Multi-Tenant (Rooming) Houses
|
|
The City is proposing the creation of city-wide zoning and enhancements to licensing and enforcement of Multi-Tenant (Rooming) Houses (MTHs) to encourage and regulate safe, liveable, well-maintained and affordable housing across the city (adding all of York and Etobicoke, Scarborough, North York, Leaside and East York).
A proposal and proposed by-law changes were reviewed at the City Council meeting on July 15th. Councillors provided their comments and it became obvious that a number of the Wards did not accept the recommendations and the proposed zoning amendments. Realizing that there were insufficient votes to pass the motions, Mayor Tory Deferred the discussion to the Oct 1 meeting of City Council to give time for additional discussions. We understand that NO amendments will be made to this proposal. SAHRA has asked Councillor Colle to therefore vote for a Deferral (or No vote) asking that the proposal be sent back to Staff to revise the proposal, the plan and the proposed zoning by-law amendments for resubmission to the Planning and Housing Committee in 2022.

Parking Requirements / Zoning Review
New developments in Toronto are required to provide automobile and bicycle parking based on standards in zoning by-laws. The City of Toronto is currently reviewing the parking standards in the city-wide Zoning By-law (569-2013). The City is consulting stakeholders and the public for feedback that will inform recommendations for revised parking standards.
Recently, there has been a shifting demand for automobile parking. Toronto's current parking rates vary across the city and may to too high in some areas. Many recent development applications have been approved with parking levels below the zoning by-law minimums.
Staff are reviewing the By-law and identifying appropriate rates for the future, guided by the principle that parking standards should only allow the maximum amount of automobile parking reasonably required for a given land use (e.g. residential, retail, office, school, warehouse, etc.). Minimums should be avoided except where necessary to ensure equitable access, such as for accessible parking.
In these meetings, staff will present a draft of proposed changes to the parking regulations in the Zoning By-law, answer questions about the proposed changes, and seek feedback.

Ontario Place Redevelopment
The News Release on August 30, 2021 on the Ontario Place Development advised that the province is launching the next phase of engagement, which will include both an online survey and virtual public information sessions.
The public survey is available online through Ontario.ca/OntarioPlace, along with information about the Ontario Place site and the redevelopment process, including the three successful participants. The survey will be open for nine weeks, closing in late October.
In addition to the survey, there will be two provincewide virtual public information sessions on October 13 and 27, which will provide additional opportunities for the public to learn about the planned redevelopment and provide input. More information about the virtual sessions, including how to pre-register, is available on the website.
