Notice of Availability – Request for Proposals (RFPs): Regional Trail Network - Feasibility Survey, Cape May County 

The South Jersey Transportation Planning Organization (SJTPO) is seeking a qualified firm, or groups of firms, to assist SJTPO in identifying and evaluating feasible routing for the Northern Cape May County Trail. The effort will include a number of activities that will help SJTPO understand the existing conditions related to routing this particular bikeway as well as to understand the demand for, economic impact of such a bikeway, in addition to assessing operations, maintenance, security, and developing cost estimates and a trail concept plan. 

This work is included in the SJTPO FY 2022 Unified Planning Work Program (www.sjtpo.org/UPWP). Technical proposals must be prepared and submitted in accordance with the goals, requirements, format, and guidelines presented in this RFP document.

The RFP will be available Thursday, October 14, 2021, and can be obtained from the SJTPO via our website (www.sjtpo.org/RFP). As a courtesy, please email us at info@sjtpo.org letting us know if you have downloaded a copy of the RFP.

Submission instructions for this proposal have changed due to COVID-19. Please read all instructions carefully before submitting.

Digital submission: A digital copy of the Signed Cover Letter and Technical Proposal must be submitted no later than 11:59 P.M., prevailing time, on Tuesday, November 16, 2021, to ahuff@sjtpo.orgThe Cost Proposal must not be included in this digital submission or proposals will be disqualified. An email will be sent confirming receipt no later than Wednesday, November 17, 2021. To receive a confirmation email prior to the submission deadline, submissions are encouraged prior to 5:00 P.M.
 
Physical submission: One physical copy of the Signed Cover Letter and Technical Proposal must be submitted. In addition, one physical copy and electronic copy of the Cost Proposal must be submitted in a sealed envelope, separate from the Technical Proposal and Signed Cover Letter. The physical submission should be sent on the day of digital submission and must be received by 3:30 P.M., prevailing time on Tuesday, November 23, 2021. SJTPO shall not be held responsible for timeliness of mail or messenger delivery. Submittals should be addressed to:

The contract with SJTPO will be executed via the South Jersey Transportation Authority (SJTA), the administrative host of the SJTPO. All provisions and requirements of the SJTA pertaining to contractual matters will be in effect. This project is funded by the Federal Highway Administration of the United States Department of Transportation.
 
SJTPO, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
