Latest policy news

Government launches spending review

The Chancellor has launched the Spending Review 2021, which will set resource and capital budgets for 2022-23 to 2024-25 and will conclude on 27 October 2021, alongside Autumn Budget 2021. The government will set out how it aims to continue to support public services - including by investing in the NHS, education, the criminal justice system and housing. External stakeholders can submit representations online until the 30 September.

Government refreshes Health and Wellbeing Alliance


The government has welcomed new members to the voluntary community and social enterprise (VCSE) Health and Wellbeing Alliance. Backed by £2 million a year, the VCSE Health and Wellbeing Alliance works to promote good health and tackle inequalities across the UK.

Rough sleeping Westminster hall debate

On the 8th September, Parliament hosted a Westminster Hall debate on the government's work to end rough sleeping. The debate called for government to improve access to rehabilitation services, and highlighted calls for a renewed, detailed, cross-departmental strategy for how the Government plan to meet their commitment to end rough sleeping by 2027.

Office for Health Improvement and Disparities to officially launch on 1 October

The Office for Health Improvement and Disparities (OHID) will officially launch on 1 October. The Office, which will replace Public Health England, will help inform a new cross-government agenda responsible for health inequalities, including alcohol and substance misuse treatment, and the wider determinants of health.

Homelessness statistics published

The Ministry of Housing, Communities and Local Government has released the latest statutory homelessness statistics for 2020-21. The statistics highlight the prevalence of multiple disadvantage amongst single homeless people and people sleeping rough. Homeless Link has published a summary of the statistics.

Veterans’ mental health services to receive £2.7 million boost

Veterans will benefit from additional mental health support backed by £2.7 million for Op COURAGE – the Veterans’ Mental Health and Wellbeing Service. Dedicated care co-ordinators will be appointed to act as a single point of contact to better support veterans with complex mental and physical trauma.

Homelessness provision for the future

Homeless Link has published two new reports looking at the state of the homelessness sector and thematic case studies covering best practice as we emerge from the pandemic. 

Young women’s justice project briefing

Agenda has published a new briefing with the Alliance for Youth Justice titled I wanted to be Heard. As part of their research, they spoke to young women with lived experience and expert practitioners who support them about what young women in contact with the criminal justice system need from services.

Autism, alcohol, and other substances

Alcohol Change UK has published a summary of discussion from a recent online seminar covering autism and alcohol, autism and other substances, autism and homelessness and more.

Supporting people who sleep rough

The Local Government Association (LGA) and the Ministry of Housing, Communities and Local Government (MHCLG) have developed the Rough Sleeping Peer Support programme, facilitating panels involving 222 councils between December 2020 and February 2021. This report captures the overarching key themes and emerging learning from the panel discussions.

Impact of probation caseloads on reducing reoffending

A new rapid evidence assessment has been published, exploring existing evidence relating to the impact of probation caseloads on reoffending and other probation outcomes.

Innovative approaches to tackling domestic abuse

The LGA has produced 12 case studies showcasing some of the innovative approaches taken by councils and partner organisations, to tackle domestic abuse before and during the COVID-19 pandemic.

'Voices of Housing First' report

The APPG for Ending Homelessness has published its 'Voices of Housing First' report. This follows the recent conclusion of its inquiry into scaling up Housing First services across England, where the APPG heard from over 65 people with direct experience of homelessness.

Briefing on Police, Crime, Sentencing and Courts Bill

The Police, Crime, Sentencing and Courts Bill received its second reading in the House of Lords on 14 September 2021. The Prison Reform Trust published a briefing ahead of the reading, focusing on sentencing and release and opportunities to reform the indeterminate sentence of Imprisonment for Public Protection (IPP).

Learning Opportunities

Substance misuse treatment and the criminal justice system

Collective Voice is hosting a webinar on Monday 27th September focused on the interconnecting policy and practice that shapes the experiences of people with drug and alcohol problems within the criminal justice system.

Stronger Voices programme

Clinks has launch the Stronger voice training programme, bringing together a range of expert training providers across policy, campaigns and communications to support organisations of all sizes to influence decision makers. The first phase of this training, ‘Finding your voice’ is aimed largely at organisations at the very beginning of their influencing journey.

Drug treatment and recovery

The Local Government Association and the Association of Directors of Public Health will host a webinar on drug treatment and recovery on Tuesday 28 September. Speakers include Dame Carol Black, Oliver Standing, and Dr Ed Day.

Advisory group of women with experience of the criminal justice system

Working Chance is setting up an advisory group of women with experience of the criminal justice system to drive ideas about the right support for women with convictions. The group will meet for around two hours once every two months from October 2021 to October 2022.
