Thank you for joining me and RCMP Inspector Jeremie Landry for a virtual conversation about District 13 on October 27. If you missed it, you can watch it online on YouTube.

Zoom was a good format to use and led to a successful discussion on community issues. I will plan more of these events in the future and invite guests to join me from Halifax Water, Fire Services, Parks, and others.

HEAT FUND

The Home Energy Assistance Top-up (HEAT) Fund supports Nova Scotians in need with home heating cost during the winter months. The HEAT Fund is now open for 2021.

The deadline for all 2021 applications has also been extended indefinitely, meaning those who received funds in 2020, may also apply in 2021.

The HEAT Fund offers a maximum assistance in the amount of $400 for individuals and families. If you are in an emergency home heating situation, you can download an application here: https://salvationarmy.ca/maritime/home/programs/heat/

Nova Scotia reported 38 new cases of COVID-19 and 19 recoveries on November 3. As of today, Nova Scotia has 180 active cases of COVID-19.

Recruitment underway for municipal boards, committees, and commissions

 
Halifax Regional Municipality is seeking applications for volunteers to serve on a variety of municipal boards, committees, and commissions. Online applications will be open until Monday, November 15, 2021, at 11:59 p.m.
 
Municipal boards, committees, and commissions consist of councillors, residents, and industry representatives. These groups provide recommendations to Regional Council, community council, or standing committees, and serve as an important part of the decision-making process.
 
The municipality is seeking board, committee and commission members that are reflective and inclusive of residents from the Halifax Regional Municipality.  Meeting schedules and formats will vary between committees, please consult halifax.ca/serve for details on each committee.
 
The following opportunities are currently open:
  • Accessibility Advisory Committee: positions for three persons with disabilities, and one community member including parents or advocates.
  • Community Monitoring Committee: positions for two residents of the Halifax Regional Municipality.
  • Design Advisory Committee: positions for one Architect; two Community Planners or Urban Designers; two Engineers; and four members-at-large with experience in the design, environmental, social, cultural, or industrial sectors.
  • Design Review Committee: positions for two residents-at-large; one Urban/City Planner; and two Architects.
  • Events East Board of Directors: positions for two members, appointed by the Halifax Regional Municipality.
  • Grants Committee: positions for two residents-at-large
  • Halifax International Airport Authority Board: position for one municipal nominee.
  • Halifax Peninsula Planning Advisory Committee: positions for three community citizens.
  • Halifax Regional Library Board: positions for four citizens.
  • Halifax Regional Water Commission: positions for three Halifax Regional Municipality residents.
  • Heritage Advisory Committee: positions for five residents-at-large.
  • Margeson Drive Master Plan Committee: positions for five members from Districts 13, 14 or 15.
  • North West Planning Advisory Committee (Districts 1,13,14,15,16): positions for five community members.
  • Point Pleasant Park Advisory Committee: positions for four community members.
  • Regional Watersheds Advisory Board: positions for three water related professionals; one member from a post-secondary institution or research scientist; and one representative of an Environmental Community Group or Recreational Organization.
  • Shubenacadie Canal Commission: positions for two Halifax Regional Municipality residents.
  • Western Common Advisory Committee: positions for one member of the public with demonstrated knowledge of public recreation and trails; one member of the public with demonstrated knowledge in applied ecological sciences; one member of an Environmental Non-Governmental Organization (NGO); one member resident of the community of Goodwood/Hatchet Lake; two members at large with an interest in the furtherance of the Park; and one member of the local business community.
  • Youth Advisory Committee: positions for 12 youth representatives (age 15-24).
 
Please note: Some boards are seeking residents and members-at-large, meaning anyone in Halifax Regional Municipality can apply.  Some boards are recruiting specific designations – this is done because Regional Council has determined that specific expertise, background, or experience is required to achieve the mandate.
 
We encourage applications from African Nova Scotians, racially visible persons, women, persons with disabilities, Indigenous persons, and persons of the 2SLGBTQ+ community.  Applicants are encouraged to self-identify.

Otter Lake Waste Processing & Disposal Facility

Following Regional Council’s July 20, 2021 direction to submit an application to the Nova Scotia Department of Environment and Climate Change (NSE) to deactivate the Front End Processor and Waste Stabilization Facility (FEP/WSF) at the Otter Lake Waste Processing & Disposal Facility (Otter Lake), NSE has requested that the municipality and the operator, Mirror Nova Scotia Inc., conduct public consultation for consideration as part of the application.
 
Residents located within five kilometers of Otter Lake, are invited to participate in this public consultation process from November 3 to December 3, 2021. While this public consultation is targeted to residents within five kilometres of Otter Lake, all residents across the municipality are welcome to provide feedback.

Windsor Street Exchange Project 

Are you ever in one of the 48,000 vehicles that travel through the Windsor Street Exchange each day? Have your say in the Windsor Street Exchange Redevelopment Project!

Halifax Regional Municipality is inviting residents to participate in Phase 2 of Public Engagement for the Windsor Street Exchange Redevelopment Project until November 17.
As one of five roadway access points to the Halifax Peninsula, the Windsor Street Exchange is operating above its available capacity during peak travel periods, so a redesign is needed. The team behind this redevelopment project has shared two concept design options and is looking for feedback from the public and stakeholders to be used in making design decisions.

HRM is exploring options to potentially revitalize the Sackville Sports Stadium in future years. Your useful feedback will help the municipality understand the satisfaction rates with the existing design, layout, and amenities of the Sackville Sports Stadium, and guide what renovations, additions, or amenities will be investigated should revitalization take place in the future.

HALIFAX WATER STORMWATER EXPANSION

Following the transfer of provincial roads to the municipality, Halifax Water is required to file to the NSUARB for approval of the transfer of stormwater infrastructure to the utility.

The new service areas include certain areas in Boutilier’s Point, Head of St. Margaret’s Bay, Hubley, Ingramport, Lewis Lake, Upper Tantallon, East Preston, Lake Echo, Lawrencetown, and Mineville.

The Accessibility Advisory Committee is hosting their Annual Town Hall on November 10, 2021 from 6:30-8:30 p.m. The Town Hall serves as an opportunity for Business Units to provide the public with an update on accessibility successes and challenges within the HRM, and to gather feedback from residents on accessibility issues in our communities.

This year’s Town Hall will be taking place in a hybrid fashion, with multiple ways for residents to participate:
  • Attend the in-person event at Paul O’Regan Hall, Halifax Central Library
  • Attend a live stream viewing location at the Tantallon or Musquodoboit Harbour Library
  • Join the virtual event in Zoom and submit questions live by registering in advance

Hammonds Plains Historical Society will be offering it’s first presentation since the pandemic by hosting a virtual presentation using Zoom on Monday November 29th at 7pm. The presentation will be entitled ‘The Ups and Downs of a Turbulent Main Street – The History of the Hammonds Plains Road’.

Halifax and the YMCA: Working to keep you safe this winter

Removing snow around your property can be a challenging – or even impossible – task for many people. There is help available: the Halifax Regional Municipality provides an annual contribution of $400,000 in support of the YMCA for its Snow Removal Program for Seniors and Persons with Disabilities.

The Halifax Regional Municipality is reminding residents that the weekly green cart collection service ended for the summer season on Saturday, Oct. 2.
 
Weekly curbside green cart collection is provided to all residents during the summer months of July, August and September. Green cart collection service returned to every two weeks on Monday, Oct. 4.
 
For green cart and garbage collection schedules, residents should either refer to the Halifax Recycles mobile or web-based app at halifax.ca/whatgoeswhere, or call 311.
 
Residents are reminded to place their garbage, recycling and green cart curbside no later than 7 a.m. to ensure pick-up.
