My opinion is that recreational flying is legal already within 15 km of your home .... "Contactless exercise is allowed".Boating is permitted, hunting is permitted. Flying aerobatics is undoubtedly "contactless exercise". Nothing in the directions distinguishes recreational flying from boating!
