Latest policy news

New ministers following cabinet reshuffle

In the recent cabinet reshuffle, ministerial responsibilities for a number of departments responsible for policy surrounding multiple disadvantage have changed. These include:

  • Gillian Keegan MP was appointed the new Minister for Care and Mental Health, with responsibility for adult social care and mental health being combined;
  • Dominic Raab MP was appointed Secretary of State for Justice; and
  • The Ministry of Housing, Communities & Local Government has been renamed the Department for Levelling Up, Housing & Communities, with Michael Gove MP appointed Secretary of State.

£16 million announced to help hospital discharge for people experiencing homelessness


The Department for Health and Social Care have announced £16 million for seventeen areas across England to fund pilots that will aim to end the cycle of people experiencing homelessness leaving hospital and then being quickly readmitted to hospital.

Office of Health Improvement and Disparities officially launches

The Office for Health Improvement and Disparities has officially launched, following the closure of Public Health England. The government has published a list of where health functions will now sit.

New duties for councils to provide support in safe accommodation for domestic abuse victims

The Department for Levelling up, Housing and Communities has published new guidance setting out how councils should support victims of domestic abuse and their children from the 1st October.

Justice select committee enquiry launched

The justice select committee has opened an enquiry that will examine policy issues surrounding Intermediate Public Protection (IPP) sentences, with the aim of identifying possible legislative and policy solutions. The call for evidence will close on the 26th October.

Resources from the sector

Supporting rough sleepers at a time of national crisis: Local Government Association

The Local Government Association has published the presentations from its event on supporting rough sleepers. These include resources on best practice on supporting people who sleep rough, No Recourse to Public Funds and the Accelerator Prisons Project.

Clinks State of the Sector report

Clinks are gathering views for their State of the sector research looking at how voluntary organisations working with people in contact with the criminal justice system are faring. If you’re from a voluntary sector organisation working with people in contact with the criminal justice system you can complete the survey until the 8th November.

Family Drug and Alcohol Courts

The Centre for Justice Innovation has published a new report setting out a comprehensive plan to spread Family Drug and Alcohol Courts to every local authority in England and Wales.

Peer mentoring in the criminal justice system

Clinks has published a new report regarding peer mentoring in the criminal justice system. Peer mentoring involves community members, often with lived experience of criminal justice, working or volunteering in services to supporting people in contact with the criminal justice system.

Prison and Probation Ombudsman report

The Prisons and Probation Ombudsman (PPO) has published its 2020/21 annual report, covering deaths in prisons, young offender institutions (YOIs) and places of State detention, and complaints made by prisoners, those on probation and detained individuals.

Kerslake Commission publishes final report.

The Kerslake Commission on Homelessness and Rough Sleeping has published its final report. The report examines the monumental effort during the pandemic to get ‘everyone in’ and provides recommendations for long term lasting change.

Mental health in prisons

The House of Commons Justice Committee has published its report on mental health in prisons. The report calls on the NHS, Ministry of Justice and the Prison and Probation Service to implement a system of integrated care, that improves identification of mental health issues, care while in prison and transition to care in community settings on release.

Effective probation practice with drug users

The probation inspectorate has published effective practice guides relating to working with people on probation who use alcohol and/or drugs.

Structural racism in housing

The Joseph Rowntree Foundation has published a new report that discusses the inequalities Black, Asian and minority ethnic (BAME) communities face in accessing affordable and secure homes, and how these are rooted in structural injustices.

Learning Opportunities

Informed approaches: becoming trauma, gender and culturally informed

Fulfilling Lives Lambeth Southwark and Lewisham (FLLSL) are leading a discussion on the 12th October on becoming informed on trauma, gender and culture as an organisation. This talk will introduce key concepts, some lessons learned and general insights into how to start the journey of becoming an informed service.

Safeguarding people sleeping rough

Homeless Link is delivering a webinar on the 3rd November regarding Safeguarding Adult Reviews for people who have died whilst sleeping rough. The session will include practical recommendations on what can be done to reduce harm and death and the process of making effective Safeguarding referrals and escalation processes. MEAM recently explored this issue in a briefing about reviewing the deaths of people facing multiple disadvantage.

Health and justice network meeting

Clinks is hosting a health and justice network meeting on the 19th October that brings together voluntary sector organisations which deliver health services to people in contact with the criminal justice system to discuss health issues and inequalities that affect their service users, and how they deliver their services.
