The Evolving Global Landscape
Our Community Director Lucy Yang spoke at the "ESCAP/WHO Regional Workshop on Digital COVID Certificate in support of cross-border travel and tourism recovery" with experts from the UN, WHO, ICAO, European Commission, Korea Disease Control and Prevention Agency, and Technical Unit of India’s National Health Authority. From the workshop, we learned that there are 43 countries that are connected to the EU Digital COVID Certificate Gateway while 15 countries' applications are under assessment. Digital Infrastructure for Vaccination Open Credentialing (DIVOC), which India's Co-WIN Certificate Module is based on, is also implemented in Sri Lanka and the Philipines, with a few other Southeast Asian and African countries in the pipeline for adoption.

While in North America, we are seeing the increasing adoption of SMART Health Cards by jurisdictions including California, New York, Louisana, British Columbia, Ontario, and Quebec. California recently open-sourced their Digital COVID-19 Vaccine Record (DCVR) Portal.

We expect more and more jurisdictions will launch their COVID certificate platforms adopting the above-mentioned standards while some will still go with their proprietary systems. Lucy and Kaliya have started working on a paper that provides an overview of all the major specifications that are available for jurisdictions as well as the important private sector players that are addressing the cross-border travel use case. They will start seeking community feedback and input soon. Stay tuned!

CCI and Related LFPH Updates

Application Deadline for the SteerCo Members Election Extended to the End of September
Given that we launched the APAC Group in the middle of the application process, we are now extending the application deadline for the Steering Committee Members Election to 9 am ET / 4 pm UTC on September 30 to give our new APAC community members more time to put together their applications. 

To accommodate the extended deadline, we are also going to postpone our September all-member meeting to October 8. You can find the updated timeline in the election guide

LFPH Global COVID Certificate Network Update

LFPH hosted the fifth GCCN Trust Registry Network Implementer’s meeting where the co-leads of that work, John Walker and Savita Farooqui, shared their takeaways on Network participants KYC from stakeholder interviews and did a walkthrough of the demo app which includes a public sector entry example from the Dutch Ministry of Health, Welfare and Sport. 
LFPH COVID Credential Projects Update

The Cardea Interop-athon was a big success—not only in proving interoperability but in discovering glitches that prevented it. LFPH published a blog on the great turnout. The community will be discussing some of the technical aspects in detail in future Cardea meetings, but first—DemoDay on the 23rd will showcase Interop-athon participants interoperating!

Community Groups Updates

Use Case Implementation Workstream

During the Use Case Implementation Workstream call on September 14 (recording here), Professor Erran Carmel from American University shared a "straw-person" draft list of 22 foundational requirements for Digital Health Passes, derived mainly from the Good Health Pass Interoperability Blueprint. We are working on a proposal that will go to the CCI Steering Committee to set up a task force to continue this work at CCI. 

The workstream's next call on September 21 at 7 am PT / 2 pm UTC will have Petros Kavassalis from the University of the Aegean School of Engineering share his observations after the launch of EU DCC for cross-border travel and some gaps he has identified in the EU domestic market. 

Schema Task Force

During the Schema Task Force call on September 6 (recording here), the group discussed the new LFPH object repository requirements. As a means of improved pandemic control in the future, Richard Bookman also opened up a high-level discussion regarding the potential coupling of a genomic sequencing credential to an antigen test credential. Due to the ever-decreasing costs of sequencing, this option may become the new norm in the future. Further discussion is needed.

The task force's next call is on September 20 at 8 am PT / 3 pm UTC.

Rules Engine Task Force

The Rules Engine Task Force met for the first time on September 15 (recording here) to discuss what are the gaps in the market and start defining where is the best place for our community to contribute.
 

Rules & Governance Workstream

The Rules and Governance Workstream is continuing to build the first draft of the Governance Framework Template. The workstream seeks feedback on the set of Principles and contributions from implementers to the technology and information security requirements as they are being discussed in the meetings.

The workstream's next call is on September 21 at 8 am PT / 3 pm UTC.

Vaccine Credentials Focus Group - US Subgroup

The US Vaccine Credentials Subgroup met (recording here) to discuss what should the group focus on moving forward and how we can keep providing value. We had a consensus from the group that we were going to expand the conversation to beyond vaccine credentials and rename the group to become the North American Group. Similar to the APAC group, we will keep working with the community members to identify topics and have presentations and conversations relevant to the region.

The group's next call is on September 23 at 11 am PT.
 

APAC Group

The APAC group will have its first call on September 22 at 11 am HK / 8:30 am IST. We will have Kohei Kurihara and Chatchai Chanvej share respectively what is going on in Japan and Thailand.
