Federal Incentives Exist to Make Children Fatherless


Why has Congress appropriated taxpayer money to give perverse incentives that break up families and deprive children of their fathers? 

  • When welfare agencies collect child support, the money actually goes to the government to reimburse it for welfare payments already given to mothers, supposedly to reduce the federal budget (which, of course, is never reduced).
  • This massive expansion of federal control over private lives uses a Federal Case Registry to exercise surveillance over 19 million citizens whether or not they are behind in child-support payments.
  • The states collect the child-support money and deposit it in a state fund, but the federal government pays most of the administrative costs and, therefore, dictates the way the system operates through mandates and financial incentives.
  • The federal government pays 66 percent of the states’ administrative overhead costs, 80 percent of computer and technology-enhancement costs, and 90 percent of DNA testing for paternity.
  • These non-welfare families have grown to represent 83 percent of child-support cases and 92 percent of the money collected, creating a windfall of federal money flowing to the states.
  • The federal incentives drive the system.
  • The more divorces, and the higher the child-support guidelines are set and enforced (no matter how unreasonable), the more money state bureaucracies collect from the federal government.
Why is child support so unfair to fathers?
29 percent of families in the system live below the federal poverty line. Many fathers sincerely want to do right by their children, but simply don’t have the means to do so. That becomes a very slippery slope for a lot of dads.

The Georgia Commission on Child Support (hereinafter “Commission”) is seeking public comments for the 2022 Economic Study of the Child Support Guidelines and the Basic Child Support Obligation (BCSO) table used in the calculation of child support.  Georgia’s Income Shares Guidelines, O.C.G.A. § 19-6-15, became effective January 1, 2007, and may be viewed here.

Every four years the Commission authorizes and has conducted an economic study, pursuant to the Code of Federal Regulations, 45 CFR 302.56(h)(3), and state law at O.C.G.A. § 19-6-50 and O.C.G.A. § 19-6-53, to determine the appropriateness of child support order amounts across our state. In addition to the economic study, a case sampling of child support orders and their worksheets will also be reviewed for inclusion in the study.

Comments received will be considered by the Economic Subcommittee of the Child Support Commission and the full Commission itself.  The Commission consists of 15 members appointed by the Governor of Georgia to serve specific terms.  The membership must consist of three superior court judges, one justice of the Georgia Supreme Court or a judge of the Court of Appeals, or their respective designees, two members of the Georgia House of Representatives and two members of the Georgia Senate, and seven other members, pursuant to O.C.G.A. § 19-6-51.

The problems that we're dealing with, we have to be above board, we have to reach out and help people because they are human beings. 

People have to work, not take a handout. This happened to families. The money / incentives will go to the family but only if the father is not in the home. On the military side with constant deployments, there has to be a real thoughtfulness to reconciliation for the family. If you have a broken family, its like an industry - financially lucrative for divorce court. Its like you were incentivized to have a broken relationship. The mom becomes the ward of the state. The Government grows bigger and bigger. The nonprofits are incentivized to be the ward keepers. This industry incentivizes failure in the family. We have to recognize that we can do much better in this nation.

I refuse to give up on this country and our people.
