowers of the Cape Tulip, which was originally introduced from South Africa and has now become a garden escapee.


“Cape Tulip is pretty but poisonous,” said Mr Page. “It contains toxic chemicals called glycosides that most commonly affect cattle. The toxins affect the heart and can even cause death when consumed by stock.”


With Cape Tulip (Moreaea species) flowering in September and October, early spring is the best time to locate infestations and seek weed control advice.


“It’s important to pinpoint infestations of Cape Tulip, so we’re keen to hear from anyone that has this pest plant on their property or who has seen it on their travels,” said Mr Page.
“With this information, we can help landholders control Cape Tulip and prevent it from spreading further.”


There are two highly toxic versions of this invasive weed; One-leaf Cape Tulip (Moraea flaccida) and Two-leaf Cape Tulip (Moraea miniata). Apart from having more leaves, the Two-leaf Cape Tulip has smaller and more numerous flowers that are pink in colour.

The One-leaf Cape Tulip’s flowers range from salmon-pink through to orange and yellow. Both sprout to about 60cm high.
Cape Tulip is difficult to control with herbicides as it grows from an underground plant stem known as a corm that remains dormant. Corms can stay dormant in the soil for five to 10 years until a favourable season.


“With good rains in many parts of our region this winter, we’re expecting Cape Tulip to make itself known this year,” said Mr Page. “Landholders need to take this opportunity to quickly seek and destroy any new infestations before they become established.”

GRANTS NOW AVAILABLE
A new round of the SA Healthy Towns Challenge has been launched by Wellbeing SA with a focus on improving children’s wellbeing.

Do you deliver programs or services in a regional or rural town? Do you work in supporting children’s health and wellbeing? Do have a project idea to create healthier community spaces and environments that promote children’s wellbeing in your community? If you answered yes to these questions, you may be eligible to apply for an SA Healthy Towns Challenge grant worth up to $250,000 for a two-year period.

The SA Healthy Towns Challenge – Partnering for Children’s Wellbeing is a grants program for regional and rural towns to develop projects supporting healthier environments for children within their community. The Challenge will award grants of up to $250,000 (GST exclusive) for a two-year period to a maximum of three towns.

Projects eligible for receiving a grant must meet the following essential criteria:

  • Support infrastructure (construct and/or upgrade) for children and families in their communities
  • Support children and families in the community to feel more connected and active
  • Collaborate with community organisations with expertise in supporting the health and wellbeing outcomes for children and their families
  • Co-invest through both funding and in-kind contributions in the project
  • Implement and fund (at least 10% of the total budget) a robust evaluation plan that measures the success of the project.

Australian Cricket Infrastructure Fund

Cricket is investing more into community cricket facility projects than ever before via the Australian Cricket Infrastructure Fund (ACIF).


SACA and Cricket Australia are partnering to provide clubs, associations, schools, councils and cricket facility managers with the opportunity to apply for funding for cricket facility projects. 

The ACIF has been further bolstered by the announcement of contribution towards facility development via the Grassroots Cricket Fund. The Grassroots Cricket Fund is a partnership between The Australian Cricketers' Association and Cricket Australia, with funding being contributed by Australian cricketers to support cricket in local communities.

On-farm Emergency Water Infrastructure Rebate Scheme

South Australian primary producers in drought affected areas can now apply for a new funding round of the On-farm Emergency Water Infrastructure Rebate Scheme.

Round 3 (2021–22)

You may be eligible for a rebate of 25% (maximum $25,000 ex GST) for the cost of purchasing and installing new on-farm water infrastructure for livestock and permanent horticulture that:

  • addresses animal welfare needs during periods of drought
  • assists primary producers to be more resilient for future droughts by protecting permanent horticulture assets.

The maximum rebate of $25,000 is available per business enterprise across rounds 1 to 3 of this scheme and includes previous applications to the On-Farm

Bite-sized Grants program now open
 
Not-for-profit community groups can apply for between $200 and $1000 to fund small or short-term projects, thanks to the Northern and Yorke Landscape Board’s Bite-sized Grants program.
 
Our 2021-2022 round opens today and is available throughout the year – or until allocated funds are exhausted - for activities such as weed control, revegetation projects and pest animal control. This year’s total funding pool is $30,000.
 
Landcare, coastcare, bushcare, ‘Friends of’, farming and school groups in the Northern and Yorke region are encouraged to apply:
