As an observer organisation to the UNFCCC, the overall objective of Regions4 participation at COP26 is to promote multilevel governance for increased ambition and effective action on climate adaptation through the key role of regional governments.

Regions4 will bring forward innovative solutions that can be up-scaled, and present the role Regions4 and its newly reinforced initiative, RegionsAdapt, can play in supporting regional governments in raising their ambitions on adaptation and resilience.

Regions4 has worked closely with the Local Governments and Municipal Authorities constituency to advocate for a multi-level action COP in which collaboration at all levels of government is recognised as the new normal and taken into account in the announced new ambitions. Through the Race to Resilience campaign, Regions4 will provide further visibility to the actions of regions, as part of the non-actors community developing and accelerating actions towards resilience.

Raising ambitions on climate adaptation:
lessons learnt and contributions of regional governments

Based on a review of 11 key best practices within the past 5 years, from Regions4 and RegionsAdapt members, this report for COP6 aims to show how regional governments have developed, implemented, and raised the ambitions of their adaptation plans and climate resilience actions, providing lessons learnt that can inform policymakers worldwide to inspire innovative action. Stay tuned for the official launch on 8 November!
The leading role of regions in raising ambitions for adaptation and resilience
With the participation of 12 regional governments and the support of 20 partners, the Regions4 High-Level event at COP26 will showcase how regions contribute to the global climate agenda and how initiatives such as RegionsAdapt help accelerate implementation. This hybrid event will be held on 8 November at 2:00pm GMT at the LGMA Multi-Level Action Pavillion, as par of the Regions4 activities to raise regions voice for climate.

Regional governments’ call to action: What ambition should look like at COP26
The regions’ Dialogue for Climate Action at Milan’s PreCOP26 was the hub for the development of a regional statement towards COP26 which received the inputs of the 14 participating regions. At COP26 the call to action led by Lombardy and Scotland, with the wider support of Regions4 and its members, will present regional commitments to contribute to the resilience of 4 billion people vulnerable to the risks of climate change by 2030. The statement will be presented on 8 November, as part of Regions4’s High-Level event.
Pledge to the Race to Resilience
With over 75 signatory members impacting more than 270 million citizens RegionsAdapt is mobilising ambition on adaptation worldwide. As a proud partner of the Race To Resilience, and lead initiative for regions within the campaign, RegionsAdapt pledges to: double the number of signatory regions; contribute to effective policymaking on adaptation and resilience; share knowledge and foster cooperation amongst peers; support regions with capacity building; and upscale regional actions internationally.

Tackling the climate and biodiversity crises together
As coordinator of the Advisory Committee on Subnational Governments and Biodiversity, and the voice of regions within the CBD, Regions4 will be supporting the event “Hearing the voice of subnational governments: learning from the Edinburgh Declaration for biodiversity” to take place on 6 November to present on the multi-level collaborative efforts towards an inclusive
post-2020 Global Biodiversity Framework for a resilient planet.
