Reflections on the Past and Future of the Arctic Council

Evan Bloom, a Senior Fellow at the Polar Institute of the Woodrow Wilson International Center for Scholars, reflects on the Council's history and future. He was formerly a senior diplomat at the U.S. Department of State and represented the United States in Arctic diplomacy, including during the initial efforts to establish the Arctic Council. A seat at the table

The status of “Permanent Participants” is unique in international cooperation. The Arctic Council was the first intergovernmental forum to accredit Indigenous Peoples’ organizations with a status that ensured them full participation in all matters and deliberations. While the Permanent Participants are an integral part of the Council today, Arctic Indigenous Peoples worked hard to secure their seat at the table. Read their story.

The workhorses behind the success

The work of the Arctic Council is so intricately linked to its six Working Groups that it would be impossible to write about the Council’s accomplishments without referring to their projects, monitoring programs, reports and assessments. The story of the Working Groups, however, predates the Council itself. It begins in the late 1980s - read it here.

Out of the limelight

Our Arctic Presence - A new podcast series

Logo of the podcast seriesIn celebration of 25 years of the Arctic Council, Arctic Indigenous Youth have come together to tell their story of participation in this crucial arena. In "Our Arctic Presence", a new podcast brought to you by the Permanent Participant Youth Network, the youth trace the Permanent Participant lineage within the Arctic, introduce the declaration of Arctic Indigenous Youth, and speak to the visions of the Arctic for the next 25 years and beyond. The series will be released in October of 2021 on the Indigenous Peoples' Secretariat (IPS) website, on Apple podcasts, Spotify, and Google podcasts.

The PP Youth are currently accepting original music scores to help in the final post-production. They especially encourage sounds influenced by arctic or subarctic environments to submit.

Moscow anniversary event

Anniversary roundtable in Moscow

To mark the Arctic Council's 25th anniversary, the Russian Chairmanship hosted a national Arctic Council anniversary roundtable in Moscow on 17 September. Speakers included the bilateral ambassadors of the Arctic States and the Observer States, as well as Indigenous and youth representatives from Russia. Watch the event recording.

Arctic Council 25 Exhibition in Tromsø

To celebrate the Council's history in their home town, the Arctic Council Secretariat and the Indigenous Peoples' Secretariat hosted an exhibition and event for local Arctic enthusiasts. Watch the opening event here.
