The European Peace Facility: minimising significant risks in implementation

On 22 March 2021, the Foreign Affairs Council of the European Union (EU) adopted a Council Decision establishing a ‘European Peace Facility’ (EPF).
This new funding instrument is worth up to EUR 5 billion for the period 2021-2027 and will finance ‘EU external action having military or defence implications’.
EPLO is concerned that it could cause harm to civilians, exacerbate existing tensions and fuel violations of international humanitarian law and international human rights law in conflict-affected settings.

This statement provides a non-exhaustive list of recommendations to the EU and EU Member States on how they could reduce the risks to civilians where the EU uses EPF assistance measures to support governments in conflict-affected places.

 
EPLO is the independent civil society platform of European NGOs, including AP, NGO networks and think tanks committed to peacebuilding and the prevention of violent conflict.
EPLO aims to influence the EU so that it promotes and implements measures which lead to sustainable peace between states and within states and peoples, and which transform and resolve conflicts non-violently. EPLO wants the EU to recognise the crucial connection between peacebuilding, the eradication of poverty, and sustainable development worldwide and the crucial role NGOs have to play in sustainable EU efforts for peacebuilding, conflict prevention, and crisis management.

Results from the Learning Exercise for DIPD's work the past 10 years

The Danish Institute for Parties and Democracy (DIPD) has existed for 10 years. This is why a learning exercise was launched in spring 2021 mapping out DIPD's experiences up until now. 

The learning exercise has been carried out by AP, cooperating with local consultants in selected partnership countries. The work has resulted in a learning catalogue describing what can be learned from the work done by DIPD the past 10 years.

Meeting of stakeholders in the field of youth

The meeting of stakeholders in the field of youth was organized by the North South Centre of the Council of Europe on October 22. This is an annual event that brings together leading organizations working to support youth cooperation, engagement around the word, including (among others) the Africa Union, the European External Action Service, the Global Coalition on Youth, Peace and Security, the United Nations Office of the Secretary-General’s Envoy on Youth, and the United Network of Young Peacebuilders (UNOY).  

AP’s Celina Del Felice, Mikhail Sustersic and Bernardo Monzani led the facilitation of the meeting, which included timely discussions on the challenges most affecting organizations working to promote youth engagement and leadership at a time when, around the world, countries are trying to move past the COVID-19 pandemic. The meeting also facilitated exchanges among participants and sought to identify concrete opportunities for collaboration. 

AP’s engagement is part of the framework partnership between AP and the North South Centre of the Council of Europe, which started this year and is mostly focused on technical assistance on the issues of women empowerment and youth engagement.
Event Report
Bologna Peacebuilding Forum Report

On May 18th and 19th 2020, AP organized the third Bologna Peacebuilding Forum (BPF). The BPF gathered more than 400 participants, including several international researchers, practitioners and policymakers involved in the climate, conflict and peacebuilding domains, to discuss the changing relation between climate change and peace.

From 2019, the BPF has established itself as a major annual gathering fostering open and constructive dialogue on critical issues facing the peacebuilding field.

This publication summarises key takeaways that emerged during the two-day event and includes two novel analysis papers presented during the second day of the forum and drafted by leading international scholars.
