Help inform the White House's policy agenda by sending your science and technology ideas for the State of the Union address.

Each year, the President delivers an address to Congress on the State of the Union (SOTU). It is perhaps the most important policy agenda-setting moment of the year, representing the culmination of months of pre-work across a president’s Administration.

Science and technology can represent an important piece of this vision. For example, in his first speech as President to Congress, President Biden called for the creation of an “Advanced Research Projects Agency for Health” to catalyze breakthrough treatments for cancer, diabetes and other biomedical challenges. These statements were later matched by a $6.5B funding request for a new health science agency in the Administration's proposed budget.

But too few members of the S&T community know when or how to contribute their ideas to this process.

At the Federation of American Scientists, the Day One Project is leading an initiative to crowdsource 50 of the most ambitious science and technology ideas to inform the Administration’s policy agenda. The team will then develop and amplify these ideas alongside the SOTU process, and in early 2022, highlight some of the best at the Day One S&T SOTU, where we will bring together Day One contributors, key policymakers, and thought leaders to discuss the ideas.

What’s your SOTU policy idea?

What we need from you:

  1. A pithy sentence that you could imagine President Biden pitching as a policy idea in his SOTU address.
  2. A short paragraph that details actionable steps to actualize the idea.
  3. A federal agency or office that you think is best positioned to execute those steps.

Submit your idea here.

Here’s an example:

The Pitch: I am launching an all hands on deck initiative to eradicate the threat of lead poisoning across America by 2030, so that we may protect future generations from a hidden public health crisis that kills over 400,000 Americans per year.

The Details: Over 25% of American children under the age six have harmful levels of lead in their blood, leading to lifelong health effects ranging from hearing and speech problems to brain and nervous system damage. That’s why the Biden Administration should harness the momentum for renewed investment in infrastructure to launch a whole-of-government initiative to remove all lead in homes, schools, and drinking water by 2030, and call on every community across the country to commit to meeting this goal. To reach it, the President should start by issuing an Executive Order placing lead abatement at the top of the priority list for relevant agencies, instituting a White House Lead Czar to better coordinate the federal government’s current piecemeal approach, and call on key stakeholders across the country to identify, develop, and implement new tools to diagnose and address this crisis. These steps will help set the country on a trajectory to remove lead in soil, paint, and drinking water once and for all.

Key Agency/Office: The White House
